(a) MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB 1997
A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:
1. The Provincial Motor Vehicles (Amendment) Ordinance 2016 (XIV of 2016).
2. The Punjab Local Government (Third Amendment) Ordinance 2016 (XV of 2016).
3. The Provincial Motor Vehicles (Amendment) Ordinance 2016 (XVI of 2016); and
4. The Punjab Agriculture, Food and Drug Authority (Amendment) Ordinance 2016 (XVII of 2016).
(b) RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION
1. RESOLUTION FOR EXTENSION OF THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) ORDINANCE 2016 (XIV OF 2016)
A MINISTER to move that Provincial Assembly of the Punjab extends the period of validity of the Provincial Motor Vehicles (Amendment) Ordinance 2016 (XIV of 2016), promulgated on 21st July 2016, for a further period of ninety days with effect from 19th October 2016.
2. RESOLUTION FOR EXTENSION OF THE PUNJAB LOCAL GOVERNMENT (THIRD AMENDMENT) ORDINANCE 2016 (XV OF 2016)
A MINISTER to move that Provincial Assembly of the Punjab extends the period of validity of the Punjab Local Government (Third Amendment) Ordinance 2016 (XV of 2016), promulgated on 21st July 2016, for a further period of ninety days with effect from 19th October 2016.
3. RESOLUTION FOR EXTENSION OF THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) ORDINANCE 2016 (XVI OF 2016)
A MINISTER to move that Provincial Assembly of the Punjab extends the period of validity of the Provincial Motor Vehicles (Amendment) Ordinance 2016 (XVI of 2016), promulgated on 19th August 2016, for a further period of ninety days with effect from 17th November 2016.
4. RESOLUTION FOR EXTENSION OF PUNJAB AGRICULTURE, FOOD AND DRUG AUTHORITY (AMENDMENT) ORDINANCE 2016 (XVII OF 2016)
A MINISTER to move that Provincial Assembly of the Punjab extends the period of validity of the Punjab Agriculture, Food and Drug Authority (Amendment) Ordinance 2016 (XVII of 2016), promulgated on 19th August 2016, for a further period of ninety days with effect from 17th November 2016.

A MINISTER to introduce the Punjab Criminal Prosecution Service (Constitution, Functions and Powers)(Amendment) Bill 2016.
2. THE PUNJAB ANIMALS FEED STUFF AND COMPOUND FEED BILL 2016
A MINISTER to introduce the Punjab Animals Feed Stuff and Compound Feed Bill 2016.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Panel of Chairmen
In terms of Rule 13 (1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen nominated by Mr. Speaker in the following order:-
1. Mian Tariq Mehmood (PP-113)
2. Lt Col (Retd) Sardar Muhammad Ayub Khan Gadhi (PP-87)
3. Sardar Shahabuddin Khan (PP-263)
4. Ms. Shameela Aslam (W-312)
Oath
Malik Umar Farooq, (PP-7) member-elect and Ch Muhammad Yousaf Kaselia (PP-232) member-elect made an oath and signed the Roll of Members. The Speaker administered the oath.
Fateha
The House offered Fateha on the sad demise of Mian Khadim Hussain Wattoo, former MNA and also for brother of Mrs. Saba Sadiq, MPA (W-306).
Laying of Reports
Malik Muhammad Waheed presented before the House the reports of Standing Committee on Excise & Taxation in respect of the following: -
1. The Provincial Motor Vehicles (Amendment) Bill 2016 (Bill No. 34 of 2016); and
2. The Provincial Motor Vehicles (Amendment) Bill 2016 (Bill No. 39 of 2016).
Mr. Nishat Ahmad Khan Daha presented before the House the reports of Standing Committee on Health in respect of the following: -
1. The Punjab Drugs (Amendment) Bill 2015 (Bill No. 39 of 2015); and
2. The Punjab Blood Transfusion Safety Bill 2016 (Bill No. 27 of 2016).
Mr. Khurram Ijaz Chattha presented before the House the report of Standing Committee on Communication & Works in respect of “The Infrastructure Development Authority of the Punjab (Amendment) Bill 2016 (Bill No. 36 of 2016)”.
Syed Zaeem Hussain Qadri presented before the House the report of Standing Committee on Services & General Administration in respect of “The Punjab Agriculture, Food and Drug Authority (Amendment) Bill 2016 (Bill No. 32 of 2016)”.
Malik Fiaz Ahmad Awan presented before the House the report of Standing Committee on Agriculture in respect of “The Agriculture Affairs/Policies in the Province”.
Question Hour
Questions relating to Health Department were asked and Khawaja Imran Nazeer, Parliamentary Secretary for Health answered the questions.
Adjournment Motion
The Adjournment Motion moved by Ch Ashraf Ali Ansari regarding sale of adulterated and sub-standard cooking oil/ghee in Gujranwala City by mafia, which is injurious to health and causes of many fatal diseases, was kept pending.
Government Business
Introduction of Bills
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs introduced the following Bills before the House, which were referred to the concerned Standing Committees with the direction to submit their reports within two months:-
1. The Punjab Criminal Prosecution Service (Constitution, Functions and Powers) (Amendment) Bill 2016; and
2. The Punjab Animals Feed Stuff and Compound Feed Bill 2016.
Suspension of Rules
On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.
Resolution
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the Resolution condemning the fresh wave of Indian atrocities in Indian held Kashmir. The resolution said, the martyrdom of Mr. Burhan Wani infused a new spirit in Kashmir freedom struggle. It also said that armed forces of Pakistan are one of the best in the world and India could not dare to launch surgical strikes. The resolution urged the federal government to continue its political, moral and ambassadorial support to the Kashmiris. It called upon the world community to force UN to ensure implementation on its own resolution calling for a plebiscite in the valley to allow the Kashmiris to decide their own fate. The resolution expressed the resolve of the Pakistan nation to stand by its valiant Army against Indian aggression. It lashed out at Indian Army for making unprovoked firing across LOC targeting innocent civilians, was unanimously passed by the House.
The House was then adjourned till Monday, October 17, 2016 at 3:00 p.m.

"صوبائی اسمبلی پنجاب کا یہ ایوان مقبوضہ کشمیر میں حالیہ بھارتی مظالم کی پُرزور الفاظ میں مذمت کرتا ہے۔ کشمیری حریت پسند نوجوان راہنما برہان الدین وانی کی بھارتی فوج کے ہاتھوں شہادت اور اس کے بعد تحریک آزادی کشمیر میں نئی جان پڑنے سے بھارتی حکومت کی بدحواسی کا اندازہ اس بات سے لگایا جا سکتا ہے کہ اس کی ظالم فوج کے ہاتھوں درجنوں بے گناہ کشمیری شہید کر دیئے گئے اور بے شمار کو پیلٹ گن سے انتہائی بہیمانہ طریقےسے زخمی اور نابینا کر دیا گیا۔ اس طرح اس تحریک کو دبانے کی ناکام کوشش کی جا رہی ہے۔ بھارتی حکومت اور اس کی فوج نے انسانی حقوق اور بین الاقوامی قوانین کی دھجیاں بکھیر دی ہیں۔
یہ ایوان دُنیا کو یہ پیغام دیتا ہے کہ مسئلہ کشمیر پر پوری قوم یکجا ہے اور اس معاملے پر بغیر کسی سیاسی و مذہبی وابستگی کے حکومت کے شانہ بشانہ کھڑی ہے۔
یہ ایوان مسئلہ کشمیر کی آڑ میں بھارت کی جانب سے سرجیکل سٹرائیک کے جھوٹے دعوے کی بھی مذمت کرتا ہے جس پر بھارت کو نہ صرف عالمی برادری بلکہ خود اپنے ملک میں بھی شرمندگی اور خفت اٹھانا پڑی۔ اس ایوان کی مسلمہ رائے ہے کہ پاکستان کی فوج، جو دُنیا کی بہترین مسلح فوج مانی جاتی ہے، کی موجودگی میں بھارتی بزدل افواج سرجیکل سٹرائیک کرنے کی جرات نہیں کر سکتیں۔ یہ ایوان لائن آف کنٹرول پر بلااشتعال بھارتی بارڈر فورس کی فائرنگ کی بھی مذمت کرتا ہے اور پاکستانی افواج کی جانب سے اس کے منہ توڑ جواب پر انہیں خراج تحسین پیش کرتا ہے۔
اس ایوان کی یہ بھی رائے ہے کہ کشمیر نہ صرف پاکستان کی شہ رگ بلکہ تقسیم برصغیر کا نامکمل ایجنڈا ہے۔ یہ ایوان مقبوضہ جموں و کشمیر میں جاری کشمیری عوام کی جدوجہد آزادی کی بھرپور حمایت کا اعادہ کرتا ہے اور مطالبہ کرتا ہے کہ اقوام متحدہ کی قراردادوں کی روشنی میں کشمیریوں کا حق خودارادیت تسلیم کرتے ہوئے ریاست جموں و کشمیر میں فوری طور پر استصواب رائے کرایا جائے، پوری ریاست سے فوجوں کا انخلا کیا جائے اور کشمیری عوام پر جاری مظالم کو بند کیا جائے۔
یہ ایوان اقوام عالم سے مطالبہ کرتا ہے کہ وہ اقوام متحدہ سے اپنی ہی پاس کردہ قراردادوں پر عمل درآمد کو یقینی بنائے۔"
