Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen:-

The Secretary Assembly announced the Panel of Chairmen for the session, as envisaged in Rule 13 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997. The names of the Panel, in order of precedence, were as under: −

1.         Dr. Asad Ashraf, MPA (PP-138) 

2.         Mehr Ishtiaq Ahmad, MPA (PP-150)

3.         Mr. Shahan Malik, (PP-15)

4.         Mrs. Amna Ulfat , MPA (W-356)

Fateha:-

The House offered fateha on the sad demise of the father of Mr. Muhammad Naeem Akhtar Khan Bhabha MPA, and for those who embraced Martydom in Rasool Park and Gujrat incidents.

Question Hour: −

Questions relating to Prisons Department were asked and answered by Malik Muhammad Iqbal Channer, Minister for Prisons.

Laying of Reports:-

Mrs. Deeba Mirza presented the report of the Standing Committee on Revenue, Relief and Consolidation before the House in respect of “The Punjab Evacuee Trust Properties Management and disposal Amendment Bill 2012, Bill No 20 of 2012”.

Ms. Kiran Dar presented the report of the Standing Committee on Housing, Urban Development and Public Health Engineering before the House in respect of “The Punjab Housing and Town-Development (Amendment) (Bill 2012 Bill No 21 of 2012) and Issue raised by Mr Muhammad Naveed Anjum, MPA (PP-145) during the sitting of the Assembly dated 6 June 2012”.

Mr. Muhammad Yasin Sohl presented the report of the Standing Committee on Livestock and Dairy Development before the House in respect of “The University of Veterinary & Animal Sciences, Lahore (Amendment) Bill 2012 (Bill No 15 of 2012)”.

Call Attention Notice:-

The Call Attention Notice moved by Ch. Ali Asghar Manda regarding murder of Mr Muhammad Farooq Ahmad by Mr Muhammad Mehmood Rafique, and illegally possessing property of Murderer was kept pending till next week.

The Motion was answered by Minister for Law and Parliamentary Affairs.

Privilege Motions:-

Two Privilege Motions were taken up. The Motion moved by Lt. Col (R) Muhammad Shabbir Awan regarding misbehavior of Mr Agha Nadeem, Additional Secretary Industries and Mr. Ismail Iqbal, Deputy Chief Technical, with the member concerned was referred to the Privilege Committee and other motion moved by Rana Munawar Hussain alias Rana Munawar Ghous Khan regarding misbehavior of Dr. Fawad-ul-Hassan, District Coordinator, National Programme, Sargodha with the member concerned was kept pending till next week as mover was not present.

The Motions were answered by Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Seven Adjournment Motions were taken up. The Motion moved by Sardar Khalid Saleem Bhatti regarding illegal and without merit appointment of the Principal, Divisional Public School who is overage and non-Muslim and the School being run under the direct control of DCO in PP-233 Vehari is protecting the lady Principal, which has resulted in strong resentment among public was kept pending till 17-7-2012, The Motion moved by Shiekh Allud Din, one regarding environmental degradation in the historic valley of kahun and katas near Chawwa Saiden Shah, Chakwal on account of installation of cement factories in the area resulting in the barrenness of agricultural land was kept pending till next week and three other adjournment motions one regarding theft of 27 important files from the office of Punjab Advocate General relating to Government land worth billions of rupees which involves malafide intention on the part of Government so that appeals cannot be filed against the suits which are already time barred, the other regarding Public Parks and Sports grounds being used for ‘marriage ceremonies and functions  in the Province of Punjab especially in Lahore, in violation of directions issued by Commissioner Lahore imposing ban on such usage, and the motion regarding import of hazardous clinical waste which can be dangerous for human life, its recycling and sale in the open markets of Lahore in violation of the instructions of the Sindh Court were kept pending till next session. The motions moved by Malik Abbas Raan regarding complications in the late registration of birth dates especially in backward Divisions of the Punjab thus depriving number of children to get admission in the Schools due to non-availability of Birth Certificates and the motion moved by Sheikh Allud Din regarding poor performance of the University of Health Sciences and Post Graduate Medical Institute where only 45 out of 353 doctors enrolled for Master of Surgery and 5 out of 153 enrolled for Master of Medicine had passed during the past decade. Because these institutions were giving admissions as a favour, resulting in shortage of specialized doctors were disposed of.

At this stage, the quorum was pointed out and the House was then adjourned till 10:00 am on Tuesday, July, 17, 2012.
