Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool .

Question Hour

Questions relating to Cooperatives and Industry, Commerce & Investment Departments were asked and Sheikh Allauddin, Minister for Industry, Commerce & Investment and Khawaja Muhammad Waseem, Parliamentary Secretary for Cooperatives answered the questions.

Adjournment Motions

Six Adjournment Motions were taken up. The Motion moved by Ch Ashraf Ali Ansari regarding many public primary schools located at Wazirabad which are deprived of teaching staff and basic facilities despite the allocation of funds of billions of rupees by the Government to improve their condition, the Motion moved by Ms. Saadia Sohail Rana regarding miserable condition of Punjab Dental Hospital which has become heap of garbage due to insensitive attitude of Health Department and Hospital Management  where unhygienic instruments for dental surgery are used and most of the dental units remain closed, the Motion moved by Ms. Khadija Umar regarding incompletion of Civil Hospital Manawala despite lapse of four years located in the center of Sheikhupura and Faisalabad Road for population of more than 0.5 million, the Motion moved by Dr. Murad Rass regarding use of substandard material for manufacturing different medicines by 67 known pharmaceutical companies in Pakistan and the failure of Professional Quality Control Board and Drugs Regulatory Authority in taking action against the mafia and the Motion moved by Malik Muhammad Waris Kallu regarding the usage of drugs in schools and colleges and the inhuman behavior of private Drugs Quitting Clinics where expensive treatment is given to the patients, were kept pending till next week. The Motion moved by Mr. Ahmed Khan Bhachar regarding non-provision of proper parking facilities to LTC intercity transport due to which a number of buses of the company are becoming useless at Badami Bagh depot, was replied by Mr. Muhammad Nawaz Chohan, Parliamentary Secretary for Transport and was disposed of.

Call Attention Notices

Two Call Attention Notices were taken up. The Notice moved by Mian Tariq Mehmood regarding killing of a person namely Mr Mubashar Baig by the dacoits in the precincts of
Cantt Police Station Kamoke, District Gujranwala and the second Notice moved by Ms.
Faiza Ahmad Malik regarding assassination of Babar Sohail Butt, worker of Pakistan Peoples Party by unknown people who entered his home located in Lakhuder Lahore, were disposed of.

The Notices were replied by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Government Business

Continuation of Pre-Budget Discussion

Ms. Nabila Hakim Ali Khan, Mr. Shahzad Munshi, Sardar Vickas Hassan Mokal, Rana Muhammad Arshad, Rana Liaqat Ali, Ms. Haseena Begum, Ms. Saadia Sohail Rana, Ms. Mehwish Sultana, Mr. Ijaz Khan, Mian Khurram Jahangir Wattoo, Ch Rafaqat Hussain Gujjar, Mr. Ehsan Riaz Fatyana, Ms. Zaib un Nisa Awan, Mr. Ahmed Khan Bhachar, Mr Ghulam Murtaza, Mr. Muhammad Kazim Ali Pirzada, Ms. Khadija Umar, Dr. Murad Rass, Ms. Raheela Anwar, Ms. Shunila Ruth and Abdul Razzaq Khan participated in the discussion.

Dr. Aisha Ghaus Pasha, Minister for Finance concluded the pre-budget discussion and said that credit should be given to the Punjab Government for pre-budget discussion session in which valuable proposals from MPAs came under discussion. She ensured to incorporate proposals of legislators in the next budget which would be exemplary and according to the aspirations of masses. She further told that education, health, maintenance of law and order, setting up new universities, women safety and provision of clean drinking water would be the main priorities while making allocations for next year.

The quorum was pointed out by the Opposition. After ringing bells for five minutes, the quorum was completed and the proceedings commenced.

Zero Hour

The Motion moved by Mr. Muhammad Kazim Ali Pirzada regarding tanneries and factories throwing poisonous water in River Sutlej due to which underground water is getting polluted in Districts Kasur, Okara, Bahawalpur, Bahawalnagar and Vehari was replied by Mr. Akmal Saif Chatha, Parliamentary Secretary for Environment Protection  which was referred  to the Standing Committee on Environment Protection with the direction to submit its report within two months.

 

The Motion moved by Malik Muhammad Waris Kallu regarding illegal allotment of plots at Satellite town No.3, Quaidabad, Khushab, was referred to the Standing Committee on Housing, Urban Development & Public Health Engineering with the direction to submit its report within two months.

 

The House was then adjourned at 03:34 p.m. to meet on Friday, March 17, 2017 at 9:00 a.m.
