Summary of Proceedings

Rana Mashhood Ahmad Khan, Acting Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Qur’an and its Urdu translation by Qari Muhammad Ali Qadri. Mr Khadim Hussain Faridi (Assembly employee) recited Na’at-e-Rasool-e-Maqbool (PBUH).
Adjournment Motions
A total of seven Adjournment Motions were taken up, out of which four Adjournment Motions, by Ch Zahir-ud-Din, Mrs Zobia Rubab Malik, Mrs Nasim Lodhi and Dr Muhammad Akhtar Malik were disposed of as movers were not present in the House.
Sheikh Ala-ud-Din moved his Adjournment Motion regarding purchase of agricultural land by multi national companies. He stated that it had come to his notice that some multinational companies had proposed the federal government to establish model agricultural farms, which would ultimately cause an increase in the prices of agricultural yield. The Minister for Agriculture, Mr Ahmad Ali Aulakh explained the point of view of the Government. The mover urged the Chair to convey his apprehensions to the federal government; and the Adjournment Motion was disposed of.
Another Adjournment Motion moved by Sheikh Ala-ud-Din was about the inefficiency of consumer courts and administration in controlling the quality and prices of essential commodities. A special attention towards diesel shortage in the province was drawn in this motion and it was pended on the assurance of Minister for Finance that strict action would be taken against filling stations which had adequate stock of diesel but had failed to provide the same to the consumers and government would present a detailed report before the House in two days.
Another Adjournment Motion moved by Ms Azma Zahid Bukhari regarding non-availability of drinking water to the residents of Mustafa Abad was answered by Mr Kamran Micheal, Minister for Human Rights & Minorities and was disposed of accordingly.
Boycott by the Press
Punjab Assembly Press Gallery members boycotted Assembly proceedings to protest against the manhandling of a private television crew by a traffic warden. Press Gallery members also agitated against the police outside the Assembly building. Senior Minister Raja Riaz Ahmad and Mr Kamran Michael, Minister for Human Rights & Minorities, on the directions of the Chair, negotiated with the Press Gallery members. They assured the journalists that the accused warden would be suspended after an inquiry, after which they ended their boycott.
Government Business
Discussion and Voting on Demands for Grants for the Year 2008-09
The House unanimously approved 41 demands for grants for the fiscal year 2008-09.
The Opposition had moved 32 cut motions for reduction in government’s demands for grants, but none was pursued in the House, as the opposition had boycotted the session.
Minister for Finance, Mr Tanvir Ashraf Kaira, expressed his gratitude for the treasury benches and the members of the opposition who had taken part in the budget debate. He also announced one-month salary for the staff of the Punjab Assembly and the Finance Department. He informed the House that although the government had only one and a half month to prepare the budget, the Finance Department had done a commendable job. Senior Minister, Raja Riaz Ahmed also congratulated Chief Minister Mian Muhammad Shahbaz Sharif and the Finance Minister for presenting a people-friendly budget.
On completion of the business of the day, the Assembly was adjourned to meet on Thursday, June 26, 2008 at 10:00 a.m.
