            A MINISTER to introduce the Punjab Agriculture, Food and Drug Authority Bill 2016.

(b)  CONSIDERATION AND PASSAGE OF BILLS

1.         THE PUNJAB FOREST (AMENDMENT) BILL 2016 (BILL No. 13 of 2016)

            A MINISTER to move that the Punjab Forest (Amendment) Bill 2016, as recommended by Standing Committee on Forestry and Fisheries, be taken into consideration at once.

            A MINISTER to move that the Punjab Forest (Amendment) Bill 2016, be passed.

2.         THE PUNJAB FLOOD PLAIN REGULATION BILL 2015 (BILL No. 50 of 2015)

            A MINISTER to move that the Punjab Flood Plain Regulation Bill 2015, as recommended by Standing Committee on Irrigation & Power, be taken into consideration at once.

            A MINISTER to move that the Punjab Flood Plain Regulation Bill 2015, be passed.

3.         THE PUNJAB VIGILANCE COMMITTEES BILL 2016 (BILL No. 05 of 2016)

            A MINISTER to move that the Punjab Vigilance Committees Bill 2016, as recommended by Standing Committee on Home Affairs, be taken into consideration at once.

            A MINISTER to move that the Punjab Vigilance Committees Bill 2016, be passed.

4.         THE PUNJAB MARRIAGE FUNCTIONS BILL 2015 (BILL No. 10 of 2016)

            A MINISTER to move that the Punjab Marriage Functions Bill 2015, as recommended by Standing Committee on Local Government and Rural Development, be taken into consideration at once.

            A MINISTER to move that the Punjab Marriage Functions Bill 2015, be passed.

5.         THE PUNJAB ECONOMIC RESEARCH INSTITUTE (AMENDMENT) BILL 2016 (BILL No. 12 of 2016)

            A MINISTER to move that the Punjab Economic Research Institute (Amendment) Bill 2016, as recommended by Standing Committee on Planning and Development, be taken into consideration at once.

            A MINISTER to move that the Punjab Economic Research Institute (Amendment) Bill 2016, be passed.

6.         THE PUNJAB COMMISSION ON THE STATUS OF WOMEN (AMENDMENT) BILL 2015 (BILL No. 30 of 2015)

            A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for the continuance of the Punjab Commission on the Status of Women (Amendment) Bill 2015.

            A MINISTER to move that the Punjab Commission on the Status of Women (Amendment) Bill 2015, as recommended by Standing Committee on Gender Mainstreaming, be taken into consideration at once.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Services & General Administration Department were asked and Mr. Ali Asghar Manda, Parliamentary Secretary for Services & General Administration answered the questions.

Adjournment Motions

Six Adjournment Motions were taken up. The Motion moved by Ch. Ashraf Ali Ansari  regarding non-issuance of Roll No. Slips to Class 9 students due to technical fault in the computer system and Gujranwala Board is charging Rs.2,200/- per student to issue them Roll No. Slip, the Motion moved by Mian Mehmood-ur-Rasheed regarding disclosure by Audit in its recent report of corruption of billions of rupees in Higher Education by its officers and heads of department in different colleges and the Motion moved by Sardar Shahab-ud-Din Khan regarding non-regularization of contract paramedical staff in Health Department District Muzaffargarh for the last two and a half years, were disposed of. The Motion moved by Mr. Amjad Ali Javaid regarding deployment of a fake female Neuro Surgeon namely Dr. Maima at Services Hospital, Lahore who is possessing fake degrees and has been performing open brain surgeries of patients for the last eight years, the Motion moved by Dr. Muhammad Afzal regarding sale of poisonous and harmful water in the name of mineral water in connivance with the staff of District Government, Police and other departments, were kept pending. The Motion moved by Mian Muhammad Rafique regarding lacs of farmers and their families of three districts i.e. Jhang, Toba Tek Singh and Khanewal are suffering from severe economic loss and mental distress due to destructiveness of salinity and water logging in Trimmu Sudhani Link canal resulting in barrenness of thousands of acres of land. The Speaker directed to club the Motion with Adjournment Motion No.66 moved by Mr. Amjad Ali Javaid on 1st April, 2016 on the identical issue and was referred to the concerned committee to report within two months.

The answers were given by the concerned Ministers/Parliamentary Secretaries.

Extension in Time Limit for Laying the Report

On a Motion moved by Sardar Bahadur Khan Maikan, the House granted two months extension to the Standing Committee on Agriculture for laying its report on “To revisit the agriculture affairs/policies in the Province”.

On a Motion moved by Dr. Muhammad Afzal, the House granted one month extension to the Standing Committee on Food for laying its report on “Question no. 7051/2015 moved by Ch. Ashraf Ali Ansari, MPA (PP-93)”.

On a Motion moved by Rana Muhammad Afzal, the House granted one month extension to the Standing Committee on Home Affairs for laying its report on “The Punjab Maintenance of Public Order (Amendment) Bill 2016 (Bill No 16 of 2016”.

Call Attention Notices Kept Pending on 18 February and 4 April 2016

The Call Attention Notice kept pending on 18 February and 4 April 2016 was taken up, moved by Ms. Faiza Ahmad Malik regarding murder on resistance of a security Incharge naming Noor of a Rice Mill located at Kot Kizra, Gujranwala and looting Rs.5 million during a dacoity near Lohianwala by-pass, was kept pending.

 

 

Call Attention Notice Kept Pending on 18 February, 31 March and 4 April 2016

The Notice moved by Ch. Akhtar Ali Khan regarding assassination of Ch. Shamshad Ahmad Khan (Ex-Minister) along with his son and friend at Kamoki, Gujranwala, was kept pending.

Call Attention Notice Kept Pending on 31 March and 11 April 2016

The Notice moved by Mian Mehmood-ur-Rasheed regarding suicidal attack/blast occurred at Gulshan-e-Iqbal Park, Lahore claimed 72 lives including children, women and injuring 340, was disposed of.

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the “The Punjab Agriculture, Food And Drug Authority Bill 2016”, which was referred to the Standing Committee on Services & General Administration with the direction to submit its report within two months.
