(c) RECONSIDERATION AND PASSAGE OF BILL

 

      THE PUNJAB GOVERNMENT SERVANTS HOUSING FOUNDATION (SECOND AMENDMENT) BILL 2012 (Bill No. 11 of 2012)

            A MINISTER to move that the message of the Governor in respect of the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as passed by the Assembly on 18 July 2012, be taken into consideration at once.

 


            A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered in the light of the message of the Governor.

                A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as originally passed by the Assembly be passed again.

 

(d) MOTION UNDER RULE 244-A

 

      MOTION UNDER RULE 244-A OF THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

 

            A MINISTER to move that leave be granted to move the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

            A MINISTER to move that the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be taken into consideration at once.

            A MINISTER to move that the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be passed.

 

            Note:  The proposed amendment is given in the Annexure.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Local Government and Community Development Department were asked and Ch. Abdul Razzaq Dhillon, Parliamentary Secretary for Local Government & Community Development answered the questions.

Laying of Report:-

Ms. Sakina Shaheen Khan presented the report of the Standing Committee on Local Government and Rural Development before the House in respect of “The Punjab Building Control & Housing Schemes Regulatory Authority Bill 2012 (Bill No. 36 of 2012)”.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Syed Hassan Murtaza, the House granted extension from 28 November, 2012 to 8th April, 2013 to the Public Accounts Committee-1 for laying its reports on “The Report of Auditor General of Pakistan on Punjab Government Expenditure for the year 2002-03 and 2004-05.”

Adjournment Motions:-

Twenty four Adjournment Motions were taken up. The Motion moved by Ms Khadija Umer regarding non-registration of class 9th students by the Board of Intermediate and Secondary Education Lahore due to non acceptance of their data by computer system for being underage i.e 13 years of age, the Motion moved by Rana Muhammad Afzal Khan regarding illegal possession in terms of lease of land of Govt Muslim Model Girls High School Nigham Pura in PP-66 by one Mr Ghulam Muhammad Sabir in connivance with the Revenue Department were kept pending till 17 December 2012 and the Motion moved by Ms Nighat Nasir Sheikh regarding sale and purchase of Government Land in Mouza “Harbanspura” Lahore through fake documentation and tampering in the Revenue record  by Patwaris and the staff of Revenue Department in connivance with the Land Mafia, the Motion moved by Shaikh Allauddin  regarding committing of suicide by 28 years old Seemab resident of Narang Mandi after jumping from the roof of her residential hostel, since she was not paid salary for the last four months by the News Agency where she was working as a Reporter and the Motion moved by Sardar Khalid Saleem Bhatti regarding shortage of Teachers in Government Primary School Poran Centre, Baseer Pur, Tehsil Depalpur, District Okara, in violation of Government policy to appoint one Teacher maximum for a class of 35 students and in the said School there is only one Teacher for 250 students who is also assigned to do office work  were kept pending till next week. The seven Adjournment Motions moved by Shaikh Allauddin, one regarding collection of fines on challans and return of documents relating to vehicles have become very complicated and painful procedure due to which general public is facing number of problems and need to be made foolproof and payments should be collected in way as the utility bills are collected through Mobile phones,  the second Motion regarding allegations levelled against Mr Jamat Ali Shah Chief of Indus Basin Project who left the country immediately after his retirement and had played dubious role over the Indian water terrorism because India was building dams on Pakistan’s waters during his tenure, the third Motion regarding kidnapping of innocent women and girls in the Province of Punjab by professional criminals and later their sale and purchase and smuggling to the foreign countries and slow recovery rate of these abductees, the fourth Motion regarding purchase of 150 Ambulances by Rescue 1122 from unknown Chinese Company @ Rs.45 lacs per vehicle and also ignoring required specifications by replacing them with technical specifications, the fifth Motion regarding devastation occurred to the fertile agricultural land of District Layyah which has become a route of river Sindh and needs immediate action, the sixth Motion regarding supply of Million of liters of synthetic milk to the general public on daily basis, which is produced after injecting Oxytocin Injection  to the animals and injurious for pregnant women and children. This milk is banned internationally including India but used in Pakistan. The government is, therefore, required to introduce subsidy on the pure eatables, and the last Motion regarding sale of fake and unregistered medicines in the market and running of bogus clinics by quacks, resulting in the death of innocent people which shows poor performance on the part of the institutions monitoring them, the two Motions moved by Mian Tariq Mehmood one regarding cancellation of transfer of the Principal, Govt Jinnah College Mozang Lahore for being influential, who was transferred in accordance with the inquiry report and the inquiry was conducted by the Higher Education Commission and the other regarding dilapidated condition of Government High School Barnali and Government Boys Primary School Chichian in PP-113 Gujrat which can collapse any time if not renovated as funds for the renovation have not been released, the two Motions moved by Ms Amna Ulfat one regarding delay for nearly one year in the proforma promotion of Senior Subject Specialist (Physical Education), and the other regarding non-availability of Medical Stores within the premises of Shaikh Zayed Hospital Lahore, due to which attendants have to go to distant places to purchase medicines for their patients, the two Motions moved by Ms Seemal Kamran one regarding refusal by the administration of different girls colleges to give admission to the applicants of F.A and F.Sc on the ground that their result cards contained stars showing that they had passed subjects with concessional marks not withstanding that their names appeared in the merit list, and the other regarding unhygienic conditions prevailing in the Holy Family Hospital Rawalpindi exclusively and in other hospitals of Provincial Capital in general, since hospital waste and garbage is not disposed of properly, as a result new born baby in the labour room of Holy Family hospital Rawalpindi got injured by mice bite due to the negligence of staff deputed there, the same Motion was also moved by Ms Samina Khawar Hayat and Ms Nighat Nasir Sheikh who also moved Motion regarding lack of Planning by “WASA” administration to stop wastage of underground potable water thus leading to loss of crores of rupees and increase in the cost expenditure to get under ground water, the other two Motions moved by Ms Samina Khawar Hayat one regarding restoration of Surgical Special unit in Services Hospital Lahore to facilitate government servants, moreover separate Counter be established for them who are diabetic and free entry medical slips and all medicines including Insulin be provided to them at the spot so that they can have treatment in time and the last Motion moved by her as well as by Ch Zaheer-ud-Din regarding sale of substandard medicines in Lahore in connivance with Health and Excise Departments and drug Inspectors who do not monitor pharmacies, thus resulting in death of innocent residents of Shahdra Town Lahore, who used poisnous (Tyno) Caugh Syrup were disposed of.

The Motions were answered by Mr. Khalil Tahir Sindhu, Parliamentary Secretary for Law and Parliamentary Affairs.

The House was then adjourned till 3:00 pm on Monday 17th December, 2012.
