1.   MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.

            A MINISTER to move that leave be granted to move a Resolution under Article 128(2)(a) of the Constitution for extension of the NUR International University Lahore Ordinance 2014.

            A MINISTER to move the following Resolution:-

RESOLUTION

            “The Provincial Assembly of the Punjab extends the period of the NUR International University Lahore Ordinance 2014 (XII of 2014), promulgated on 8th August 2014, for a further period of ninety days with effect from 6th November 2014.”

2.   MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.

            A MINISTER to move that leave be granted to move a Resolution under Article 128(2)(a) of the Constitution for extension of the Punjab Explosives (Amendment) Ordinance 2014.

            A MINISTER to move the following Resolution:-

RESOLUTION

            “The Provincial Assembly of the Punjab extends the period of the Punjab Explosives (Amendment) Ordinance 2014 (XIII of 2014), promulgated on 18th August 2014, for a further period of ninety days with effect from 16th November 2014.”

(a) RESOLUTION

      RESOLUTION UNDER ARTICLE 27 REGARDING RECOMMENDATION FOR ENSURING IMPLEMENTATION OF POLICY PRINCIPLE ENSHRINED IN ARTICLE 37(f) OF THE CONSTITUTION OF PAKISTAN.

            A MINISTER to move the following Resolution:-

"صوبائی اسمبلی پنجاب کا یہ ایوان وفاقی حکومت اور پارلیمنٹ سے اس امر کی سفارش کرتا ہے کہ آئین کے آرٹیکل 27 کی کلاز (1)کی Third Proviso کے تحت قانون سازی کرے تاکہ آئین کے آرٹیکل 37(f) میں وضع کردہ پالیسی اصول کی ترویج ممکن ہو سکے۔"

1.   THE PUNJAB LOCAL GOVERNMENT (SECOND AMENDMENT) BILL 2014 (BILL No. 28 of 2014)

            A MINISTER to move that the Punjab Local Government (Second Amendment) Bill 2014, as recommended by Standing Committee on Local Government and Rural Development, be taken into consideration at once.

            A MINISTER to move that the Punjab Local Government (Second Amendment) Bill 2014, be passed.

2.   THE PUNJAB STRATEGIC COORDINATION BILL 2014 (BILL No. 22 of 2014)

            A MINISTER to move that the Punjab Strategic Coordination Bill 2014, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

            A MINISTER to move that the Punjab Strategic Coordination Bill 2014, be passed.

3.   THE PUNJAB FREE AND COMPULSORY EDUCATION BILL 2014 (BILL No. 16 of 2014)

            A MINISTER to move that the Punjab Free and Compulsory Education Bill 2014, as recommended by Standing Committee on Education, be taken into consideration at once.

            A MINISTER to move that the Punjab Free and Compulsory Education Bill 2014, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Services and General Administration Department were asked and Mr. Ali Asghar Manda, Parliamentary Secretary for Services and General Administration answered the questions.

At this stage, Mr. Speaker welcomed the honorable guests coming from Baluchistan Assembly.

Call Attention Notices

Three Call Attention Notices were taken up. The Notice of Mian Mehmood ur Rashid, Leader of Opposition, regarding murder of fifty years old during dacoity at Baghbanpura, Lahore, the second Notice of Mian Tariq Mehmood regarding injuring of Mr Muhammad Yousaf s/o Mr Ghullam Hussain, resident of Sekarali, Thana Dinga, District Gujrat by Mr Muhammad Akram a proclaimed offender and the last Notice of Mrs. Faiza Ahmad Malik regarding plundering of van passengers coming from Sheikhupura to Lahore and killing two passengers by the dacoits at factory area were disposed of.

The Notices were answered by Col. (R) Shuja Khanzada, Minister for Home.

Adjournment Motions

Four Adjournment Motions were taken up. The Motion moved by Sheikh Ala ud Din regarding stone crushing factories located at Glottian More, Gujranwala -Sialkot Road, are not only affecting the health of labour class working in those factories but also the people residing in the near about areas are suffering from a disease known as silicosis, the Motion moved by Sardar Vickas Hassan Mokal regarding underground water in Bahawalpur city and its surrounding areas is full of toxic chemical known as arsenic were disposed of. The Motion moved by Ms. Hina Pervaiz Butt regarding prevalence of illegal parallel banking in the Lahore and the last Motion of Ms. Khadija Umar regarding purchase of substandard anesthetic injections by DG Health Punjab for DHQs Hospitals and making payment to the concerned company were kept pending till next week.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Government Business

Motion Under Rule 127 of The Rules of Procedure of Provincial Assembly of The Punjab, 1997

Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs moved the motion that leave be granted to move the following Resolutions under Article 128(2)(a) of the Constitution of Islamic Republic of Pakistan, 1973. The House granted leave for taking up the Resolutions.

Resolutions

Resolution under Article 27 of the Constitution of Islamic Republic of Pakistan

The resolution moved by Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs under Article 27 of the Constitution of Islamic Republic of Pakistan, 1973 regarding recommendation for ensuring implementation of Policy Principle enshrined In Article 37(f) of the Constitution of Islamic Republic of Pakistan, 1973 was unanimously passed by the House.

2.    THE PUNJAB STRATEGIC COORDINATION BILL 2014 (BILL No. 22 of 2014).

GENERAL DISCUSSION

CONTINUATION OF GENERAL DISCUSSION ON RESOLUTION REGARDING DEMOCRACY

Resolution

The general discussion on the Resolution moved on 20th October 2014 regarding democracy was passed by the House and it reposed confidence in the leadership of Mian Muhammad Nawaz Sharif, Prime Minister of Pakistan and Mian Muhammad Shehbaz Sharif, Chief Minister Punjab. The House condemned the conspiracies hatching against democracy under the guise of protests and vowed to withstand plottings against democracy.


The House was then sine die.

"صوبائی اسمبلی پنجاب کا یہ ایوان ملک میں کچھ عرصے سے جاری احتجاج کی آڑ میں جمہوریت کے خلاف ہونے والی سازش کی نہ صرف پُرزور مذمت کرتا ہے بلکہ اس عزم کا بھی اظہار کرتا ہے کہ ان سازشوں کا بھرپور مقابلہ کیا جائے گا اور انہیں ناکام بنانے میں کوئی کسر نہ چھوڑی جائے گی۔ یہ ایوان جمہوریت دشمن عناصر کی جانب سے ملکی مفاد کے منافی سرگرمیوں کو ملکی سلامتی اور بقا کے منافی تصور کرتا ہے۔ اس ایوان کی یہ متفقہ رائے ہے کہ جمہوریت کا تسلسل ہی ملکی ترقی اور سلامتی کا ضامن ہے۔ یہ ایوان منتخب وزیراعظم میاں محمد نوازشریف اور منتخب وزیراعلیٰ پنجاب میاں محمد شہبازشریف پر اپنے بھرپور اعتماد کا اظہار کرتا ہے جن کی ولولہ انگیز قیادت میں ملک ترقی کی جانب گامزن ہو چکا ہے۔ یہ ایوان ان دونوں قائدین کو اپنی مکمل حمایت اور تائید کا یقین دلاتا ہے۔
