RESOLUTION
A MINISTER to move that the requirement of sub-rule (2) of Rule 115 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with under rule 234 of the said Rules, to move a Resolution in the Assembly on Kashmir day.
A MINISTER to move the following Resolution:-
صوبائی اسمبلی پنجاب کا یہ ایوان آج 5 فروری 2016 کو یوم کشمیر کے موقع پر اپنے کشمیری بھائیوں سے مکمل اظہار یکجہتی کرتا ہے اور انہیں اپنی اخلاقی اور سیاسی حمایت کا بھرپور یقین دلاتا ہے۔ قائد اعظم نے کشمیر کو پاکستان کی شہہ رگ قرار دیا تھا۔
یہ ایوان مطالبہ کرتا ہے کہ کشمیریوں کا حق خودارادیت تسلیم کرتے ہوئے مقبوضہ کشمیر میں اقوام متحدہ کی قراردادوں کی روشنی میں فوری طور پر استصواب رائے کرایا جائے۔ ان قراردادوں میں کشمیریوں سے وعدہ کیا گیا تھا کہ انہیں رائے شماری کے ذریعے اپنے مستقبل کا فیصلہ کرنے کا حق دیا جائے گا۔
یہ ایوان وفاقی حکومت کے توسط سے عالمی برادری سے اپیل کرتا ہے کہ خطے میں امن کے قیام کو یقینی بنانے کے لئے بھارت پر دباؤ ڈالا جائے کہ وہ کشمیری عوام خصوصاً خواتین، بچوں اور بزرگوں پر ڈھائے جانے والے مظالم کو فوری طور پر بند کرے اور وہاں سے اپنی افواج کو واپس بلائے اور فی الفور اقوام متحدہ کی قراردادوں پر عمل کرتے ہوئے کشمیر میں رائے شماری کروائے۔
یہ ایوان وفاقی حکومت سے بھی اپیل کرتا ہے کہ عالمی سطح پر کشمیریوں کی بھرپور سیاسی‘ اخلاقی اور سفارتی حمایت کے سلسلے میں عملی کوششوں کو جاری رکھا جائے۔

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Suspension of Rules:-
On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution on Kashmir Day.
Resolution:-
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved a Resolution on behalf of the House showing solidarity with their Kashmiri brethren and ensured them political and moral support for their right to self-determination in terms of the United Nations Security Council resolution. The House through the federal government appealed the world community to press India to stop atrocities in held Kashmir, to withdraw their military troops and immediately hold plebiscite in the valley as per United Nations resolution in order to bring peace in the region. The House further demanded the federal government to continue political, moral and diplomatic support to Kashmiris which was unanimously passed by the House.
The following Members expressed their views on Kashmir Day: Mian Mehmood ur Rashid, Leader of Opposition, Dr. Syed Waseem Akhtar, Malik Muhammad Waris Kallu, Mian Muhammad Rafique, Ms. Faiza Ahmad Malik, Ch. Amjad Ali Javaid, Ms. Saadia Sohail Rana, Mian Irfan Aqeel Daultana, Ms. Gulnaz Shahzadi, Ms. Khadija Umar, Mr. Ahmed Khan Baloch and Mian Tariq Mehmood.
Laying of Report
Mr. Muhammad Asif Bajwa, Advocate presented before the House the report of Standing Committee on Law & Parliamentary Affairs in respect of “The Punjab Public Representatives Laws (Amendment) Bill 2016 (Bill No. 14 of 2016)”.
The House was then adjourned till Monday, February 8, 2016 at 2:00 pm.
