Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

 

 

Privilege Motion:-

 

The Privilege Motion moved by Sardar Khalid Saleem Bhatti regarding misbehavior of Mazhar Watto, DSP and Shahid Abbas Sherazi, SHO, Model Town, Burewala, with the member concerned was referred to the Privileges Committee. 

 

The Motion was answered by Mr. Khalil Tahir Sindhu, Parliamentary Secretary for Law and Parliamentary Affairs.  

 

 

Adjournment Motions:-

 

Fifteen Adjournment Motions were taken up. Two Motions moved by Mrs. Nighat Sheikh, one regarding delay in the commencement of renovation and maintenance work in the Mental Hospital despite the release of funds amounting to Rs.5.2 Million for the purpose and approval of P.C-I, and the other regarding retrieving house and Chillagah of Hazrat Mian Mir Sahib (RA) at Sadar Bazaar, Lahore, where dozens of shops have been set up, after the area was illegally allotted to the occupants in 1981 in connivance with the corrupt employees of the Auqaf Department, the Motion moved by Engineer Shahzad Elahi regarding Board of Intermediate & Secondary Education, Lahore charging additional Rs.100/- as processing fee besides Rs.700/- Registration Fee to hold examination, the two Motions moved by Mrs. Samina Khawar Hayat one regarding non-inspection of Boilers installed in 500 factories of Provincial capital for the last four years due to shortage of staff in violation of Boliers and Pressure Vessels Ordinance, 2003,  and the other Motion regarding disposal of human organs by the staff of the District Hospital as well as Private Hospitals removed during surgeries resulting in environmental degradation and spread of diseases, the two Motions moved by Mrs. Khadija Umar, one regarding non-availability of transport facility in 28 Government Colleges for Women, due to which 26 thousand students are facing problems and mental anguish and the other Motion regarding retrieval of Government Vehicles being used by retired Police Officials and retired Judges for having close terms with the Punjab Government, the Motion moved by Mr. Tahir Iqbal Chaudhry regarding sale of local and foreign fertilizers in Sadiqabad by some known traders/dealers in black in connivance with the staff of Irrigation Department Jahanian, the Motion of Syed Hassan Murtaza regarding non-regularization of 49000 employees of National Programme for Family Planning and Basic Health, working there for the last 17 years on contract basis which is extended each year. However, the extension letter of 2011 informs them that their contract is not extendable after 30 June 2012. Such situation will lead the employees to financial crises as well as discontinuance of provision of health facilities to the public in general in the Punjab, the Motion of Ch. Aamir Sultan Cheema regarding spread of fatal diseases in District Lahore due to non-availabilty of clean potable water because WASA lacks facilities to get water samples for lab test and its follow up on daily basis, the Motion of Mian Tariq Mehmood regarding supply of unhygienic drinking water in PP-113 Gujrat city Dinga due to old and obsolete water supply pipes installed there were resulting in spread of epidemics among the residents of that area, the Motion of Rai Ijaz Hussain regarding open sale of banned  foreign drinks at Metro (store), made from mixture of blood and fats of prohibited aminals, resulting in the suffering of people from stomach and kidney diseases were disposed of.  The Motion moved by Mst Amna Ullfat regarding sale of unhygienic food at Hotels, Restaurants, Bakeries and Sweet Shops at Sheikhupura city and its surroundings in connivance with Health Department, Food Department and Labour Authorities, the Motion moved by Sardar Khalid Saleem Bhatti regarding illegal and without merit appointment of the Principal Divisional Public School who is overage and non-Muslim and the School being run under the direct control of DCO in PP-233 Vehari is protecting the lady Principal, which has resulted in strong resentment among public and the Motion moved by Malik Muhammad Abbas Raan regarding complications in the late registration of birth dates especially in backward Divisions of the Punjab thus depriving number of children to get admission in the Schools due to non-availability of Birth Certificates were kept pending till next session.

 

The Motions were answered by Mr. Khalil Tahir Sindhu, Parliamentary Secretary for Law and Parliamentary Affairs.  

 

 

Extension In Time Limit For Laying The Reports:-

 

On a Motion moved by Mrs. Nighat Sheikh, the House granted extension for one month to the Special Committee No. 20 for laying its report on “The matter raised in Adjurnment Motion 1774/11 moved by Ms Azma Zahid Bhukari, MPA (W-342) regarding the alleged criminal activities of fake spiritual leaders”.

 

On a Motion moved by Rana Muhammad Arshad, the House granted extension up to 31 July 2012 to the Standing Committee on Forestry and Fisheries  for laying its report on “Starred Question No. 5037*”.

 

 

SUPPLEMENTARY BUDGET STATEMENT FOR THE YEAR 2011-2012

 

Minister for Finance delivered windup speech on supplementary budget 2011-12. In his concluding speech, Mian Mujtaba Shuja-ur-Rehman stated that expenditure had to be increased due to some reasons, like raise in salaries, pensions, relief, rehabilitation of flood affectees, etc.

 

Discussion and Voting on Supplementary Demands for Grants 2011-2012

 

The Opposition members moved cut motions on Demands for Grants regarding Health Ch. Ehsan-ul-Haq Ahsan Nolatia and Rai Muhammad Shahjahan Khan. Ch. Ehsan-ul-Haq Ahsan Nolatia delivered speeches on Irrigation, however the House passed 42 Supplementary Demands for Grants for the year 2011-12 and approved supplementary budget 2011-12 for Rs. 57.14 billion.

 

Laying of the Supplementary Schedule of Authorized Expenditure for the Year 2011-12.

 

Minister for Finance laid the Supplementary Schedule of Authorized Expenditure for the year 2011-12.

 

The Chair read out the Prorogation Order of the Governor Punjab and the House was then prorogued.
