            A MINISTER to introduce the Punjab Public Service Commission (Second Amendment) Bill 2012.

 

2.   THE PUNJAB BOILERS AND PRESSURE VESSELS (AMENDMENT) BILL 2012

            A MINISTER to introduce the Punjab Boilers and Pressure Vessels (Amendment) Bill 2012.

 

(b) LAYING OF REPORT

 

1.   LAYING OF THE FINANCIAL STATEMENT OF THE GOVERNMENT OF THE PUNJAB FOR THE YEAR 2006-07

            A MINISTER to lay the Financial Statement of The Government of the Punjab for the Year 2006-07

 

2.   LAYING OF THE FINANCIAL STATEMENT OF THE GOVERNMENT OF THE PUNJAB FOR THE YEAR 2007-2008

            A MINISTER to lay the Financial Statement of The Government of the Punjab for the Year 2007-2008

(c) RECONSIDERATION AND PASSAGE OF BILL

 

      THE PUNJAB GOVERNMENT SERVANTS HOUSING FOUNDATION (SECOND AMENDMENT) BILL 2012 (Bill No. 11 of 2012)

            A MINISTER to move that the message of the Governor in respect of the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as passed by the Assembly on 18 July 2012, be taken into consideration at once.

            A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered in the light of the message of the Governor.

                A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as originally passed by the Assembly be passed again.

 

(d) MOTION UNDER RULE 244-A

 

      MOTION UNDER RULE 244-A OF THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

 

            A MINISTER to move that leave be granted to move the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

            A MINISTER to move that the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be taken into consideration at once.

            A MINISTER to move that the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen:-

The Senior Secretary Assembly announced the Panel of Chairmen for the session, as envisaged in Rule 13 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997. The names of the Panel, in order of precedence, were as under: −

1.         Dr. Asad Ashraf, MPA (PP-138)

2.         Mehr Ishtiaq Ahmad, MPA (PP-150)

3.         Dr. Muhammad Akhtar Malik, MPA (PP-202)

4.         Syeda Bushra Nawaz Gardezi, MPA (W-352)  

 

Fateha:-

The House offered fateha on the sad demise of Ex MPA,Sardar Muhammad Khan Khichi, Senator, Malik Salahuddin Dogar, former Finance Minister, Amjad Hameed Dasti, former MPA Zahid Iqbal Sindhu and father of Ch Shahbaz Ahmad,MPA.

OATH:−

The member-elect Kamal Chughtai (NM-366) made oath as member of the Punjab Assembly and signed the Roll of Members. Mr. Speaker administered the oath.

Question Hour: −

Questions relating to Livestock and Dairy Development Department were asked and Malik Ahmad Ali Aulakh, Minister for Agriculture (holding additional charge) answered the questions.

Laying of Reports:-

Ms. Kiran Dar presented the report of the Standing Committee on Housing, Urban Development and Public Health Engineering before the House in respect of “The Lahore Canal Heritage Bill 2012 (Bill No. 39 of 2012).

Mrs. Shameela Aslam presented the report of the Standing Committee on Social Welfare, Women Development & Bait-ul-Maal before the House in respect of “The Punjab Protection against Harassment of Women At the Workplace (Amendment) Bill 2012 (Bill No. 37 of 2012).

Syed Hassan Murtaza presented the report of the Standing Committee on Livestock and Dairy Development before the House in respect of “The Punjab Livestock Breeding Bill 2012 (Bill No. 34 of 2012).

Mrs. Deeba Mirza presented the report of the Standing Committee on Revenue, Relief and Consolidation before the House in respect of “The Punjab Land Revenue (Amendment) Bill 2012 (Bill No. 33 of 2012)” and “The Punjab Partition of Immovable Property Bill 2012 (Bill No. 38 of 2012)”.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice of Ch. Zaheer-ud-Din regarding murder of an innocent citizen in police encounter at Ghalib Market, Gulberg, Lahore was disposed of and the other Notice of Dr. Muhammad Akhtar Malik regarding torture on Mr Muhammad Asif 25 years old Bus Conductor by Atta Mustafa, SHO, and his two colleagues, Thana Phool Nagar, Kasur was kept pending till Monday as the mover was not present.

The Notices were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Five Adjournment Motions moved by Shiekh Allud Din were taken up. One regarding theft of 27 important files from the office of Advocate General Punjab relating to Government land worth billions of rupees which involves malafide intention on the part of Government so that appeals cannot be filed against the suits which are already time barred, the second regarding Public Parks and Sports Grounds being used for marriage ceremonies and functions in the Province of Punjab especially in Lahore, in violation of directions issued by the Commissioner Lahore imposing ban on such usage, third Motion regarding import of hazardous clinical waste which can be dangerous for human life, its recycling and sale in the open markets of Lahore in violation of the instructions issued by the Sindh High Court and the fourth Motion regarding closure of 6200 schools in the Punjab which were catering children from poor families and living in the backward areas and 248000 students were studying there  were kept pending till next week and the last Motion regarding heavy load of traffic at Jail road Lahore due to presence of educational institutions, private Hospitals, and fast food restaurants, hence causing problems for the patients admitted in Services Hospital and Punjab Institute of Cardiology and their relatives and the only solution is to construct service roads along with these educational institutions for the pick and drop of students was disposed of.

The Motions were answered by Mr. Khalil Tahir Sindhu, Parliamentary Secretary for Law and Parliamentary Affairs.

The House was then adjourned till 9:00 am on Friday 14h December, 2012.
