            A MINISTER to introduce the Punjab Land Revenue (Amendment) Bill 2018.

2.   THE REGISTRATION (PUNJAB AMENDMENT) BILL 2018

            A MINISTER to introduce the Registration (Punjab Amendment) Bill 2018.

(B)  LAYING OF REPORTS

      ANNUAL ACTIVITY REPORTS OF THE PARKS AND HORTICULTURE AUTHORITY FAISALABAD, MULTAN, GUJRANWALA, LAHORE, BAHAWALPUR AND RAWALPINDI FOR THE YEAR 2015-16

            A MINISTER to lay the Annual Activity Reports of the Parks and Horticulture Authority Faisalabad, Multan, Gujranwala, Lahore, Bahawalpur and Rawalpindi for the year 2015-16.

1.         THE PUNJAB CHARITIES BILL 2018 (BILL No. 04 of 2018)

            A MINISTER to move that the Punjab Charities Bill 2018, as recommended by Standing Committee on Home, be taken into consideration at once.

         A MINISTER to move that the Punjab Charities Bill 2018, be passed.

2.         THE LIMITATION (PUNJAB AMENDMENT) BILL 2018 (BILL No. 08 of 2018)

            A MINISTER to move that the Limitation (Punjab Amendment) Bill 2018, as recommended by Standing Committee on Law, be taken into consideration at once.

         A MINISTER to move that the Limitation (Punjab Amendment) Bill 2018, be passed.

3.         THE UNIVERSITY OF SIALKOT BILL 2018 (BILL No. 09 of 2018)

            A MINISTER to move that the University of Sialkot Bill 2018, as recommended by Standing Committee on Education, be taken into consideration at once.

         A MINISTER to move that the University of Sialkot Bill 2018, be passed.

4.         THE UNIVERSITY OF NAROWAL BILL 2018 (BILL No. 10 of 2018)

            A MINISTER to move that the University of Narowal Bill 2018, as recommended by Standing Committee on Education, be taken into consideration at once.

         A MINISTER to move that the University of Narowal Bill 2018, be passed.

Important Announcement with reference to Senate Elections 2018

 

Rai Mumtaz Hussain Babar, Senior Secretary, Provincial Assembly of the Punjab, made the following announcement about Senate Elections to be held on Thursday 1st March 2018 against one vacant general seat and then on Saturday 3rd March 2018 for twelve seats:-

 

“All the Members of Punjab Assembly who are voters shall cast their vote from 09:00 a.m. to 04:00 p.m. on both days without any break in this House. Members are required to bring their identity cards to cast their votes and those members who do not have identity cards should contact Secretary Assembly.”

 

Question Hour

 

Questions relating to Food and Agriculture Departments were on the agenda. The Speaker adjourned the proceedings for twenty minutes on being pointed out that the Administrative Secretary of Agriculture Department was not present and on his arrival the proceedings resumed. Mr. Muhammad Naeem Akhtar Khan Bhabha, Minister for Agriculture and Ch. Muhammad Asad Ullah, Parliamentary Secretary for Food answered the questions.

 

Privilege Motion

 

The Privilege Motion moved by Sheikh Ijaz Ahmad about misbehavior of Mr. Farooq Mazhar, DIG traffic, Punjab with the member concerned was referred to the Committee on Privileges with the direction to submit its report within one month.

 

 

 

Government Business

 

Introduction of Bills

 

Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs introduced the following Bills, which were referred to Standing Committee on Revenue, Relief & Consolidation with the direction to submit their reports within two months:-

 

1.   THE PUNJAB LAND REVENUE (AMENDMENT) BILL 2018; and

 

2.   THE REGISTRATION (PUNJAB AMENDMENT) BILL 2018

 

At this stage, the quorum was pointed out at 12:20 p.m. and the proceedings resumed at 12:28 p.m.

 

Laying of Reports

 

Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs laid the following reports:-

 

“ANNUAL ACTIVITY REPORTS OF THE PARKS AND HORTICULTURE AUTHORITY FAISALABAD, MULTAN, GUJRANWALA, LAHORE, BAHAWALPUR AND RAWALPINDI FOR THE YEAR 2015-16”

 

Consideration and Passage of Bill

 

At this stage, the quorum was again pointed out at 12:59 p.m. and after ringing bells for five minutes the quorum was complete and the proceedings resumed.

 

Mr. Khalil Tahir Sandhu, Minister for Human Rights & Minorities Affairs moved THE PUNJAB CHARITIES BILL 2018 (BILL No. 04 of 2018) which was passed by the House.

 

Suspension of Rules

 

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution:-

 

 

 

Resolution

 

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the following resolution which was passed by the House:-

 

        “This House of Punjab Assembly expresses deep concern over all the actions of National Accountability Bureau (NAB) which are in violation of basic human rights and against human esteem. The Constitution of Pakistan declares and guarantees human respect. The harassment of senior officers by NAB during their custody and their humiliation by releasing their objectionable pictures on media are its illegal and immoral actions. This House demands that all institutions including NAB should respect human rights, moral values as well as the Constitution of Pakistan. In this regard, this House urges the Federal Government to take measures for bringing this issue before the Parliament for discussion. Moreover, the National Accountability Bureau Ordinance 1999 should be amended in such a way to keep a check on the misuse of powers and the provision of plea-bargaining should be deleted as it was doing nothing except giving a safe passage to the corrupt”.

The House was then adjourned at 01:22 p.m. to meet on Friday, March 2, 2018 at 09:00 a.m.

"صوبائی اسمبلی پنجاب کا یہ ایوان قومی احتساب بیورو (نیب) کی جانب سے بنیادی انسانی حقوق سے متصادم اور انسانی وقار کے منافی کی جانے والی تمام کارروائیوں پر گہری تشویش کا اظہار کرتا ہے۔ آئین پاکستان شرف انسانی کو نہ صرف قابل حرمت قرار دیتا ہے بلکہ اسے یقینی بنانے کی ضمانت بھی دیتا ہے۔ نیب کی طرف سے اعلیٰ سرکاری افسران کو ہراساں کئے جانے، ان کی تضحیک، بعد از گرفتاری میڈیا پر باقاعدہ تشہیر اور ماورائے عدالت کردار کشی، غیرقانونی اور غیراخلاقی اقدام ہیں۔

یہ ایوان پُرزور مطالبہ کرتا ہے کہ ہر ادارہ بشمول قومی احتساب بیورو بنیادی انسانی حقوق، شرفِ انسانی، اخلاقی اقدار اور سب سے بڑھ کر آئین پاکستان کی پاسداری کو یقینی بنائے۔ اس ضمن میں وفاقی حکومت سے پُرزور سفارش کی جاتی ہے کہ اس معاملے کو مجلس شوریٰ میں زیربحث لائے جانے کے لئے مناسب اقدامات کئے جائیں۔ مزید برآں قومی احتساب بیورو آرڈیننس 1999 میں ایسی ترامیم کی جائیں جن سے غیرقانونی اختیارات کے استعمال کا سدباب ہوسکے۔ خصوصی طور پر پلی بارگین (plea bargain) کی شق حذف کی جائے کیونکہ مذکورہ شق کا عملی مقصد ہمیشہ رشوت خوری اور بدعنوانی کرنے والے افراد کو محفوظ راستہ فراہم کرنے کے علاوہ اور کچھ نہ رہا ہے۔"
