Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Housing, Urban Development and Public Health Engineering Department were asked and answers were given by Mr. Sajjad Haider Gujjar, Parliamentary Secretary for Housing, Urban Development and Public Health Engineering.

Privilege Motions

Four Privilege Motions were taken up. The Motion of Ch. Aamir Sultan Cheema regarding misbehavior of Mir Bahadur Bugti, Regional Manager and Mr. Ala-ud-Din an officer of Sui Gas Department, Sargodha with the member concerned, the Motion of Rana Mannan Khan regarding misbehavior of M.S Mayo Hospital, Lahore with the member concerned for his refusal to accompany him to personally see the injured patients from his constituency and the Motion of Peer Zada Mian Shahzad Maqbool Bhutta against Mr. Zahid Saleem Gondal, DCO, Multan and Mr. Jamal Bhutta, Tehsildar deployed at PP-198 on uttering of derogatory remarks about the member concerned, and the Motion moved by Ms. Rashida Yaqoob regarding misbehaviour of Ms. Bushra Naseer, District Monitoring Officer, Jhang with the member concerned and violation of Punjab Government Policy to induct 15% women against available vacancy were referred to the Committee on Privileges with the direction to submit their report within two months.

 

The answers were given by Ch. Nazar Hussain, Parliamentary Secretary Law & Parliamentary Affairs.

Adjournment Motions

Six Adjournment Motions were taken up. The Motion moved by Mr. Amjad Ali Javaid regarding non-release of grant amounting to Rs.130 million by Zakat & Ushr Punjab to 45 hospitals in the Province due to which social services centers are unable to provide free of cost medicines to the poor patients, the Motion moved by Dr. Muhammad Afzal regarding embezzlement of Rs.290 million by 5 leading hospitals of Punjab under the head of admission fee which were charged in violation of the rate fixed by the Government in connivance with the Health Department, the Motion moved by Ch. Aamir Sultan Cheema that 150 fake Housing Societies are operating in Lahore Division to fleece people  and no foolproof system is available to check fakeness of housing societies and plots, were kept pending till next week. Two Motions of Ch. Ashraf Ali Ansari one regarding non-availability of doctors in different departments in DHQ Hospital Gujranwala, and the other Motion regarding shortage of doctors at District Headquarters Hospital, Nankana Sahib and the Motion of Ms. Khadija Umar that due to poor strategy there is disclosure of collection of money from parents on the birth of their newborns in Sir Ganga Ram Hospital, were disposed of.   

The answers were given by the concerned Ministers/Parliamentary Secretaries.

Suspension of Rules:

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution:

Resolution:

The resolution moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs was passed by the House calling Panama leaks totally baseless and welcomed the judicial commission proposed by the Prime Minister to be headed by retired judge of Supreme Court to probe the allegation leveled in Panana Leaks. The resolution condemned those elements trying to conspire against the Government by taking undue advantage of the allegations made therein.

General Discussion

Continuation of Pre-Budget Discussion

General Discussion on Pre-Budget continued for the fourth day: The following members participated in the discussion: Mr. Abdul Rauf Mughal, Mr. Ali Asghar Manda, Ch. Amjad Ali Javaid, Mian Muhammad Aslam Iqbal, Mr. Muhammad Waheed Gull, Mr. Sardar Shahab-ud-Din Khan, Ms. Hina Pervaiz Butt, Mr. Muhammad Siddique Khan, Sardar Muhammad Jamal Khan Laghari, Malik Mazhar Abbas Raan, Dr. Nausheen Hamid, Mian Muhammad Islam Aslam, Sheikh Ala-ud-Din, Mr. Asif Mehmood and Ms. Shunila Ruth.

The House was then adjourned till Thursday, April 7, 2016 at 10:00 am.

"پنجاب اسمبلی کا یہ ایوان پانامہ لیکس میں لگائے گئے الزامات کی تحقیقات کے لئے وزیراعظم کی طرف سے سپریم کورٹ کے ریٹائرڈ جج کی سربراہی میں کمیشن کی تشکیل کو ایک احسن فیصلہ قرار دیتا ہے اور ان بے بنیاد، سازشی، شیطانی لیکس کو بنیاد بنا کر احتجاج کرنے اور سیاسی عدم استحکام پیدا کرنے کی کوششوں کی مذمت کرتا ہے۔"
