Question Hour

Questions relating to Higher Education Department were asked and Ms Mehwish Sultana, Parliamentary Secretary for Higher Education answered the questions.

Leave of Absence

Rai Mumtaz Hussain Babar, Senior Secretary, Provincial Assembly of the Punjab, read out the leave applications of the following Members and the House granted them leave:-

Ms Tahia Noon (W-336), Ms Mary Gill (W-334), Ch Raza Nasrullah Ghumman (PP-62), Ms. Shabina Zakria Butt (W-326), Ms Zaib un Nisa Awan (W-300), Ms Ayesha Javed (W-317), Ms Sultana Shaheen (W-313) and Rai Mansab Ali Khan (PP-202).

Adjournment Motions

Fourteen Adjournment Motions were taken up. Two Motions of Dr. Murad Raas one regarding illegal parking on both sides of the road in the area of Nila Gumbad Lahore has made the lives of people miserable, and the second Motion regarding financial irregularities disclosed in Information & Culture Department i.e. not deducting income tax from the salaries of the employees etc. resulting in the loss of rupees more than 20 million to the public exchequer, two Motions of Ms Saadia Sohail Rana one regarding embezzlement of rupees 470 million in Livestock & Dairy Development Department, and the second Motion regarding financial irregularities of rupees 502 million in the Punjab Printing Press where audit has been  refused to be done since 2007, the Motion of Mian Khurram Jahangir Wattoo regarding purchase of 323 ambulances by the administration of Rescue 1122 after getting approval of funds by the Chief Minister despite objections raised by different departments on their purchase, and the Motion moved by Mr Ahmed Khan Bhacher regarding overcharging of parking fee by the staff deployed at parking stands of different Hospitals in Lahore and demanding strict action against the violators, were kept pending. The Motion moved by Syed Muhammad Sibtain Raza regarding theft of water of a canal coming from Tehsil Alipur and Tehsil Jatoi in connivance with the XEN Kot Addu, SE Irrigation, Muzaffarabad and Chief Engineer, Dera Ghazi Khan, the Motion of Ch. Ashraf Ali Ansari regarding bad financial condition of Gujranwala Waste Management Company which is extremely lacking funds to remain operative consequently, Gujranwala city is full of filth and garbage, the Motion of Mr. Muhammad Shoaib Siddiqui regarding violation of government notification by teaching hospitals in Lahore directing to distribute proportionately amount collected under the head of fee between government, doctors and paramedical staff and depriving paramedical staff of its due share, the Motion of Mian Khurram Jahangir Wattoo regarding sale of sub-standard and chemical mixed milk devoid of cream and other nutrients in Lahore, the Motion of Sardar Vickas Hasan Mokal  regarding increase in the environmental pollution in the city of Lahore in connivance with the Environment Protection and Transport Departments allowing factories and out of order vehicles respectively to pollute the environment were disposed of. The Adjournment Motions of Sardar Shahabuddin Khan, Mr. Imtiaz Ahmad Lali, Mian Muhammad Azam and Ch Aamir Sultan Cheema were disposed of under rule 83 (e) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, because discussion on the grievances of Sugarcane Growers is to be held on 31 January 2018.

Dr. Syed Waseem Akhtar was granted leave by the House to introduce The Punjab Compulsory Teaching of the Holy Quran Bill 2017 which was referred to the Standing Committee on Education with the direction to submit its report within two months.

Resolutions in the Public Interest

1.         The resolution of Ms Hina Pervaiz Butt demanding the federal government to upgrade the present ATMs system to save general public from money theft was disposed of because the mover was not present.

2.         The resolution moved by Mr Ahmed Khan Bhacher demanding to start public awareness campaign regarding swine flu, a fatal disease, was disposed of.

3.         Mr. Muhammad Waheed Gul moved a resolution to increase the number of Zakat & Ushr Committees in District Lahore in proportion with increased population, was disposed of.

4.         Resolution of Ms. Nabila Hakim Ali Khan moved by Ms Saadia Sohail Rana to start pubic awareness campaign regarding government Helpline vis-à-vis sexual harassment to women on public transport, was disposed of.

5.         Ms. Nighat Sheikh moved a resolution to imparting First Aid Training in all educational institutions across the province should be mandatory, was disposed of.  

Extension in Time Limit for Laying the Reports

On a Motion moved by Ms Shameela Aslam, the House granted two months extension to the Standing Committee on Education for laying its report in respect of the following: -

1.         The Punjab Private Educational Institutions (Promotion and Regulation) (Amendment) Bill 2017 (Bill No.8 of 2017) moved by Mrs Gulnaz Shahzadi, MPA (W-329);

2.         Adjournment Motion No.1093 moved by Mian Tariq Mehmood, MPA (PP-113);  

3.         Starred Question No.7677 asked by Mian Tariq Mehmood, MPA (PP-113);

4.         Starred Question No.3539 asked by Mr Muhammad Arshad Malik, Advocate, MPA, (PP-222);

5.         Starred Question No.7681 asked by Haji Imran Zafar, MPA, (PP-111);

6.         Starred Question No.4980 asked by Mr Shahzad Munshi, MPA, (NM-369);

7.         Starred Question No.7169 asked by Mr Abdul Majeed Khan Niazi, MPA, (PP-262); and

8.         Starred Question No.2588 asked by Dr Nausheen Hamid, MPA, (W-356).

On a Motion moved by Mian Tariq Mehmood, the House granted extension from 13 February 2018 to 31 May 2018 to the Public Accounts Committee-II for laying its reports on Reports of the Auditor General of Pakistan and the Accounts of Government of the Punjab for the year 2013-14.

Zero Hour

On a Motion by Ms Faiza Ahmed Malik regarding termination of 60 employees of Benevolent Fund Board Punjab Al-Falah Building Lahore, who were working there since long and due to their removal, the families are suffering badly, was kept pending.

The House was then adjourned at 1:12 p.m. to meet on Wednesday, January 31, 2018 at 10:00 a.m.
