      THE PUNJAB LAND RECORDS AUTHORITY ORDINANCE 2016

            A MINISTER to lay the Punjab Land Records Authority Ordinance 2016.

(b)  INTRODUCTION OF BILL

      THE PUNJAB URBAN IMMOVABLE PROPERTY TAX (AMENDMENT) BILL 2016

            A MINISTER to introduce the Punjab Urban Immovable Property Tax (Amendment) Bill 2016.

(c)  CONSIDERATION AND PASSAGE OF BILL

            THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2016 (BILL No. 44 of 2016)

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2016, as recommended by Standing Committee on Local Government and Community Development, be taken into consideration at once.

         A MINISTER to move that the Punjab Local Government (Amendment) Bill 2016, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen

In terms of Rule 13 (1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen nominated by Mr. Speaker in the following order:-

1.         Mian Manazir Hussain Ranjha (PP-31)

2.         Mr. Muhammad Tajammal Hussain (PP-157)

3.         Syed Ejaz Hussain Bukhari (PP-15)

4.         Ms. Aliya Aftab (W-338)

Fateha

The House offered Fateha on the sad demise of martyrs died during attacks on Police Training College, Quetta, Shah Noorani shrine, Khuzdar Balochistan and for the soldiers martyred by the Indian Army on the Line of Control, for mother of Dr. Syed Waseem Akhtar, MPA and husband of Ms. Farhana Afzal, MPA.

Question Hour

Questions relating to Auqaf & Religious Affairs, Environment Protection and Mines & Minerals Departments were asked and Mr Muhammad Saqlain Anwar Sipra, Parliamentary Secretary for Auqaf & Religious Affairs, Ms. Zakia Shah Nawaz Khan, Minister for Population Welfare (holding additional charge for Environment Protection) and Mr. Sher Ali Khan, Minister for Mines & Minerals answered the questions.

Laying of Reports

Ch Muhammad Akram laid before the House the report of Standing Committee on Education in respect of “The Forman Christian College Lahore (Amendment) Bill 2016 (Bill No. 42 of 2016)”.

Ms. Azma Zahid Bukhari presented before the House the report of Standing Committee on Law in respect of “The Punjab Criminal Prosecution Service (Constitution Function and Powers) (Amendment) Bill 2016 (Bill No. 40 of 2016)”.

Ms. Farha Manzoor presented before the House the report of Standing Committee on Livestock and Dairy Development in respect of the following: -

1. The Punjab Animals Feed Stuff and Compound Feed Bill 2016 (Bill No. 41 of 2016); and

2. The Punjab Halal Development Agency Bill 2016 (Bill No. 45 of 2016).

Call Attention Notices

Call Attention Notices Kept Pending on 17, 20 and 24 October, 2016

Three Call Attention Notices kept pending on 17, 20 and 24 October, 2016 were taken up. The Notice moved by Ms. Tehseen Fawad regarding theft of 0.3 million cash and prize bonds worth 1.2 million from the residence of Ms Rehana Shafique located at Race Course Rawalpindi, the Notice of Mr. Inamullah Khan Niazi regarding assassination of Mr Zafar Iqbal within the jurisdiction of Kala Bagh police station, District Mianwali whose dead body was recovered from Hydro Power, were disposed of. The Notice of Mr. Muhammad Sibtain Khan regarding murder of forty five years old man by the unknown killers, was kept pending on the request of mover.   

Current Call Attention Notices

Two new Call Attention Notices were taken up. The Notice moved by Mian Mehmood ur Rashid regarding dacoity occurred during day light at signal in Faisal Town Lahore, and the Notice of Malik Taimoor Masood regarding injuring Mr Muhammad Ilyas on resistance during dacoity by the dacoits at Mallapur, Chunnia Lahore, were disposed of.

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Suspension of Rules

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution:

Resolution

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the Resolution condemning the Indian aggression on Line of Control and paid rich tributes to Pakistan Army for giving a befitting response to India and to the innocent citizens who lost their lives at the hands of Indian aggression and urged the Federal government to raise the issue internationally to press India to abide by International Laws was unanimously passed by the House.   

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Sardar Shahabuddin Khan regarding misbehavior of Malik Muhammad Yousaf, SSP Patrolling, Dera Ghazi Khan with the member concerned and the other Motion moved by Mr Muhammad Ejaz Shafi regarding misbehavior of Mr Waqar Jaffar, MD Cattle Market Company Bahawalpur with the member concerned were referred to the Committee on Privileges with the direction to submit its reports within two months.

Adjournment Motion

The Adjournment Motion moved by Ch Ashraf Ali Ansari regarding sale of adulterated and sub-standard cooking oil/ghee in Gujranwala City by mafia,  which is injurious to health and causes of many fatal diseases, was kept pending.

At this stage, the quorum was pointed out and the House was then adjourned at 06:56 p.m. to meet on Friday, November 25, 2016 at 9:00 a.m.

"صوبائی اسمبلی پنجاب کا یہ ایوان لائن آف کنٹرول پر جاری حالیہ بھارتی جارحیت کی پُرزور الفاظ میں مذمت کرتا ہے۔ تحریک آزادی کشمیر میں نئی جان پڑنے کے بعد سے بھارتی حکومت بدحواسی کا شکار ہے اور اس کی ظالم فوج کے ہاتھوں درجنوں بے گناہ کشمیری شہید ہو چکے ہیں اور بے شمار کو پیلٹ گن کے استعمال سے نابینا اور زخمی کیا جا چکا ہے۔ اب بھارتی سیکورٹی فورسز ان واقعات سے عالمی توجہ ہٹانے کے لئے اپنی روائتی بزدلی کا مظاہرہ کرتے ہوئے شہری آبادی پر مسلسل بلااشتعال فائرنگ کر رہی ہیں اور پاک فوج کے ساتھ ساتھ معصوم بچوں سمیت عام شہریوں کو اپنی جارحیت کا نشانہ بنا کر بین الاقوامی قوانین کی مسلسل خلاف ورزی کی مرتکب ہو رہی ہیں۔ یہاں تک کہ بسوں اور ایمبولینس پر بھی حملے کئے جا رہے ہیں۔

یہ ایوان بھارتی جارحیت کا منہ توڑ جواب دینے پر پاک فوج کو خراج تحسین پیش کرتا ہے اور شہید ہونے والے فوجی افسران اور جوانوں کی شجاعت کو سلام پیش کرتا ہے۔ یہ ایوان بھارتی جارحیت کے نتیجے میں ہونے والی سول اور فوجی شہادتوں پر اظہار غم کرتا ہے اور شہداء کی بلندی درجات کے لئے دُعاگو ہے۔

یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ اس معاملے کو بین الاقوامی سطح پر اٹھایا جائے اور عالمی برادری کے ذریعے بھارتی جارحیت اور اس کے جارحانہ عزائم کا نوٹس لے کر اسے بین الاقوامی قوانین کی پابندی پر مجبور کیا جائے۔"
