SUMMARY OF THE PROCEEDINGS

MONDAY, 19 OCTOBER 2009

 Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Noor Mohammed followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Akhtar Hussain Qureshi.

FATEHA

The House offered Fateha for Mr. Zafar Iqbal Khan Khaitraan, an employee of the Punjab Assembly Secretariat, died due to heart failure on 17^th October.

QUESTIONS HOUR

Questions relating to LABOUR AND HUMAN RESOURCES, CULTURE AND SPORTS DEPARTMENTS were asked and answered by Mr.   Mohammed Ashraf Khan Sohna, Minister for Labour & Human Resource, Mrs. Azma Zahid Bukhari,  Parliamentary Secretary for Culture & Youth Affairs and Mian Muhammad Aslam, Parliamentary Secretary for Sports respectively.

CALL ATTENTION NOTICE

One Call Attention Notice was taken up. Call Attention .Notice. moved by Mr. Sher Ali Khan regarding committing sodomy and killing of eight-year-old boy in Tehsil Kamalia was answered by Minister for Law & Parliamentary Affairs and was disposed of accordingly.

RESOLUTION:

The House unanimously passed the following resolution. The resolution was jointly moved by Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs, Raja Riaz Ahmad, Senior Minister and Ch. Zahir-ud-Din, Leader of the Opposition :-

"صوبائی اسمبلی پنجاب پاکستان کا یہ ایوان، مورخہ 18۔اکتوبر2009 کو برادر اسلامی ملک ایران کے صوبے سیستان میں ہونے والے خودکش بم دھماکے کی پُرزور مذمت کرتا ہے اور اس کے نتیجے میں پاسداران انقلاب کے کمانڈروں اور دیگر افراد کی ہلاکت پر گہرے رنج و غم کا اظہار کرتا ہے۔ یہ ایوان اپنے ایرانی بھائیوں کو یقین دلاتا ہے کہ پاکستانی قوم اُن کے ہر نقصان کو اپنا نقصان تصور کرتی ہے۔ صوبائی اسمبلی پنجاب، پاکستان کا یہ ایوان اور پوری پاکستانی قوم دُنیا کے کسی حصے میں بھی ہونے والے دہشت گردی کے ہر واقعہ کی بھرپور مذمت کرتی ہے اور ان دھماکوں کو انسانیت کے خلاف ایک مذموم سازش سمجھتی ہے۔ یہ ایوان، ایران کی حکومت اور عوام کے ساتھ مکمل اظہار یکجہتی کرتا ہے اور انہیں یقین دلاتا ہے کہ پاکستانی قوم اس مشکل گھڑی میں اپنے ایرانی بھائیوں کے شانہ بشانہ کھڑی ہے۔"

Laying of Committee Reports

On a motion moved by Malik Muhammad Waris Kallu, the House granted extension in the time limit till 31^st December, 2009, for laying the report of the Committee on Privileges, on the following Privilege Motions.

Privilege Motion No. 4,6,15,23,24,25,26,31,34,35,40,49,51,52 and 53 of 2008.

Privilege Motion No. 3, 4, 13, 19, 23, 25, 26, 31, 32, 35, 36 and 37 of 2009.

PRIVILEGE MOTIONS

Five Privilege Motions were taken up.

The motion moved by Ms. Sakina Shaheen Khan regarding misbehavior of In-charge Shahdara Police Station, Lahore, Zulfiqar Cheema and the motion moved by Mr. Muhammad Naeem Akhtar Khan regarding misconduct of SDPO Saddar District Vehari were pended till October 20, 2009.

The motion moved by Ch. Shafiq Ahmad Gujjar regarding misconduct and false allegation levelled against him by the. Police officials of Madina Town Faisalabad, and the motion moved by Mehr Ijaz Ahmad Achlana, regarding misconduct of Superintendent Darul Aman, District Layya were pended till 22 & 23 October, 2009 respectively.

The motion moved by Al-Haaj Muhammad Ilyas Chinioti, regarding misconduct of DCO Chiniot was pended for two days.

ADJOURNMENT MOTIONS

Six Adjournment Motions were taken up.

The Adjournment Motion moved by Mrs. Samina Khawar Hayat, regarding the widespread sale of adulterated and unhygienic packed milk, the motion moved by Sheikh Ala ud Din regarding wide spread of Thalassemia disease in the Province, were pended till Tuesday, October 20, 2009.

The Adjournment Motion moved by Mr. Shahan Malik regarding smuggling of narcotics and arms in his constituency PP-15 was taken out of turn and pended for three days.

The Adjournment Motion moved by Sheikh Ala ud Din, regarding the production and sale of substandard drugs for curing Tuberculosis (TB), The Motion was disposed of.

The two Adjournment motions of Syed Hassan Murtaza were pended till Tuesday, October 20, 2009, .as mover was not present.

Minister for Law & Parliamentary Affairs answered the Motions.

GOVERNMENT BUSINESS

 Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs laid the following reports before the House;

1.   PERFORMANCE REPORTS OF THE OFFICE OF OMBUDSMAN FOR THE YEARS 2007 & 2008 

2.   ANNUAL REPORT OF THE PUNJAB PUBLIC SERVICE COMMISSION FOR THE YEAR 2008 

3.  ANNUAL REPORT ON THE OBSERVANCE AND IMPLEMENTATION OF PRINCIPLES OF POLICY FOR THE YEAR 2006 

The following Bill was passed by the House on the Motion moved by Minister for Law & Parliamentary Affairs.

CONTINUATION OF GENERAL DISCUSSION ON AGRICULTURE AND FOOD WITH SPECIAL REFERENCE TO SUGAR AND ATTA

The House continued the general discussion on Agriculture and Food with special reference to Sugar and Atta.

Zahir-ud-Din,  Major (R) Abdul Rehman Rana, Malik Jehan Zeb Warn, Dr. Samia Amjad, Rana Munawar Hussain alias Rana Munawar Ghous Khan, Al-Haaj Muhammad Ilyas Chinioti, Mian Muhammad Shafiq Arain, Mrs.‏ Amna Ulfat and Muhammad Mueen Wattoo.

Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs, Malik Ahmad Ali Aulakh, Minister for Agriculture and Malik Nadeem Kamran, Minister for Food delivered the wind up speeches.

The House was then adjourned till 10:00 am, Tuesday, 20 October 2009.
