CONSIDERATION AND PASSAGE OF BILLS

1.   THE PUNJAB POLICE ORDER (AMENDMENT) BILL 2013 (Bill No. 9 of 2013)

            A MINISTER to move that the Punjab Police Order (Amendment) Bill 2013 (Bill No. 9 of 2013), as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Police Order (Amendment) Bill 2013, be passed.

2.   MUHAMMAD NAWAZ SHARIF UNIVERSITY OF AGRICULTURE MULTAN BILL 2013 (Bill No. 6 of 2013)

            A MINISTER to move that Muhammad Nawaz Sharif University of Agriculture Multan Bill 2013 (Bill No. 6 of 2013), as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that Muhammad Nawaz Sharif University of Agriculture Multan Bill 2013, be passed.

Summary of Proceedings

SUMMARY OF THE PROCEEDINGS
Monday August 26th, 2013

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour:-

Questions relating to Power and Population Welfare Departments were asked and answered by Mr. Sher Ali Khan, Minister for Power.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice of   Sardar Vickas Hassan Mokal regarding kidnapping and later dacoity of gold worth Rs.30 million from a Jeweler of Rang Mahal, Lahore, and the second Notice of Mr. Ehsan Riaz Fatyana regarding killing of a policeman in encounter with the dacoits at Crore Lal Asain, Layyah were disposed of.

The Notices were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Privilege Motion:-

The Privilege Motion moved by Dr. Nausheen Hamid regarding police torture on the Member concerned was referred to the Special Committee No. 2.

The Motion was answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Five Adjournment Motions were moved. (i) Motion moved by Mian Mahmood-ur-Rashid regarding police torture and arrest of PTI workers and leaders who were observing peaceful hunger strike on the Mall Road and protesting against alleged rigging in PP-150, (ii) motion moved by Mst. Kanwal Nauman regarding increase in the prices of flour and wheat and carelessness of Government to release wheat from its godowns to lessen the shortage of flour in the open market, (iii) motion moved by Mr Muhammad Arif Abbassi regarding deteriorating standard of education in the Province of Punjab as a result of some conspiracy, despite the fact that the Government is generously spending on education and paying good salaries and perks to the Government teachers, (iv) motion moved by Sardar Vickas Hassan Mokal regarding disappointing result of BA/BSC examination especially in Government colleges which need improvement, however, the result of private institutions remained quite better, and (v) motion moved by Ms Azma Zahid Bokhari regarding collection of charity and fund raising by certain groups on different roads of cities in Punjab for rehabilitation of flood victims, not with standing whether these funds are reaching the affectees, therefore, the Government needs to monitor these groups, were kept pending till next session.

The Motions were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

At this stage, journalists boycotted the proceedings in protest against manhandling of their colleagues by PTI activists and workers outside the Assembly building who had come for the coverage of PTI protest camp on the Mall against alleged rigging in PP-150.

 Due to sloganeering and exchange of hot words between PTI led Opposition and Treasury members on the issue of police torture on PTI workers who were protesting against rigging in PP-150, the Speaker adjourned the proceedings for half an hour. However on the resumption of proceedings the Speaker adjourned the proceedings till 10:00 am on Tuesday 27th August, 2013 immediately after the media boycotted the Assembly proceedings with the objective of expressing its solidarity with them.
