(A) EXTENSION OF ORDINANCES

(i) MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

            A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:

1.    The Parks and Horticulture Authority (Amendment) Ordinance 2017 (IX of 2017)

2.    The Dera Ghazi Khan Development Authority (Repeal) Ordinance 2017 (X of 2017)

3.    The Punjab Criminal Prosecution Service (Constitution, Functions and Powers)(Amendment) Ordinance 2017 (XI of 2017)

(ii) RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION

1.   RESOLUTION FOR EXTENSION OF THE PARKS AND HORTICULTURE AUTHORITY (AMENDMENT) ORDINANCE 2017 (IX OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Parks and Horticulture Authority (Amendment) Ordinance 2017 (IX of 2017), promulgated on 20 June 2017, for a further period of ninety days with effect from 18 September 2017.

2.   RESOLUTION FOR EXTENSION OF THE DERA GHAZI KHAN DEVELOPMENT AUTHORITY (REPEAL) ORDINANCE 2017 (X OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Dera Ghazi Khan Development Authority (Repeal) Ordinance 2017 (X of 2017), promulgated on 21 June 2017, for a further period of ninety days with effect from 19 September 2017.

3.   RESOLUTION FOR EXTENSION OF THE PUNJAB CRIMINAL PROSECUTION SERVICE (CONSTITUTION, FUNCTIONS AND POWERS)(AMENDMENT) ORDINANCE 2017 (XI OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Criminal Prosecution Service (Constitution, Functions and Powers)(Amendment) Ordinance 2017 (XI of 2017), promulgated on 22 June 2017, for a further period of ninety days with effect from 20 September 2017.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool .

Panel of Chairmen

In terms of Rule 13 (1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen nominated by Mr. Speaker in the following order:-

1.         Mian Manazir Hussain Ranjha (PP-31)

2.         Rais Muhammad Mehboob Ahmed (PP-289)

3.         Mr. Ramesh Singh Arora (NM-368)

4.         Mrs. Saadia Sohail Rana (W-355)

Fateha

The House offered Fateha on the sad demise of Malik Jalal-ud-Din Dhakku, ex-MPA, mother of Malik Nadeem Kamran, Minister for Planning & Development, mother of Mrs. Tahseen Fawad, MPA (W-339) and father of Mian Tahir Pervaz, Parliamentary Secretary for Tourism.

Question Hour

Questions relating to Special Education and Livestock & Dairy Development Departments were asked and Ch Muhammad Shafique, Minister for Special Education and Mr. Asif Saeed Manais, Minister for Livestock & Dairy Development answered the questions.

Laying of Reports

Malik Umar Farooq presented before the House the reports of Standing Committee on Home in respect of the following:

1. The Police Order (Amendment) Bill 2017 (Bill No. 15 of 2017); and

2. The Punjab Destitute and Neglected Children (Amendment) Bill 2017 (Bill No. 17 of 2017).

Ch. Muhammad Iqbal presented before the House the reports of Committee on Privileges in respect of Privilege Motions No. 31 of 2014, 19 of 2015, 18, 32, 33, of 2016 and 4, 5 of 2017.

Dr. Najma Afzal Khan presented before the House the reports of Standing Committee on Health in respect of the following:

1. The Rawalpindi Medical University Bill 2017 (Bill No. 12 of 2017);

2. The Faisalabad Medical University Bill 2017 (Bill No. 13 of 2017); and

3. The Nishtar Medical University Bill 2017 (Bill No. 14 of 2017).

Sardar Bahadur Khan Maken presented before the House the reports of Standing Committee on Agriculture in respect of the following:

1. Starred Question No.7862 asked by Dr Syed Waseem Akhtar, MPA (PP-271);

2. Resolution No.238 moved by Ch. Aamir Sultan Cheema, MPA (PP-32); and

3. Resolution No.276 moved by Mr. Ahmed Khan Bhachar, MPA (PP-45).

Extension in Time Limit for Laying the Reports

On a Motion moved by Mr. Khurram Shahzad, the House granted two months extension to the Standing Committee on Excise & Taxation for laying its report onStarred Question No.8288 asked by Mr Muhammad Arshad Malik Advocate, MPA (PP-222)”.

On a Motion moved by Ch Muhammad Akram, the House granted two months extension to the Standing Committee on Education for laying its reports in respect of the following:

1. The Punjab Education Standards Development Authority Bill 2017 (Bill No. 18 of 2017);

2.  Adjournment Motion No. 1093 moved by Mian Tariq Mehmood, MPA (PP-113);

3. Starred Question No.7677 asked by Mian Tariq Mehmood, MPA (PP-113);

On a Motion moved by Ch. Muhammad Iqbal, the House granted two months extension to the Committee on Privileges for laying its reports on “Privilege Motions No. 12 of 2013, 20 of 2014, 5, 14, 18, 20 of 2015, 20, 35, 38, 39 of 2016 and 2, 3, 6 of 2017.

Suspension of Rules

On the motions moved by Mian Mehmood ur Rashid, Leader of Opposition and Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolutions:

Resolutions

Mian Mehmood ur Rashid, Leader of Opposition, moved the Resolution condemning genocide and atrocities against Rohingya Muslims in Myanmar by its army and demanded the UN rights organizations and world community to take notice of it and play role in stopping the crime against humanity and the other Resolution moved by Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs rejecting allegations of US President Donald Trump against Pakistan for US failure in Afghanistan and  ignoring the sacrifices given by the Pakistanis and praised armed forces for rendering matchless services in the war on terror, were unanimously passed by the House.

Adjournment Motion

The Adjournment Motion moved by Sardar Shahabuddin Khan regarding out-of-course paper of MCAT (entry test 2017) held, was disposed of as answered by Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs.

At this stage, the quorum was pointed out and the House was then adjourned at 07:06 p.m. to meet on Tuesday, September 12, 2017 at 10:00 a.m.

"صوبائی اسمبلی پنجاب کا یہ ایوان میانمار کی حکومت اور فوج کی جانب سے روہنگیا مسلمانوں پر کئے جانے والے انسانیت سوز مظالم کی پُرزور الفاظ میں مذمت کرتا ہے۔ ان مسلمانوں کے ساتھ روا رکھے جانے والے غیر انسانی سلوک پر عالمی برادری اور عالمی اداروں کی خاموشی ناقابل فہم ہے۔ یہ ایوان مطالبہ کرتا ہے کہ عالمی برادری، اسلامی ممالک کی تنظیم (OIC)، اقوام متحدہ کا انسانی حقوق کمیشن اور انسانی حقوق کی عالمی تنظیمیں ان مظلوم مسلمانوں کی نسل کشی کا فوری نوٹس لیں اور ان کے ساتھ ہونے والے انسانیت سوز سلوک کو فی الفور رکوانے کے لئے فوری اقدامات کریں۔"

"صوبائی اسمبلی پنجاب کا یہ ایوان امریکی صدر ڈونالڈ ٹرمپ کی جانب سے پاکستان کے بارے میں حالیہ بیان کی پُرزور الفاظ میں مذمت کرتا ہے۔ یہ ایوان امریکی صدر ٹرمپ اور افغانستان میں امریکی فوج کے کمانڈر جنرل نکلسن کے پاکستان پر لگائے گئے الزامات کو حقائق کے منافی اور بے بنیاد قرار دیتا ہے اور سمجھتا ہے کہ افغانستان میں امریکا کی ناکام پالیسی پر پاکستان کو مورد الزام ٹھہرانا ایک سنگین غلطی اور انتہائی ناانصافی ہے۔ یہ ایوان دہشت گردی کے خلاف جنگ میں پاکستان کی بے مثال قربانیوں کااعتراف کرنے کی بجائے پاکستان پر الزام طرازی کو ایک سازش قرار دیتا ہے اور سمجھتا ہے کہ اس طرح کے بیانات خطے میں عدم استحکام کا باعث بنیں گے۔

یہ ایوان اس جنگ میں پاک فوج اور دیگر سیکورٹی اداروں کی قربانیوں کو خراج تحسین پیش کرتا ہے اور انہیں اپنی بھرپور حمایت کا ایک بار پھر اعادہ کرتا ہے۔"
