SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen:-

Under Rule 13(1) of Rules of Procedure of Provincial Assembly of the Punjab 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly announced the Panel of Chairmen in the following order:

1.         Mian Marghoob Ahmad (PP-150)

2.         Rana Munawar Hussain alias Rana Munawar Ghous (PP-36)

3.         Mrs. Saba Sadiq (W-306)

4.         Mr. Muhammad Sibtain Khan (PP-46)

OATH:-

The member-elect Mrs. Khadija Umar (W-361) made an oath as Member of the Punjab Assembly and signed the Roll of Members. Mr. Speaker administered the oath.

Question Hour: −

Questions relating to the Excise and Taxation Department were asked and answered by Mian Mujtaba Shujaur Rehman, Minister for Finance (Holding the Additional charge of Excise and Taxation Department).

Laying of Reports:

Bao Akhtar Ali (MPA) laid the reports of Standing Committee on Services & General Administration on the following Bills;

1.   THE PUNJAB EMPLOYEES EFFICIENCY, DISCIPLINE AND ACCOUNTABILITY (AMENDMENT) BILL 2014 (Bill No. 07 of 2014)

2.   THE PUNJAB CIVIL SERVANTS (AMENDMENT) BILL 2014 (Bill No. 08 of 2014)

Ch Muhammad Akram (MPA) laid the report of Standing Committee on Education in respect of; “MUHAMMAD NAWAZ SHARIF UNIVERSITY OF ENGINEERING AND TECHNOLOGY MULTAN BILL 2014 (Bill No. 10 of 2014)”.

Mr.   Shehzad Munshi (MPA) laid the report of Standing Committee on Labour and Human Resource in respect of “THE PUNJAB INDUSTRIAL RELATIONS (AMENDMENT) BILL 2014 (Bill No. 11 of 2014)”.

Mian Muhammad Saqib Khurshid (MPA) laid the report of Standing Committee on Planning & Development in respect of “THE PUNJAB PUBLIC PRIVATE PARTNERSHIP BILL 2014 (Bill No. 05 of 2014)”.

Ch. Amjad Ali Javaid (MPA) laid the report of Standing Committee on Health in respect of “THE PUNJAB MENTAL HEALTH (AMENDMENT) BILL 2014 (Bill No. 13 of 2014)”.

Mr. Zulfiqar Ghori (MPA) laid the report of Standing Committee on Livestock and Dairy Development in respect of “THE PUNJAB LIVESTOCK BREEDING BILL 2014 (Bill No. 09 of 2014)”.

Suspension of Rules:-

On motions moved by Mian Mehmood-ur-Rasheed, Leader of the Opposition and Rana Sana Ullah Khan Minister for Law and Parliamentary Affairs respectively under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the rules ibid, for taking up the following Resolutions.

Resolutions:-

The resolution tabled by Leader of the Opposition, Mian Mehmood-ur-Rasheed condemned airing of blasphemy of Ahle Bait and Islamic Ideals by Geo Tv Channel on a morning show was unanimously passed by the House with the amendment moved by Minister for Law and Parliamentary Affairs, Rana Sana Ullah Khan, by replacing the words “swift and Stern action” against the channel, host and producer of the objectionable show with “action in accordance with Law”. The House also demanded the PEMRA to take action in accordance with law and requirements of justice.

The House unanimously passed another resolution tabled by Minister for Law & Parliamentary Affairs, Rana Sana Ullah Khan expressing deep sense of grief over a blast and fire in a coal mine in Western Turkey, leaving over 200 workers dead and scores of others wounded. The Resolution sympathized with the Turkey Government and the bereaved families and also prayed for the departed souls. The House also assured Turk brethren that the Government and the whole Pakistani Nation is standing with them in this hour of trial and fully share their grief.

Privilege Motion:-

Three Privilege Motions were taken up. The Motion moved by Pir Khizer Hayat Shah Khagga regarding misbehaviour of Mr. Farukkh, SHO, Ghallah Mandi, Sahiwal with the Member concerned, the Motion of Sheikh Ala-ud-Din regarding a column by Dr. Safdar Mehmood in daily “Jang” using derogatory remarks about Members of Provincial Assembly of the Punjab and the other Motion of Rana Tahir Shabbir regarding misbehaviour of Mr. Shahid Mehmood, EDO, Education, Multan with the Member concerned, were kept pending till next week.

The motions were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Government Business:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs, laid the following Ordinances before the House, which were referred to the concerned standing committees, with the direction to submit their reports within one month in respect of ordinances at serial 1 and 2 and submission of report within two months in respect of ordinance at serial no.3.

1.         The Management and Transfer of Properties by Development Authorities Ordinance 2014.

2.         The Bab-e-Pakistan Foundation Ordinance, 2014.

3.         Punjab Free and Compulsory Education Ordinance, 2014.

The House was then adjourned till 03:00 p.m. on Monday, 19^th May, 2014
