2.   LAYING OF SUPPLEMENTARY SCHEDULE OF AUTHORIZED EXPENDITURE FOR THE YEAR 2012-2013

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Adjournment Motions:-

Sixteen Adjournment Motions were taken up. Five Motions were moved by Sheikh Alla-ud-Din one regarding provision of parking area in all the educational institutions be made compulsory as per decision made by the City District Government and LDA, the second Motion regarding winding up of Allied Health Sciences Program in 11 Medical Colleges of Punjab and restriction on admission in these programmes. Moreover, Government Medical Colleges affiliated with University of Heath Sciences are also intending to stop admission in these courses which will affect the future of students who fail to get admission in MBBS due to low marks in FSc were kept pended till 1-7-13, the third motion regarding Dental Department of PMC Faisalabad working without obtaining permission from PMDC due to which 50 graduates of this department are unable to get degrees was kept pended till next week, the fourth Motion regarding eviction of inhabitants residing since long in Changa Manga Forest on the orders of Divisional Forest Officer and injuries occurred to children during this operation who were present in their houses. Even residents were not allowed to shift their households to some safe place was kept pended till Wednesday and the last Motion regarding sale and mutation of trust property in the name of Defence Housing Authority which under law cannot be sold and mutated was kept pended till Tuesday. Two Motions moved by Mst Samina Khawar Hayat one regarding non-installation of 600 ton air conditioning system worth 500 million in Jinnah Hospital Lahore due to conflict between Hospital administration and the firm on the issue of payment and other Motion of her regarding murder of 8 years old child naming Saqib by Ice man who poked poker in his head on the mistake that he had taken ice cube from his shop and a motion moved by Ch Amir Sultan Cheema regarding drowning of people while swimming in canals and rivers and non-availability of life saving measures to protect them from any untoward situation were disposed of, while other Motion moved by him regarding recovery of 16 years old girl Maryam by police in Mandi Baha-ud-din Bherowal who was kept in police custody and raped by police Incharge and ASI Mr Ijaz, the motion moved by Mian Muhammad Aslam regarding death of 35 years old Mr Sheikh Muhammad Ramzan, who while driving a motor bike fell from Muslim Town, Wahdat Road Fly Over on taking dangerous cut/turn and died on the spot and the motion moved by Mr. Ahmed Khan Bhachar regarding non regularization of employees of Greater Thal Canal Project were kept pending till Tuesday.

Five Adjournment motions regarding torture by the Police on crowd, protesting against unscheduled load shedding of electricity and gas in Faisalabad without considering respect for women and children and they were baton charged and shells were thrown on them were moved by Ch Aamir Sultan Cheema, Mst Samina Khawar Hayat,  Mrs Saadia Sohail Rana,  Mrs Raheela Anwar and Mr Khawaja Muhammad Islam were kept pending.

The Motions were answered by Mr. Khalil Tahir Sindhu, Minister for Human Rights.

Discussion and Voting on Supplementary Demands for Grants 2012-2013:-

The House passed 42 Supplementary Demands for Grants for the year 2012-13.

Laying of the Supplementary Schedule of Authorized Expenditure for the Year 2012-13.

Minister for Finance laid the Supplementary Schedule of Authorized Expenditure for the year 2012-13.
