Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen:-

Under Rule 13(1) of Rules of Procedure of Provincial Assembly of the Punjab 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly announced the Panel of Chairmen in the following order:

(1)       Ch Yasien Sohl (PP-156)

(2)       Rana Munawar Hussain alias Rana Munawar Ghous (PP-36)

(3)       Mrs. Saba Sadiq (W-306)

(4)       Sardar Shahab-ud-Din Khan (PP-263)

At this stage, Mr. Speaker welcomed the Honorable guests, Mst Amina Sardar MPA, and others coming from Khyber Pakhtunkhwa Province.

Question Hour: −  

Questions relating to Population Welfare, Social Welfare & Bait-ul-Maal and Information & Culture Departments were asked and Mrs. Zakia Shah Nawaz Khan, Minister for Population Welfare, Syed Haroon Ahmed Sultan Bokhari, Minister for Social Welfare & Bait-ul-Mall and Rana Muhammad Arshad, Parliamentary Secretary for Information & Culture answered the questions.

Suspension of Rules:-

On a motion moved by Mian Mehmood ur Rasheed, Leader of Opposition under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution:-

Mian Mehmood-ur-Rasheed, Leader of Opposition through a Resolution appreciated and supported the recently launched peace talks process between the Government and the Taliban for bringing peace and tranquility in the country with the hope that peace talks would bring terrorism, lawlessness and chaos to an end. The resolution was unanimously passed by the House.

Adjournment Motions:-

Nine Adjournment Motions were taken up. Two motions moved by Mian Mehmood-ur-Rasheed, one regarding non-releasement of development funds in respect of 3 constituencies of Lahore from where PTI members won the general elections 2013 whereas funds for the remaining constituencies have been released from where PML(N) members got victory and the other regarding increase in number of ‘AIDS’ patients in the prisons of Punjab, and the reason is drug addiction and drugs are injected from the same syringe to all the prisoners, the motion with the identical content was also moved by, Sardar Vickas Hassan Mokal, two Motions moved by Ms. Shunila Ruth, one regarding sale of substandard garlic and ginger in vegetable markets of Lahore, which is injurious to health and Agriculture Marketing Department is taking no action in this regard, moreover, due to weak policies devised by Agriculture Department, tomato produce has also badly been affected and the other motion regarding arrest of terrorists from Punjab University and UET hostels, Government has imposed strict restrictions on these hostels, as a result, terrorists have started moving towards private hostels located in different areas of Lahore and landlords of these hostels do not ask for relevant information from the occupant in order to get financial gains two motions moved by Dr. Nausheen Hamid, one regarding improper cleanliness arrangements in the graveyards of Lahore, which have become hub of mosquitoes breed, as a result, people visiting these graveyards and living in the attached localities are at a greater risk to catch Dengue fever and the other regarding incompletion of “Ashiyana” Housing Scheme located at Ferozpur Road, Lahore, which was started in 2011 to accommodate poor and homeless families and Government officers. Only 350 houses have been completed by now and a huge number of allotees are facing difficulties, were disposed of under Rule 83-(c) of Rules of Procedure of Provincial Assembly of the Punjab, 1997. The motion moved by Mr Ahmad Shah Khagga regarding broadening of road from Thokar Niazbaig to Sodiwal by the Punjab Government in the public interest but the road from Sodiwal to Samanabad is still narrow, due to which traffic remains jammed and blocked at Samanabad Morre and people have to face difficulty to reach their destinations thus the project is conceived as failed and the last Motion of Sardar Vickas Hassan Mokal regarding construction of encroachments by some ground floor allotees in G.O.R IV Khushnuma due to which other allotees are facing parking problems as well as security matters are also affected and operation is required to demolish these encroachments, were kept pending till next week.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs laid the following Ordinance before the House, which was referred to the Standing Committee on Housing, Urban Development and Public Health Engineering with the direction to submit its report within one month.

“THE PUNJAB DEVELOPMENT OF CITIES (AMENDMENT) ORDINANCE 2014”

Introduction of Bill:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs introduced the following Bill before the House, which was referred to the Standing Committee on Education with the direction to submit its report within one month.

“THE LAHORE GARRISON UNIVERSITY BILL 2014”

The House was then adjourned till 3:00p.m on Monday, 10th February, 2014.
