Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Majid followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Akhtar Hussain Qurashi .

Question Hour: −

Questions relating to Services and General Administration Department were asked and Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs answered the questions.

At this stage the quorum was pointed out by Mrs. Khadija Umar, (W-350), which was completed by the Treasury after five minutes of ringing of bells.

Privilege Motions:-

Five Privilege Motions were taken up. Motion moved by Ch. Muhammad Arshad regarding misbehavior of Mr. Qazi Mubeen Ahmad, Tehsildar, Saraialamgir, motion moved by Mrs. Deeba Mirza regarding misconduct of Nabibux Butt, inspector, motion moved by Mr. Shoukat Aziz Bhatti  regarding lying and hiding facts by Headmaster of Doltana Boys High School, motion moved by Syed Muhammad Rafi-ud-Din Bukhari regarding misbehavior of Mr. Hassan Nasir Jami, Secretary Local Government were pended till Monday. Motion moved by Rana Tanveer Ahmad Nasir regarding forcefully holding the member on the toll plaza of Kaltey toll plaza, Sheikupura was referred to the Privilege Committee.

 ADJOURNMENT MOTIONS:-

Three Adjournment Motions were taken up.  

Adjournment Motion of Peer Walayat Shah Khagha regarding theft of six cows from Qadirabad farm, district Sahiwal, motion moved by Mr. Shehryar Riaz regarding the teachers of eight Degree Colleges for Women of Rawalpindi division for not issuing notification of making them permanent. The motions were pended as the movers were absent. Other motion moved by Sheikh Ala ud Din regarding taking Cross District Ability Assessment Test of recently appointment of 34000 Educators was disposed of.

Lying of report:-

Dr. Asad Ashraf laid the report of Standing Committee on Health before the House.

Government Business:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs introduced “The Women University Multan Bill 2010 (Bill no. 4 of 2010)”, which was referred to The Standing Committee on Education to submit its report till February, 28, 2010.

GENERAL DISCUSSION ON LAW AND ORDER:-

The general discussion on Law and Order took place. Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs opened the debate. In his speech he told the House that 2136 cases of dacoities were registered in 2008, and the last year number rose to 2352. On the other hand, kidnapping for ransom cases have decreased, as in 2009. The police has shown progress in all aspects in the previous year. He mentioned that the police was sincerely involved in anti-terrorism activities. The Law Minister said that the police was being brought under the democratic control, as a new law was being drafted to replace the Police Order, 2002 with the Order 2010.He further said that a sub-committee has been constituted comprising of serving and retired high police and civil officers to outline the draft and would be brought to the House.

Ch. Zahir-ud-Din, Leader of the Opposition in his speech said that the police has less strength as per the international standards.  He criticized on the extra-judicial killing and said that it shows distrust in the judiciary. Mrs. Amna Ulfat MPA also delivered her speech on law and order. Because of the shortage of time the discussion would continue on Tuesday, 26, January 2010.

The House was then adjourned till 3:00 pm on Monday, January 25, 2010.
