Sardar Sher Ali Gorchani, Deputy Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool ﷺ.

Question Hour

Questions relating to Information & Culture and Labour & Human Resource Departments were asked and Mian Mujtaba Shuja-ur-Rehman, Minister for Excise & Taxation (holding additional charge for Information & Culture) and Mian Naveed Ali, Parliamentary Secretary for Labour & Human Resource Department answered the questions.

Adjournment Motions

Seven Adjournment Motions were taken up. The Motion moved by Dr. Muhammad Afzal regarding PAEDS Surgery Department, Mayo Hospital Lahore which has been working for the last three years without professors and five Senior Registrars and one PG trainee is deputed to perform duty for long 36 hours in emergency and in ward as well, the Motion moved by Ms.‏ Khadija Umar regarding non-auction of government trees lying wasted on the different roads of Gujrat which have incurred a loss of millions of rupees to the government exchequer, the Motion moved by Ch. Aamir Sultan Cheema regarding open sale of Texcol and Torex syrups in Allahabad and its whereabouts which is used as substitute for alcohol, the Motion moved by Ms.‏ Saadia Sohail Rana regarding use of old and sub-standard machinery for manufacturing life saving drugs by the pharmaceuticals companies in Pakistan, the Motion moved by Sardar Vickas Hassan Mokal regarding a group which is actively working in Sheikhupura and Sharqpur Sharif and fraudulently collects heavy amounts from people on the pretext of sending them abroad, the Motion moved by Ms.‏ Shunila Ruth regarding 80% housing societies in Lahore are deprived of fool proof security system and criminal activities occur in these societies in connivance with local influential residents and Police and the last Motion moved by Mr. Asif Mehmood regarding non-availability of even single Heart Surgeon in Mandi Bahauddin and three hospitals are available in the city of two million population where seats of heart specialists are lying vacant for the past ten years, were kept pending.

Extension in Time Limit for Laying the Reports

On a Motion moved by Mr. Muhammad Anis Qureshi, the House granted two months extension to the Standing Committee on Finance for laying its report on “Starred Question No. 7183 asked by Ms Raheela Anwar, MPA (W-357)”.

On a Motion moved by Ch. Aamir Sultan Cheema, the House granted two months extension to the Standing Committee on Home Affairs for laying its report on “The Prisons (Amendment) Bill 2016 (Bill No. 30 of 2016) moved by Ms. Hina Pervaiz Butt, MPA (W-353)”.

On a Motion moved by Mian Muhammad Aslam Iqbal, the House granted two months extension to the Standing Committee on Local Government & Community Development for laying its reports in respect of the following:

1. Starred Question No.3158 asked by Mr Shahzad Munshi, MPA (NM-369); and

2. Starred Question No.3620 asked by Dr Muhammad Afzal, MPA (PP-276).

On a Motion moved by Mr. Ehsan Riaz Fatyana, the House granted two months extension to the Standing Committee on Transport for laying its report on “Starred Questions No.2338 and No.7599 asked by Mr Tariq Mehmood, MPA (PP-113)”.

Private Members Day

Resolution kept pending on 7 February 2017

The resolution moved by Mr. Muhammad Sibtain Khan that to obtain the National Identity Card is a fundamental right of every citizen but besides other difficulties, citizens have to face problems to get rectified mistakes made by the department and have to run to the court for its rectification, so the resolution urged the government to restrict NADRA to correct such mistakes if made by the department, was kept pending as mover was not present.

Current Resolutions in the Public Interest

The resolution moved by Dr. Syed Waseem Akhtar demanding establishment of an industrial zone in Bahawalpur for the development of area and reduction in unemployment, was unanimously passed by the House.

The resolution of Ms. Hina Pervaiz Butt demanding to initiate legislation against builders and developers who cheat general public through advertisement of their projects on electronic and print media and collect lacs of rupees from them on the pretext of booking of under construction buildings and plazas, which had not been completed and handed over even after the lapse of ten years to the concerned, was kept pending on the request of the mover.

The resolution moved by Begum Khola Amjad suggesting to develop class rooms in government schools as similar to class rooms available in private schools equipped with modern facilities and preparatory classes including Playgroup and Nursery should be made role model, was disposed of.

The resolution moved by Dr. Malik Mukhtar Ahmad Bherth regarding non-completion of a project to construct a bridge on Chak Nizam River Jhelum which would reduce the distance for the residents of District Jehlum and District Sargodha, was unanimously passed by the House.

The resolution moved by Dr. Najma Afzal Khan demanding to include a chapter relating to women protection laws in schools/colleges syllabus so that women should get awareness of those, was withdrawn by the mover.

Suspension of Rules

On a motion moved by Ms.‏ Khadija Umar under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution:

Resolution

Ms.‏ Khadija Umar moved the resolution against publication of derogatory images and blasphemous remarks against the Holy Prophet ﷺ and other noble personalities of Islam on social media and demanded the culprits should be traced without further delay through the usage of information technology and sentenced under Section 295-C of the Pakistan Penal Code which warrants death on the offenders. The resolution called for immediate blocking of all such websites which published the blasphemous content, was unanimously passed by the House.

Zero Hour

The Motion moved by Mian Tariq Mehmood regarding mushroom of encroachments on both sides of Major Jamil Shaheed Road Daroghawala Lahore resulting in traffic jam, the Motion moved by Mr. Muhammad Arshad Malik Advocate regarding non-payment of pension to the retired employees of District Councils for the last three months and the funds have been frozen, therefore, steps should be taken for payment of pension to these employees at the earliest, was kept pending till 15 March 2017. The Motion moved by Ms.‏ Shunila Ruth regarding non-payment of Rs.5000 as a Christmas gift by the government to the minorities in Lahore was replied by Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs, was disposed of.

"پاکستان دُنیا کا واحد ملک ہے جو لَااِلَہٰ اِلّااللہُ مُحَمَّدُ رَّسُولُ اللہ کی بنیاد پر قائم ہوا۔ پاکستان کا آئین و قانون تمام انبیائے کرام علیہم السلام باالخصوص امام الانبیاء خاتم النبین و المرسلین حضرت محمد مصطفیٰ صلی اللہ علیہ وآلہ وسلم، صحابہ کرام رضی اللہ عنہم، اہل بیت عظام رضی اللہ عنہم، تمام مقدس شخصیات رحمہم اللہ اور  شعائر اسلام کے تحفظ کی ذمہ داری لیتا ہے۔ تعزیرات پاکستان میں دفعات 295-A تا 295-C ان ہی مقدس شخصیات و شعائرِ اسلام کے تحفظ کے لئے شامل کی گئی ہیں۔ حالیہ دنوں میں کچھ ناعاقبت اندیش افراد اس قانون کی دھجیاں بکھیرتے ہوئے شعائرِ اسلام کی عموماً اور امام الانبیاء خاتم النبین و المرسلین حضرت محمد مصطفیٰ صلی اللہ علیہ وآلہ وسلم، صحابہ کرام رضی اللہ عنہم اور اہل بیت عظام رضی اللہ عنہم کی خصوصاً توہین کر کے اپنے ناپاک عزائم کو فروغ دیتے ہوئے فسادات کی آگ کو بھڑکانے کی پوری کوشش میں مصروف ہیں اور امت مسلمہ کے ایمان پر رقیق حملے کر کے پاکستان میں نئے فسادات کو جنم دینے کے لئے کوشاں ہیں۔

ہمارا آئین اور قانون جہاں ہر قسم کی آزادی اظہارِ رائے کا حق دیتا ہے وہاں انبیاء کرام علیہم السلام، صحابہ کرام رضی اللہ عنہم اور  اہل بیت عظام رضی اللہ عنہم سمیت کسی بھی مقدس شخصیت کی توہین کی قطعاً اجازت نہیں دیتا۔ وقت کا تقاضا یہ ہے کہ جو بدبخت افراد اور ان کے سہولت کار سوشل میڈیا پر کسی بھی طریقے سے شان رسالت مآب صلی اللہ علیہ وآلہ وسلم، صحابہ کرام رضی اللہ عنہم، اہل بیت عظام رضی اللہ عنہم، دیگر مقدس شخصیات اور قرآن پاک جیسی مقدس کتاب کی توہین کے مرتکب ہو رہے ہیں، ان کے خلاف فوری طور پر قانونی کارروائی کر کے ان کے نام منظر عام پر لائے جائیں اور ان کو نشان عبرت بنایا جائے۔
