The House offered Fateha on the sad demise of mother of Ms Shaheena Karim, MPA (W-318).
Question Hour
Questions relating to Finance Department were asked and answered by Makhdoom Hashim Jawan Bakht, the concerned Minister.
Zero Hour
Two Zero Hour Notices were taken up. The Notice moved by Ms Mehwish Sultana that the project for the repair and extension of road from Choa Saidan Shah District Chakwal to Khajola Village was approved in 2017-18 and Rs.40.756 million were allocated, out of which Rs.20.756 million were issued and due to non-provision of remaining funds the project could not be completed and people were facing problems. Hence, this road should be repaired and extended on priority basis, was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.
The Notice moved by Mr Muhammad Tahir Pervaiz that due to Covid-19, a number of Factories and Institutions had been closed resulting in unemployment of lacs of workers and labourers. The Member questioned the Labour Department whether it had conducted any survey to ascertain the number of people who had become unemployed and that the Department had taken steps for the rehabilitation of these unemployed workers, was kept pending as the concerned Minister was not present.
Adjournment Motion
Syed Hassan Murtaza moved an Adjournment Motion that in 2004 and 2007 the vacancies of Inspector Legal/Law Instructor were filled in Punjab Police on merit through Departmental Selection Board instead of Punjab Public Service Commission. In 2018 the Punjab Regularization of Service Act 2018 was passed and due to some ambiguity in the Act, the portion relating to these officials was skipped and they could not be regularized. Now after passage of almost 16 years, these employees were ordered to appear in exams of Punjab Public Service Commission and get its recommendations, otherwise, they would be terminated from service. This order was not only distrust on Departmental Selection Board rather it was violation of fundamental rights enumerated in the Constitution of Pakistan and judgments passed by Supreme Court of Pakistan that employees inducted in service on merit and working consecutively for 10 years should be regularized. The Motion was referred to the Special Committee No.6 on the request of the mover, with the directions to submit its report within two months.

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs introduced the following Bills, which were referred to the concerned Standing Committees with the directions to submit their report within two months:
1. The Emerson University, Multan Bill 2021;
2. The Punjab Tourism, Culture and Heritage Authority Bill 2021; and
3. The Ravi Urban Development Authority (Amendment) Bill 2021.
