SUMMARY OF THE PROCEEDINGS

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Agriculture Department were asked and Dr. Farrukh Javed, Minister for Agriculture answered the questions.

Laying of Report

Mrs. Ayesha Javed laid the Report of “Special Committee No. 6”, before the House regarding the issue of bringing the salaries of Members of Provincial Assembly of the Punjab at par with the salaries of Members in sister Assemblies.

Extension in Time Limit for Laying the Reports

On a Motion moved by Ms. Raheela Khadim Hussain, the House granted two months extension to the Special Committee No.4 for laying its report in respect of “The issue of LDA Employees Housing Scheme, Thokar Niaz Baig raised in the reply of Starred Question No. 269 moved by Mrs Ayesha Javed, MPA (W-317)”.

On a Motion moved by Ch Faqeer Hussain Dogar, the House granted two months extension to the Standing Committee on Excise & Taxation for laying its report on “Starred Question No. 2405/2014 moved by Dr. Syed Waseem Akhtar, MPA (PP-271)”.

On a Motion moved by Ms. Madiha Rana, the House granted two months extension to the Standing Committee on Colonies for laying its reports in respect of the following: -

1.         Starred Question No. 3254/2014 moved by Ch Iftikhar Hussain Chhachhar, MPA (PP-188); and

2.         Starred Questions No. 3529-3690/2014 moved by Mr Amjad Ali Javaid, MPA (PP-86).

 

Call Attention Notices

Two Call Attention Notices were taken up. The Notice moved by Mian Tahir regarding murder of a child and injuring a person by the dacoits during dacoity at Rahimyar Khan and the second Notice moved by Mian Tariq Mehmood regarding killing of a security guard naming Anwar by the dacoits at Emanabad, District Gugranwala were disposed of.

The Notices were answered by Col. (R) Shuja Khanzada, Minister for Home.

Privilege Motion

The Privilege Motion moved by Ms. Raheela Khadim Hussain regarding use of indignifying and derogatory remarks about female members elected against reserved seats by Syeda Abida Hussain, former Federal Minister/MPA, in a private TV channel morning show and called them charity seats given to undeserving ladies was referred to the Committee on Privileges with the direction to submit its report within two months.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Motion for Consideration of Report

On a Motion moved by Mian Tariq Mehmood to consider report of Special Committee No. 6, the House granted leave to consider the said Report.

Adoption of Report

Mian Tariq Mehmood presented the report of Special Committee No.6 before the House which was later adopted in respect of “the recommendations of the Special Committee No.6.” It was directed by Mr. Speaker to send the said report to the concerned departments with the direction to submit its report by the next Session.

Adjournment Motions

Eight Adjournment Motions were taken up. Two Motions moved by Ms. Khadija Umar, one regarding violation of building bye-laws and inability of concerned departments of Punjab to get them implemented as a result buildings are being constructed without approval of outlay and design and acquiring NOC from the concerned departments and no action is being taken against the violators, the second Motion that due to in efficiency of Health Department Punjab and absence of strict check and balance system, there is no proper disposal of medical waste in Government hospitals of Lahore, consequently various diseases and ailments are spreading after the re-cycled waste is being used in these hospitals, the Motion moved by Ch. Aamir Sultan Cheema regarding appointment of a Coolie Supervisor on temporary work-charge basis in the Provincial Buildings Division, Sargodha after ignoring all the formalities and such practice of inducting employees on work-charge basis has been continuing since long and the said staff is serving at the residences of officers, two Motions moved by Sardar Shahabuddin Khan one Motion that due to negligence and sluggishness of LDA, almost 250 illegal housing societies have been cropped up and no legislation has been enacted, resultantly innocent people are entrapped in the attractive offers of housing schemes and are victimized of these horrendous acts, the second Motion regarding converting 50 army auctioned vehicles into commercial vehicles in District Okara by the staff of Excise and Taxation Motor Vehicle Examiner Transport in connivance with Mafia, thus bringing a loss of approximately Rs.20.68 million to the National Exchequer in terms of income tax, professional tax, withholding tax and registration fee and issuance of Fitness Certificate to these vehicle is endangering the lives of people and the Motion moved by Ms. Nighat Sheikh alleging that staff of Excise Department are involved in corruption and are sending original documents of transfer and registration of vehicles to unconcerned people who later demand handsome amount from the owners to return back the documents, were disposed of. The Motion moved by Sardar Vickas Hassan Mokal regarding dacoity occurred during day time at fertilizer store at Chowk Allahabad Kasur and looting millions of rupees at gun point and seriously injuring an employee and occurrence of such dacoities during day time has become a routine in the area on daily basis and inability of police to arrest the culprits and the Motion moved by Ms. Hina Pervaiz Butt regarding the mixing of highly dangerous chemicals like sulphur etc. in the imported LPG causing Cancer and other fatal diseases to increase its volume unabashedly and unchecked by concerned authorities, were kept pending till next week.

Introduction of Bill

Col. (R) Shuja Khanzada, Minister for Home introduced THE PUNJAB DISABLED PERSONS (EMPLOYMENT AND REHABILITATION) (AMENDMENT) BILL 2015, which was referred to the Standing Committee on Social Welfare and Bait-ul-Maal  with the direction to submit its report within two months.  

General Discussion

General Discussion on Food including Grievances of Sugarcane Growers and on Issues Pertaining to Agriculture

The discussion initiated with the opening statements made by Mr. Bilal Yasin, Minister for Food who was accompanied by Dr. Farrukh Javed, Minister for Agriculture. Minister for Food stated that 85 percent of farmers had been paid this crushing season by Mill owners. He said that Punjab Government has kept the purchase price of sugarcane at Rs.180 per 40kg to benefit the growers and announced that firm action would be taken against the violators.
