Ch Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings of the last day of the third parliamentary year commenced with the recitation from the Holy Quran.

OATH

Member elected Mr. Muhammad Nasir Cheema (PP_97) made oath. He was elected in the bye-election held on 21-11-2005 on the seat vacated by Mr. Mazher Javed, who was deserted by the judgment of the High Court in election petition against him.

QUESTION HOUR

Questions relating to Industries, Mines & Minerals were asked and answered by Mr Muhammad Ajmal Cheema, Minister for Industries. The questions relating to Zakat & Ushr Department were answered by Mr Khadim Hussain Wattoo, Minister for Zakat & Ushr.

CALL ATTENTION NOTICES

The first call attention notice was from Ch Asghar Ali Gujjar, Mr Arshad Mehmood Baggu and Mrs Tahira Munir regarding blind murder of a youngster named Muzammal, resident of Nishatabad, Faisalabad and whether the culprits had been arrested by the police or not. The notice was moved by Ch Asghar Ali Gujjar and was disposed of after reply by Mr Muhammad Basharat Raja, Minister for Law.

The second call attention notice was from Syed Ihsanullah Waqas and Dr Syed Waseem Akhtar regarding murder of an owner of Steel Mill at Manawan, Lahore in a clash over illegal construction of a wall. The notice moved by Dr Syed Waseem Akhtar, was replied by the Minister for Law and disposed of.

PRESENTATION OF REPORT OF SPECIAL COMMITTEE

Rai Rab Nawaz MPA  convener submitted the report of the Special Committee on the point of notice raised by Mr. Muhammad Arshad Baggu, MPA, challenging the validity of the meeting of the Standing Committee on Education, held on 15 November 2005.

PRIVILEGE MOTIONS

The privilege motion No.63 was from Mrs Anjum Sultana, MPA regarding misbehavior shown to her by Mrs Zamarrud Nigar, Principal, Nursing School, Okara. Since the mover was not present, the motion was disposed of.

ADJOURNMENT MOTIONS

Three adjournment motions were taken up. The adjournment motion (No.680) from Haji Muhammad Ejaz, Ch Zahid Pervaiz and Malik Asghar Ali Qaiser was pending for reply. The motion was regarding preparation of substandard tents by factory situated at Shahdra, Lahore which had been sent to earthquake affected areas by al-Khidmat Foundation. Mr Muhammad Ajmal Cheema, Minister for Industries replied the motion and it was disposed of being not pressed.

The adjournment motion (No.690) was moved by Dr Syed Waseem Akhtar protesting against the policy of entry test at the time of admission in medical colleges. The motion was pended to be decided alongwith a resolution on the same subject, as the matter was subjudice in the Supreme Court, as stated by the Health Minister on 22-11-2005, while replying to the said resolution.

Sh Ejaz Ahmad moved his adjournment motion (No. 774) out of turn regarding delay in implementation of service rules of sports department. The motion was pended till next session on the request of Minister for Law.

GOVERNMENT BUSINESS

THE PROVINCIAL MOTOR VEHICLES (AMENDMNET) BILL 2005

The Minister for Law introduced the Provincial Motor Vehicles (Amendment) Bill 2005 (Bill No.26 of 2005) and was referred to Standing Committee on Transport for report up to 31 December 2005.

 

The last session of the third parliamentary year was then prorogued.
