(c) RECONSIDERATION AND PASSAGE OF BILL

 

      THE PUNJAB GOVERNMENT SERVANTS HOUSING FOUNDATION (SECOND AMENDMENT) BILL 2012 (Bill No. 11 of 2012)

 

            A MINISTER to move that the message of the Governor in respect of the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as passed by the Assembly on 18 July 2012, be taken into consideration at once.

 

            A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered in the light of the message of the Governor.

 

                A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as originally passed by the Assembly be passed again.

 

(d) MOTION UNDER RULE 244-A

 

      MOTION UNDER RULE 244-A OF THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

 

            A MINISTER to move that leave be granted to move the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

 

            A MINISTER to move that the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be taken into consideration at once.

 

            A MINISTER to move that the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be passed.

 

            Note:  The proposed amendment is given in the Annexure.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Services and General Administration Department were asked and Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs, (holding additional charge) answered the questions.

Leave of Absence:-

Senior Secretary Provincial Assembly of the Punjab, Mr. Maqsood Ahmad Malik read out the leave applications of the following members and the House granted them leave.

Miss Razia Joseph, Dr. Asad Ashraf, Ch. Aamir Sultan Cheema, Rana Muhammad Afzal Khan, Mr. Ejaz Ahmad Kahlon, Mr. Shahjahan Ahmad Bhatti, Shaikh Allaud Din, Mian Ghulam Sarwar, Al-Haaj Muhammad Ilyas Chinioti, Ch. Raza Nasrullah Ghuman, Ch. Sarfraz Afzal, Mrs. Rahat Ajmal, Ms. Fozia Behram, Mr. Muhammad Akram and Mian Muhammad Rafique.

Privilege Motion:-

The Motion moved by Malik Muhammad Abbas Raan regarding misbehavior of Muhammad Sadique, XEN, MM Wapda, Multan with the member concerned was referred to the Privileges Committee.

The Motion was answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Ten Adjournment Motions were taken up. The two Motions moved by Shiekh Allud Din, one regarding torture of carpenters at the hands of staff of Forest Department who sealed their shops in the suburb of Changa Manga Forest to cover their own corruption who had become millionaire through embezzlement and bringing devastation of this forest and the other regarding farmers suffering from financial constraints after the cultivation of Potato crop  which had to be exported to India on exchangeable terms and conditions but Pakistani yield is not allowed by the Indian Government to Import, the Motion moved by Rana Afzal Khan regarding  illegal possession in terms of lease of land of Govt Muslim Model Girls High School Nigham pura in PP-66 by one Mr Ghulam Muhammad Sabir in connivance with the Revenue Department, the Motion moved by Ms Khadija Umer regarding illegal construction of encroachments in Lahore Food Street in Connivenace with the District Administration and influential politicians, the Motion moved by Ms Seemal Kamran regarding non-provision of alternative land by DCO Faisalabad to the tenants who were farming the agricultural land in Ayub Research Centre as per agreement between these two parties and later land occupied by them was forcefully vacated to construct GC University leaving them unemployed and violating principles of human rights, and the Motion moved by Ms Nighat Nasir Sheikh regarding illegal possession and usage of school in “Meeran Kalan” by Influential people which was constructed for 5 million rupees, due to negligence of Hafizabad Administration were kept pending. The Motion moved by Ms Nighat Nasir Sheikh regarding sale and purchase of Government Land in Mouza “Harbanspura” Lahore through fake documentation and tampering in the Revenue record  by Patwaris and the staff of Revenue Department in connivance with the Land Mafia, the Motion moved by Shaikh Allaud Din regarding Committing of Suicide by 28 years old Seemab resident of Narang Mandi after jumping from the roof of her residential hostel, since she was not paid salary for the last four months by the News Agency where she was working as a Reporter, the Motion moved by Sardar Khalid Saleem Bhatti regarding shortage of Teachers in Government Primary School Poran Centre, Baseer Pur, Tehsil Depalpur, District Okara, in violation of Government policy to appoint one Teacher maximum for a class of 35 students and in the said School there is only one Teacher for 250 students who is also assigned to do office work and the motion moved by Mr Ijaz Ahmed Kahlon regarding corruption and embezzlement of Rs.1030 Millions in the Food Department of the Punjab Government were disposed of.

The Motions were answered by Mr. Khalil Tahir Sindhu, Parliamentary Secretary for Law and Parliamentary Affairs.

The House was then adjourned till 10:00 pm on Thursday 20th December, 2012.
