CONSIDERATION AND PASSAGE OF BILLS

1.   THE PUNJAB POLICE ORDER (AMENDMENT) BILL 2013 (Bill No. 9 of 2013)

            A MINISTER to move that the Punjab Police Order (Amendment) Bill 2013 (Bill No. 9 of 2013), as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Police Order (Amendment) Bill 2013, be passed.

2.   MUHAMMAD NAWAZ SHARIF UNIVERSITY OF AGRICULTURE MULTAN BILL 2013 (Bill No. 6 of 2013)

            A MINISTER to move that Muhammad Nawaz Sharif University of Agriculture Multan Bill 2013 (Bill No. 6 of 2013), as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that Muhammad Nawaz Sharif University of Agriculture Multan Bill 2013, be passed.

SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour:-

Questions relating to Irrigation Department were asked and answered by Mian Yawar Zaman, Minister for Irrigation.

Adjournment Motions:-

Nine Adjournment Motions were taken up. Five Motions were moved by Sheikh Alla-ud-Din, (i) regarding provision of parking area in all the educational institutions be made compulsory as per decision made by the City District Government and LDA, (ii) Motion regarding fourteen cold rooms at fourteen Districts, which were bought to preserve Vaccines are not working properly and (iii) Motion regarding establishment of “Crises Hepatitis Center” after collecting record of all patients suffering from this disease from all private doctors, Basic Health Units and Rural Health Centers and provision of free medical treatment to these patients till the disease disappears were disposed of. (iv) Motion regarding Dental Department of PMC Faisalabad working without obtaining permission from PMDC due to which 50 graduates of this department are unable to get degrees, and (v) Motion regarding non-availability of computerized number plates to the owners of vehicles in Punjab were kept pending till next session,  The motion moved by Mian Muhammad Aslam regarding death of 35 years old, Mr Sheikh Muhammad Ramzan, who while driving a motor bike fell from Muslim Town, Wahdat Road Fly Over on taking dangerous cut/turn and died on the spot, the Motion moved by Mr. Ahmed Khan Bhachar regarding non regularization of employees of Greater Thal Canal Project, the Motion moved by Dr. Syed Waseem Akhtar regarding not taking action against spread of Hepatitis in Punjab were disposed of. The Motion moved by Sardar Vickas Hassan Mokal regarding illegal cuts at the Mirala Ravi link Canal to Head Marala in the cover of flood, which is down streaming to Daska in connivance with the irrigation and concerned departments. Resultantly farmers and land lords of Daska are deprived of water to irrigate their crops and action not being taken against the culprits. The motion was kept pending till 5 days.

The Motions were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

At this stage, Mr. Speaker welcomed 17 members (parliamentarians) delegation of Sindh Assembly who had visited Punjab Assembly under the programme of mutual visits of parliamentarians to other assemblies of Pakistan being sponsored by PILDAT.

Consideration and Passage of Bills:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs moved “THE PUNJAB POLICE ORDER (AMENDMENT) BILL 2013 (Bill No. 9 of 2013)”.

The Members from Treasury and Opposition benches debated the amendments to be carried in the Bill, but due to shortage of the time the Bill could not be passed same day and the House was then adjourned till 10:00 am on Thursday 29th August, 2013.
