Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen

Under Rule 13(1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen in the following order:-

1.         Muhammad Yasien Sohl (PP-156)

2.         Lt. Col (Retd) Sardar Muhammad Ayub Khan (PP-87)

3.         Sardar Vickas Hasan Mokal (PP-180)

4.         Ms‏ Shameela Aslam  (W-312)

Oath

Ch. Akhtar Ali Khan, Member-elect from PP-100 made an oath and signed the Roll of Members. The Speaker administered the oath.

Fateha

The House offered Fateha on the sad demise of Col. (R) Shuja Khanzada, Minister for Home and Environment, who was martyred in a suicide bomber attack on 16 August 2015 and also for Ms‏ Kaneez Akhtar, MPA.

Suspension of Rules:-

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rules 42, 71, 84,115 and others of the Rules ibid, to suspend agenda of the day for taking up the following Resolution:-

Resolution:-

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the resolution and paid rich tributes to Col. (R) Shuja Khanzada, Minister for Home and Environment, DSP Shoukat Ali Shah and others who lost their lives in a suicide bombers’ attack on August 16, 2015 and while condemning this incident expressed condolences with the bereaved families and termed the death of Minister a national tragedy was unanimously passed by the House.

The following members expressed their views and praised bravery and heroism of Col. (R) Shuja Khanzada, Minister for Home. Mian Mehmood-ur-Rashid (Leader of the Opposition), Mr Khalil Tahir Sindhu, Minister for Human Rights & Minorities Affairs, Malik Muhammad Iqbal Channar, Minister for Co-operatives, Qazi Ahmad Saeed, Mian Muhammad Aslam Iqbal, Mr Tariq Masih Gill, Ms‏ Saadia Sohail Rana, Abu Hafs Muhammad Ghiyas-ud-Din, Rana Muhammad Arshad, Mr Muhammad Waheed Gul, Mr Ehsan Riaz Fatyana, Mr Ahmed Khan Bhachar, Mian Muhammad Rafique and Ms Surriya Naseem.

The House was then adjourned till Thursday, August 27, 2015 at 10:00 am.

Resolutions Passed

محرک کا نام:  رانا ثناء اللہ خاں،  وزیر قانون

"پنجاب اسمبلی کا یہ ایوان اتوار مورخہ 16 اگست 2015 کو شادی خان، ضلع اٹک میں ہونے والے خودکش دھماکے پر گہرے رنج و غم کا اظہار کرتا ہے۔ اس سانحے میں اس ایوان کے رکن اور وزیرِ ماحولیات و داخلہ پنجاب کرنل (ریٹائرڈ) شجاع خانزادہ اور ڈی ایس پی شوکت علی شاہ سمیت متعدد دیگر افراد شہید ہوگئے اور بڑی تعداد میں لوگ زخمی بھی ہوئے۔ یہ ایوان اس المناک واقعے کو ایک قومی سانحہ قرار دیتا ہے اور ان شہداء اور زخمیوں کے لواحقین کے غم میں برابر کا شریک ہے۔

کرنل (ریٹائرڈ) شجاع خانزادہ کا تعلق اٹک کے ایک معزز گھرانے سے تھا۔ وہ ایک نہایت دلیر شخص تھے۔ انہوں نے 1967 میں پاکستان آرمی میں کمیشن حاصل کیا اور اہم عہدوں پر خدمات سرانجام دیں جس پر انہیں 1988 میں تمغہ بسالت سے نوازا گیا۔ انہوں نے امریکا میں پاکستانی سفارت خانے میں بطور ملٹری اتاشی بھی خدمات سرانجام دیں۔

کرنل (ریٹائرڈ) شجاع خانزادہ اپنے علاقے کی نہایت پسندیدہ اور ہر دلعزیز شخصیت تھے اور 2002 سے پنجاب اسمبلی کے رکن منتخب ہوتے چلے آ رہے تھے۔ 2013 میں مسلسل تیسری مرتبہ پنجاب اسمبلی کا رکن منتخب ہونے کے بعد وہ شہادت کے وقت صوبائی وزیرِ ماحولیات اور داخلہ کے طور پر خدمات سرانجام دے رہے تھے اور دہشت گردی کے خلاف جاری جنگ میں بہت فعال کردار ادا کر رہے تھے۔ سر زمینِ پنجاب کے اس بہادر سپاہی کی قربانی رائیگاں نہیں جائے گی۔ یہ ایوان ایک بار پھر سیاسی و عسکری قیادت کو دہشت گردی کے خلاف جاری جنگ میں اپنی حمایت اور تائید کا یقین دلاتا ہے۔
