Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Fateha

The House offered Fateha on the sad demise of mother of Dr. Najma Afzal Khan, MPA (W-320).

Question Hour

Questions relating to Home Department were asked and answers were given by Mahar Ijaz Ahmad Achlana, Parliamentary Secretary for Home.

Call Attention Notices

Call Attention Notices Kept Pending on 18 February and 31 March 2016

Two Call Attention Notices were taken up, which were kept pending on 18 February and 31 March 2016. The Notice moved by Ms. Faiza Ahmad Malik regarding murder on resistance of a security Incharge naming Noor of a Rice Mill located at Kot Kizra, Gujranwala and looting Rs.5 million during a dacoity near Lohianwala by-pass and the second Notice moved by Ch. Akhtar Ali Khan regarding assassination of Ch. Shamshad Ahmad Khan (Ex-MPA and Ex-Provincial Minister) along with his son and friend at Kamoki, Gujranwala, were kept pending till Thursday.

 

Current Call Attention Notice

The Call Attention Notice of Ms. Shunila Ruth regarding occurrence of an incident at Islampura Lahore where a young man was killed by dacoits on resistance and stealing his motorcycle, was disposed of as mover was not present.

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Privilege Motions

Three Privilege Motions were taken up. The Motion moved by Ch. Aamir Sultan Cheema regarding misbehavior of Mir Bahadur Bugti, Regional Manager and Mr. Ala-ud-Din an officer of Sui Gas Department, Sargodha with the member concerned, the second Motion of Rana Mannan Khan regarding misbehavior of M.S Mayo Hospital, Lahore with the member concerned for his refusal to accompany him to personally see the injured patients from his constituency and the Motion moved by Peer Zada Mian Shahzad Maqbool Bhutta against Mr. Zahid Saleem Gondal, DCO, Multan and Mr. Jamal Bhutta, Tehsildar deployed at PP-198 on uttering of derogatory remarks about the member concerned, were kept pending.

Adjournment Motions

Six Adjournment Motions were taken up. Two Motions of Ms. Shunila Ruth, one regarding inability of the Education Department to comply with the directions of the Government of the Punjab to provide sufficient security in the educational institutions to fight against terrorism and the second Motion regarding open sale of poisonous liquor in Lahore and inability of Police Department to take stern action against the culprits, were disposed of due to the absence of mover. Two Motions of Mian Muhammad Aslam Iqbal on his request, one regarding non-availability of clean drinking water to people in Lahore as well as in Province due to installation of substandard filtration plants, the second Motion regarding rectification of sewerage system in Ichhra Lahore on emergency basis which is otherwise the cause of spread of various diseases, the Motion moved by Malik Ahmad Saeed Khan regarding economic plight of farmers and agriculturists of the Province who do not get desired price of their yield/crops and the Motion moved by Ch. Ashraf Ali Ansari that life of inhabitants of Lahore are at risk because there is mushroom of factories established in the residential areas of Lahore without taking proper security measures including firefighting, were kept pending till next week.

General Discussion

Continuation of Pre-Budget Discussion

Pre-Budget discussion continued for the third day. Mian Mehmood-ur-Rasheed, Leader of the Opposition expressed his views and suggested that upcoming budget should focus more on human development and education should be given top priority as over 10 million children are out of schools in Punjab and stressed on uniform education system in public and private schools.

The House was then adjourned till Tuesday, April 5, 2016 at 10:00 am.
