(a)  MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

            A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:

1.    The Punjab Vigilance Committees Ordinance 2016 (I of 2016);

2.    The Fatima Jinnah Medical University Lahore (Amendment) Ordinance 2015 (II of 2016);

3.    The Punjab Prohibition of Child Labour at Brick Kilns Ordinance 2016 (V of 2016);

4.    The Punjab Marriage Functions Ordinance 2015 (VI of 2016);

5.    The Punjab Economic Research Institute (Amendment) Ordinance 2016 (VIII of 2016); and

6.    The Punjab Forest (Amendment) Ordinance 2016 (IX of 2016).

(b)  RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION

1.   RESOLUTION FOR EXTENSION OF THE PUNJAB VIGILANCE COMMITTEES ORDINANCE 2016 (I OF 2016)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Punjab Vigilance Committees Ordinance 2016 (I of 2016), promulgated on 4th January 2016, for a further period of ninety days with effect from 3rd April 2016.

2.   RESOLUTION FOR EXTENSION OF THE FATIMA JINNAH MEDICAL UNIVERSITY LAHORE (AMENDMENT) ORDINANCE 2015 (II OF 2016)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Fatima Jinnah Medical University Lahore (Amendment) Ordinance 2015 (II of 2016), promulgated on 4th January 2016, for a further period of ninety days with effect from 3rd April 2016.


3.   RESOLUTION FOR EXTENSION OF THE PUNJAB PROHIBITION OF CHILD LABOUR AT BRICK KILNS ORDINANCE 2016 (V OF 2016)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Punjab Prohibition of Child Labour at Brick Kilns Ordinance 2016 (V of 2016), promulgated on 14th January 2016, for a further period of ninety days with effect from 13th April 2016.

4.   RESOLUTION FOR EXTENSION OF THE PUNJAB MARRIAGE FUNCTIONS ORDINANCE 2015 (VI OF 2016)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Punjab Marriage Functions Ordinance 2015 (VI of 2016), promulgated on 19th January 2016, for a further period of ninety days with effect from 18th April 2016.

5.   RESOLUTION FOR EXTENSION OF THE PUNJAB ECONOMIC RESEARCH INSTITUTE (AMENDMENT) ORDINANCE 2016 (VIII OF 2016)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Punjab Economic Research Institute (Amendment) Ordinance 2016 (VIII of 2016), promulgated on 21st January 2016, for a further period of ninety days with effect from 20th April 2016.

6.   RESOLUTION FOR EXTENSION OF THE PUNJAB FOREST (AMENDMENT) ORDINANCE 2016 (IX OF 2016)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Punjab Forest (Amendment) Ordinance 2016 (IX of 2016), promulgated on 25th January 2016, for a further period of ninety days with effect from 24th April 2016.

(c)  LAYING OF ORDINANCE

      THE PUNJAB CIVILIAN VICTIMS OF TERRORISM (RELIEF AND REHABILITATION) ORDINANCE 2016

            A MINISTER to lay the Punjab Civilian Victims of Terrorism (Relief and Rehabilitation) Ordinance 2016.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Youth Affairs, Sports, Archeology & Tourism, Irrigation and Food Departments were asked and were kept pending as concerned Ministers/Parliamentary Secretaries were not present.

Call Attention Notices

Call Attention Notices Kept Pending on 18 and 25 February 2016

Two pending Call Attention Notices were taken up. The Notice of Ch. Akhtar Ali Khan regarding assassination of Ch. Shamshad Ahmad Khan along with his son and friend at Kamoki, Gujranwala and the second Notice of Mr. Jafar Hussain Hocha regarding dacoity of currency/jewelry at the residence of Muhammad Pervaiz S/o Muhammad Bashir located at Tandlianwala, District Faisalabad, were kept pending.

Current Call Attention Notices

Two Call Attention Notices were taken up. The Notice moved by Mian Mehmood-ur-Rasheed regarding suicidal attack/blast occurred at Gulshan-e-Iqbal Park, Lahore claimed 72 lives including children and women and injuring 340 was kept pending and the second Notice of Mian Tariq Mehmood regarding dacoity occurred at the residence of Mr. Tufail and killing his father and sister on resistance and injuring Mr. Muhammad Zubair and looting valuables, was disposed of.

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Adjournment Motion

Twenty Adjournment Motions were taken up. Seventeen Motions were kept pending due to absence of concerned Ministers/Parliamentary Secretaries. The Motion moved by Ms. Baasima Chaudhary regarding increase in the rates of tickets of Lahore Zoo, the second Motion of Ms. Khadija Umar regarding corruption in the Forest Department and illegal cutting of trees in Lahore circle has become a routine and the last Motion of Sardar Vickas Hassan Mokal regarding non-availability of clean  drinking water in Lahore due to obsolete water pipes and defective filtration plants were disposed of as movers were absent.

Pre-Budget Discussion

Dr. Ayesha Ghaus Pasha, Minister for Finance initiated the pre-budget discussion for the year 2016-17. She apprised the House that thirty two percent growth had been recorded over the year due to the government policies. She added that pre-budget session would help the Chief Minister to devise Punjab growth strategy and appealed the legislators to come up with poor oriented and public friendly suggestions during the discussion regarding agriculture, livestock, education, health, employment, power generation and urban & rural development.

At this stage, the quorum was pointed out and the House was then adjourned till Friday April 1, 2016 at 9:00 am.
