Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Health Department were asked and Khawaja Imran Nazeer, Parliamentary Secretary for Health answered the questions.

Laying of Reports

Ch. Muhammad Iqbal presented the reports of Standing Committee on Privileges in respect of: “Privilege Motion Nos. 11 for the year 2013 and 6,8,9,11,12,14,16,17,19 and 22 for the year 2014 ” before the House.

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Mian Naveed Ali regarding misbehaviour of Mr Javaid Akhtar Mehmood, DCO Pakpattan with the member concerned as proven by the inquiry held by DPO and the other Motion of Chaudhary Sarfraz Afzal alleging the media for projecting baseless news item by a micro-blogging website against the member concerned, which had wrongly identified the Faisalabad gunman shown on TV as him despite marked difference in their appearances. The baseless story posted on the website had led him to humiliation in his constituency Rawalpindi and is nothing short of character assassination. The Motion was referred to the Committee on Privileges.  

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Eleven Adjournment Motions were taken up. Two Motions moved by Sheikh Ala-ud-Din one regarding purchase of expired injection by the DG Health, Punjab, which were used for patients to make them senseless and the other Motion regarding increase of sexual harassment incidents in higher education institutions including universities and listlessness of Higher Education Commission against the complaints of the victims and the motion moved by Ch Aamir Sultan Cheema regarding purchase of substandard anesthetic injections by DG Health Punjab for DHQs Hospitals and making payment to the concerned company were disposed of. Two Motions of Sheikh Ala-ud-Din, one regarding Lahore being declared the 10^th most polluted city of the world by WHO and one of the reasons of its pollution is installation of coal power plant in Indian Punjab, the second Motion regarding export of expired and unhygienic meat by a Chinese firm to Pakistani company which is a supplier of known franchise in Pakistan “MacDonald’s” and this meat is harmful for health of general public, two Motions of Ch. Aamir Sultan Cheema one regarding forced use of banned medicines among sports women of Punjab University, which were creating serious genetic and ancillary medical problems, the second Motion regarding pollution caused by 60 tyre factories extracting oil from tyres and inability of District Administration to seal these factories, Two Motions of Mian Tariq Mehmood, one regarding nepotism prevalent in Revenue Department Kharian and the officers of the Department are receiving heavy amount from Patwaris to appoint them as per their place of interest and allotting them more than one area of work place, and the other Motion regarding corruption by Patwaris through over charging at District Gujrat and non initiation of disciplinary action against the wrong doers, the Motion moved by Ms. Hina Pervaiz Butt regarding prevalence of illegal parallel banking in Lahore and the last Motion of Al Haj Muhammad Ilyas Chinioti regarding illegal demolition of a building located at Jhang Road by the District Administration without serving legal notice to the owner were kept pending till next week.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Leave of Absence

Rai Mumtaz Hussain Babar, Senior Secretary, Provincial Assembly of the Punjab, read out the leave applications of the following Members and the House granted them leave:-

Muhammad Umar Jaffar (PP-293), Ms. Nabira Indleeb (W-350), Ms.‏ Kaneez Akhtar (W-335), Ms. Zeb-un-Nisa Awan (W-300), Ms.‏ Ayesha Javed (W-317), Ms.‏ Sobia Anwar Satti (W-325), Mr. Jafar Hussain Hocha (PP-57), Mr. Ghazali Saleem Butt (PP-138), Mian Muhammad Aslam Iqbal (PP-148) and Sardar Muhammad Jamal Khan Laghari (PP-248).

Private Members’ Day

Resolution from leftover agenda pended on 21 October 2013.

The Resolution of Dr. Syed Waseem Akhtar was unanimously passed by the House which, paid homage and tributes to the services of Late Majeed Nizami former Chairman Nawa-i-Waqt Group of Publication and prayed for his forgiveness. The resolution stated that the era passed by his staunch adherence to the ideology of Pakistan and high values of journalism and a golden period of media has come to an end with his death.

Resolutions

The Resolution tabled by Sheikh Ala-ud-din demanded the Government to shoulder the responsibility of the orphan children and declared them State Child was unanimously passed by the House.

Ms. Hina Pervaiz Butt through a resolution demanded the Federal Government to legislate, to monitor and to regulate fee and educational facilities of private medical colleges through PMDC, was unanimously passed by the House.

The Resolution of Dr. Syed Waseem Akhtar to set new cities and save agricultural lands and limit the spread of the current urban areas was unanimously passed by the House.

The House unanimously passed the resolution moved by Ms.‏ Lubna Faisal to facilitate and complete within a week process for the issuance of passport and ID cards to the expatriates.

The Resolution of Ch. Aamir Sultan Cheema sought inquiry through the Federal Government to look into the matter to import 160.7 million wheat, notwithstanding the fact that the wheat yield this year was surplus, was unanimously passed by the House.

The House was then adjourned till 10:00 a.m on Wednesday, 10^th December, 2014.

"پنجاب میں پرائیویٹ میڈیکل کالجز ایک طالب علم سے 60 لاکھ روپے سے لے کر 90 لاکھ روپے تک وصول کر رہے ہیں لیکن اکثر پرائیویٹ میڈیکل کالجز میں ایم بی بی ایس کی پروفیشنل تعلیم دینے کے لئے لیبارٹریز، Proper Hospital اور Qualified Staff کی سہولیات میسر نہ ہیں۔ جس کی وجہ سے انہیں معیاری تعلیم نہیں مل پاتی اور انہیں سرکاری ہسپتالوں میں House Job بھی نہیں ملتی اور وہ  میڈیکل کی Job حاصل کرنے کے لئے compete کرنے کی قابلیت نہیں رکھتے۔ اس طرح ان سب بچوں کا مستقبل تاریک ہو رہا ہے۔ لہذا، اس ایوان کی رائے ہے  کہ وفاقی حکومت پرائیویٹ میڈیکل کالجز کی فیسوں اور تعلیمی سہولیات کو regulate اور monitor کرنے کے لئے قانون سازی کرے۔"
