CONSIDERATION AND PASSAGE OF BILLS

1.   THE PUNJAB TRANSPARENCY AND RIGHT TO INFORMATION BILL 2013 (Bill No. 18 of 2013)

            A MINISTER to move that the requirements of Rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, may be suspended under Rule 234 of the Rules ibid, for immediate consideration of the Punjab Transparency and Right to Information Bill 2013.

            A MINISTER to move that the Punjab Transparency and Right to Information Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Transparency and Right to Information Bill 2013, be passed.

2.   THE LAHORE DEVELOPMENT AUTHORITY (AMENDMENT) BILL 2013 (BILL No. 17 of 2013)

            A MINISTER to move that the Lahore Development Authority (Amendment) Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Lahore Development Authority (Amendment) Bill 2013, be passed.

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −  

Questions relating to Forestry, Wildlife and Fisheries Department were asked and Mr.   Muhammad Asif Malik, Minister for Forestry, Wildlife and Fisheries answered the questions.

Adjournment Motions:-

Seven Adjournment Motions were taken up. Two Motions moved by Ms. Shunila Ruth, one regarding illegal sale and purchase of human organs especially kidneys, which are removed/purchased from poor people at petty price and sold at high rates especially to foreigners, who get them transplanted and donees are at higher risk of death thus “HOTA” has been unsuccessful to stop this unlawful business, the other regarding water pollution of rivers and canals because chemicals mixed wasted water is being thrown into rivers by factories, without treating it and laboratory tests prove that such water is harmful for agricultural land and its produce which causes diseases, the motion moved out of turn by Sardar Shahab-ud-Din Khan regarding termination of 29 Computer Operators working in District Headquarter Hospital, Tehsil Head quarter Hospital, Rural Health Center and B.H. Unit District Layyah and that they have not been reinstated as ordered by High Court Multan Bench were kept pending till next week. The motion moved by Sheikh Ijaz Ahmed regarding division of one of the oldest university of Pakistan i.e Agriculture University Faisalabad into two sections namely “Veterinary University” and “Agriculture University” which will not only damage its historical identity but will also be administratively flopped, the Motion moved by Mr. Ahmad Shah Khagga regarding severe shortage of medicines in Multan Institute of Cardiology and Nishtar Hospital, Multan, consequently heart patients not financially sound have to face difficulties and look for nepotist to get free medicines and medical tests like Angiography and Aico Cardiography, the motion moved by Sardar Vickas Hassan Mokal regarding exclusion of subject of Islamiyat from 7 class course in a well known private school namely (L.G.S) Gulberg branch and introduction of another subject ie “Seeking Through religion”, in which teachings of other religious and some immoral subjects are taught and the motion moved by Mian Muhammad Aslam Iqbal regarding sale of official accommodations of Government servants located at Wahdat Colony and Chauburji Gardens, Multan Road, Lahore to a Turkish Company. This Company will construct plazas, shopping malls and markets after the demolition of these houses and occupants will be shifted to four to five storey flats, and it will be miserable for them to live there were disposed of.
