CONSIDERATION AND PASSAGE OF BILLS

1.         THE PUNJAB EDUCATION INITIATIVES MANAGEMENT AUTHORITY BILL 2017 (BILL No. 24 of 2017)

            A MINISTER to move that the Punjab Education Initiatives Management Authority Bill 2017, as recommended by Standing Committee on Education, be taken into consideration at once.

         A MINISTER to move that the Punjab Education Initiatives Management Authority Bill 2017, be passed.

2.         THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) BILL 2017 (BILL No. 29 of 2017)

            A MINISTER to move that the Provincial Motor Vehicles (Amendment) Bill 2017, as recommended by Standing Committee on Excise and Taxation, be taken into consideration at once.

         A MINISTER to move that the Provincial Motor Vehicles (Amendment) Bill 2017, be passed.

3.         THE PUNJAB ZAKAT AND USHR BILL 2017 (BILL No. 28 of 2017)

            A MINISTER to move that the Punjab Zakat and Ushr Bill 2017, as recommended by Standing Committee on Zakat and Ushr, be taken into consideration at once.

         A MINISTER to move that the Punjab Zakat and Ushr Bill 2017, be passed.

Question Hour

The quorum was pointed out at 11:43 a.m. After ringing bells for five minutes quorum was incomplete, so the proceedings of the House were adjourned for ten minutes. The House resumed at 01:59 p.m. on the completion of the quorum.

Questions relating to Primary & Secondary Healthcare Department were on the agenda and were kept pending on the request of Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs, who informed the House that the concerned Minister and Executive Secretary and its related staff had gone to Multan with the Chief Minister Punjab Mr. Shahbaz Sharif, who had to inaugurate a Kidney & Liver Transplant Institute there.

Adjournment Motions

Three Adjournment Motions were taken up. Two Motions of Dr. Muhammad Afzal and Dr. Murad Raas were identical regarding violation of contract after receiving payment by two Turkish Companies i.e. Al-Barak and Ozpak, whom contract was awarded by Lahore Waste Management Company for the cleanliness of Lahore and disposal of garbage but even after the passage of five and half years only 10 % garbage has been dumped by the companies and the Motion of Ms Shunila Ruth regarding ban on usage of milk boosting injection given to dairy cattle which is injurious to human health as reported by the Standing Committee of National Assembly on Inter-Provincial Coordination, were kept pending.

Laying of Reports

Haji Malik Umar Farooq presented before the House the report of Standing Committee on Home in respect of The Punjab Charities Bill 2018 (Bill No.4 of 2018)”.

Consideration and Passage of Bills

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the following Bills, which were passed by the House:-

1.         THE PUNJAB EDUCATION INITIATIVES MANAGEMENT AUTHORITY BILL 2017 (BILL No. 24 of 2017);

2.         THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) BILL 2017 (BILL No. 29 of 2017); and

3.         THE PUNJAB ZAKAT AND USHR BILL 2017 (BILL No. 28 of 2017).

Zero Hour

The Motion of Mian Mehmood ur Rashid regarding WASA, using rain water drainage as sewerage line in Allama Iqbal Town Lahore which is effecting the residents of the area and they are demanding that the Government should take steps to separate rain water drainage and sewerage pipelines, was kept pending.

The Motion of Ms Faiza Ahmed Malik regarding termination of 60 employees of Benevolent Fund Board Punjab Al-Falah Building Lahore, who were working there since long and due to their removal, the families are suffering badly, was kept pending.

The House was then adjourned at 02:20 p.m. to meet on Thursday, February 8, 2018 at 10:00 a.m.
