Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Housing, Urban Development & Public Health Engineering Department were asked and Mr. Sajjad Haider Gujjar, Parliamentary Secretary for Housing, Urban Development & Public Health Engineering answered the questions.

Extension in Time Limit for Laying the Reports

On a Motion moved by Engineer Qamar ul Islam Raja, the House granted two months extension to the Standing Committee on Education for laying its reports on “The NUR International University Lahore Bill 2014 (Bill No. 25 of 2014)”, “The Punjab Curriculum and Textbook Board Bill 2014 (Bill No. 26 of 2014)” and “The Punjab Higher Education Commission Bill 2014 (Bill No. 27 of 2014)”

On a Motion moved by Ms. Samina Noor, the House granted two months extension to the Standing Committee on Privileges for laying its reports on “Privilege Motion Nos. 9,12 for the year 2013 and 7,15,20,23, 24,25,26,27,28,29 and 30 for the year 2014”.

On a Motion moved by Sardar Shahab-ud-Din Khan, the House granted two months extension to the Special Committee No.4 for laying its report on “The Issue of LDA Employees Housing Scheme, Thokar Niaz Baig raised in the reply of Starred Question No. 269 asked by Mrs Ayesha Javed, MPA (W-317)”.

Adjournment Motions

Six Adjournment Motions were taken up. The Motion moved by Ch. Amjad Ali Javaid regarding erroneous checking of papers by Boards of Intermediate and Secondary School Education in the Province of Punjab and protest by students of Matric and Intermediate is increasing every year after the announcement of result and indulgence of students in negative activities, the Motion of Mian Tariq Mehmood regarding stoppage of water supply at Chak No.69/RB Rehmanpura of Tehsil Jaranwala, District Faisalabad by the influential people after forcibly occupying the area where water reservoir is located, the Motion moved by Ms Khadija Umer regarding non-availability of sufficient security arrangements in the Higher Educational institutions of the Punjab despite government directions for foolproof security arrangements and more than 25 thousand vacancies of security guards in 63 districts are lying vacant, were kept pending. The Motion moved by Ms Lubna Faisal regarding faulty marking of papers in all Boards of Intermediate and Secondary School Education in the Province of Punjab, which reflects the negative mentality of teachers and infringement of rights of students, the Motion moved by Ch. Amjad Ali Javed regarding decision of Provincial Zakat Council to give contract of distribution of Zakat through Easy Paisa Scheme of a private foreign mobile company i.e “Telenor” to oblige the cellular company and it would get more than Rs.40 million as its commission for providing the service and the Motion moved by Ms Faiza Ahmed Malik regarding negligence of School Education Department due to which thousands of girl students in more than 22 thousand of schools in the province of Punjab are continuing their education without the availability of teaching and basic facilities, were disposed of.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

The following five Resolutions were taken up.

Dr. Syed Waseem Akhtar withdrew the resolution regarding restoration of pension of retired government employees ageing 75 or more in the light of decision of Supreme Court after he was apprised that the issue was already sub-judice.

اس ایوان کی رائے ہے کہ وفاقی اور دیگر صوبائی حکومتوں کی طرح پنجاب حکومت بھی سپریم کورٹ کے فیصلے کی روشنی میں ایسے تمام ریٹائرڈ سرکاری ملازمین کی مکمل پنشن بحال کرے جن کی عمر 75سال ہو چکی ہے۔

Ms.‏ Azma Zahid Bukhari through a resolution called for an effective legislation to curb the trend of early marriages which was unanimously passed by the House.

The Resolution of Al Haj Muhammad Ilyas Chinioti was unanimously passed by the House which urged to implement the ruling of Council of Islamic Ideology regarding the right usage of Islamic terms used in English.

The Resolution of Ms.‏ Shameela Aslam regarding provision of facility of dispensaries in all academic institutions was withdrawn by the mover after assurance by the House that Schools had already been directed to arrange first aid facility for students.

اس ایوان کی رائے ہے کہ تمام تعلیمی اداروں میں مرحلہ وار ڈسپنسری کی سہولت کو لازمی قرار دیا جائے تاکہ طلباء و طالبات کو صحت کی بنیادی سہولیات فراہم کی جا سکیں۔

Ms.‏ Nighat Sheikh through a resolution demanded signing of affidavit by female Medical Students after completing MBBS to serve in a government hospital for at least five years was passed by the House. The resolution also stated that 70 percent female students take admission in medical colleges but after passing out, only 30 percent serve and due to which shortfall of doctors is constantly on rise.

The House was then adjourned till 10:00 a.m on Wednesday, 24th December, 2014.
