GOVERNMENT BUSINESS

(a)  RESOLUTION UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION

      MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.

            A MINISTER to move that leave be granted to move a Resolution under Article 128(2)(a) of the Constitution for extension of the Punjab Civilian Victims of Terrorism (Relief and Rehabilitation) Ordinance 2016.

            A MINISTER to move the following Resolution:-

RESOLUTION

            “The Provincial Assembly of the Punjab extends the period of validity of the Punjab Civilian Victims of Terrorism (Relief and Rehabilitation) Ordinance 2016 (X of 2016), promulgated on 7th March 2016, for a further period of ninety days with effect from 5th June 2016.”

(b)  INTRODUCTION OF BILL

      THE PUNJAB ANIMAL SLAUGHTER CONTROL (SECOND AMENDMENT) BILL 2016

            A MINISTER to introduce the Punjab Animal Slaughter Control (Second Amendment) Bill 2016.

(c)  CONSIDERATION AND PASSAGE OF BILL

            THE PUNJAB AGRICULTURE, FOOD AND DRUG AUTHORITY BILL 2016 (BILL No. 20 of 2016)

            A MINISTER to move that the Punjab Agriculture, Food and Drug Authority Bill 2016, as recommended by Standing Committee on Services and General Administration, be taken into consideration at once.

            A MINISTER to move that the Punjab Agriculture, Food and Drug Authority Bill 2016, be passed.

 (d)  GENERAL DISCUSSION

            DISCUSSION ON MEASURES OF GOOD GOVERNANCE IN THE PUNJAB

            A MINISTER to move for discussion on Measures of Good Governance in the Punjab.

(e)  MOTION UNDER RULE 87

            DISCUSSION ON A MATTER OF PUBLIC IMPORTANCE ARISING OUT OF ADJOURNMENT MOTION NO. 357/2016.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Industries, Commerce & Investment and Youth Affairs, Sports, Archaeology & Tourism Departments were asked and Ch Muhammad Shafique, Minister for Industries, Commerce & Investment and Mr. Asif Saeed Manais, Minister for Special Education (holding additional Charge for Youth Affairs, Sports, Archaeology & Tourism) answered the questions.

Adjournment Motions

Five Adjournment Motions were taken up. The Motion moved by Mr. Amjad Ali Javaid regarding non-release of grant amounting to Rs.130 million by Zakat & Ushr Punjab to 45 hospitals in the Province due to which social services centers are unable to provide free of cost medicines to the poor patients, the Motion of Mian Muhammad Aslam Iqbal regarding rectification of sewerage system in Ichhra Lahore on emergency basis which is otherwise the cause of spread of various diseases, the Motion moved by Malik Ahmad Saeed Khan regarding economic plight of farmers and agriculturists of the Province who do not get desired price of their yield/crops and the Motion moved by Dr. Syed Waseem Akhtar regarding issuing bogus weapon license at Faisalabad District were kept pending till next week. The Motion moved by Ms. Shunila Ruth regarding several passersby bitten by stray dogs in Union Council Islamabad of Sialkot Division Corporation and demanded the administration to take proper steps for the elimination of such dogs from the area was disposed of.

The answers were given by the concerned Ministers/Parliamentary Secretaries.

Resolution under Article 128 (2) (a) of the Constitution

Motion under Rule 127 of the Rules of Procedure of Provincial Assembly of the Punjab, 1997.

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs, the House granted leave to move the Resolution under Article 128(2)(a) of the Constitution for extension of the Punjab Civilian Victims of Terrorism (Relief and Rehabilitation) Ordinance 2016.

Introduction of Bill

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs Introduced “the Punjab Animal Slaughter Control (Second Amendment) Bill 2016”, which was referred to the Standing Committee on Livestock and Dairy Development with the direction to submit its report within two months. 

Consideration and passage of Bill

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved “THE PUNJAB AGRICULTURE, FOOD AND DRUG AUTHORITY BILL 2016 (BILL No. 20 of 2016)”, which was passed by the House.

General Discussion

Discussion on Measures of Good Governance in the Punjab

Leader of the House Mian Muhammad Shehbaz Sharif opened the floor for discussion on Measures of Good Governance in the Punjab. Talking about the initiatives of his government, he said that the government is paying ample attention towards the production of energy. He added that the work is in progress on the Bahawalpur Solar Park and electricity is being inducted in the national grid solar resources. He further talked about the development projects of his government. He said that power project is being completed at fast pace in Sahiwal, costing one point eight, which would generate 1320 MW electricity and it would be completed next year. He told the House that the 1320 MW Port Qasim coal-power project is near to completion under the CPEC, which would significantly help reduce load shading. He stated that thirty four billion dollars out of forty six billion dollars of the CPEC have been earmarked for the execution of the energy projects and the remaining amount will be spent on the infrastructure and other sectors. He said that the nation will never forgive those who are creating hindrance in the development projects of the country. Talking on Panama Leaks issue, he said that the Prime Minister has presented himself for accountability in front of the parliament. He said that corruption, plunder, commission and waiving of loans had weakened the foundations of the country and the nation wants an end to such practices. He said that there is a need to move ahead without wasting any time and such a system will be evolved that no dishonest person could undermine national interests.

Mian Mehmood-ur-Rasheed, Leader of Opposition also contributed in the discussion. 

At this stage, the quorum was pointed out and the House was then adjourned to meet on Thursday, May 19, 2016 at 10:00 a.m.
