Summary of proceedings of the meeting of the Assembly

held on 27 November 2002

 

      The Presiding Officer, Ch Parvez Elahi occupied the Chair at 10.00 a.m. The meeting commenced with the recitation from the Holy Quran. The Presiding Officer announced that the nomination papers for the election of Speaker and Deputy Speaker were to be filed with Secretary Assembly by 5.00 p.m. on 26 November 2002. By the stipulated time 13 nomination papers had been received for the election of Speaker and after scrutiny, all of them were declared as valid.

      1.   Raja Riaz Ahmad, (PP-65) was nominated by one nomination paper signed by Mr Faiz Ullah, Kamoka, (PP-68).

      2.   Ch Muhammad Afzal Sahi, (PP-51) was nominated by 10 nomination papers signed by Mr Muhammad Arshad Khan Lodhi, (PP-223), Syed Akhtar Hussain Rizvi, (PP-126), Mr Zaheer-ud-Din Khan, (PP-55), Mrs Naseem Lodhi, (W-298), Mr Muhammad Tahir Mehmood, (PP-281),

                  Ms Parveen Sikandar, (W-319), Syed Raza Ali Gillani, (PP-187), Raja Rashid Hafeez, (PP-11), Diwan Ikhlaq Ahmed, (PP-193) and Mr Ali Abbas, (PP-164).

      3.   Raja Muhammad Shafqat Khan Abbasi, Advocate, (PP-1) was nominated by one nomination paper signed by Mr Ishtiaq Ahmed Mirza, (PP-13).

      4.   Rana Mashhood Ahmad Khan, (PP-149) was nominated by one nomination paper signed by Ch Afzal Sultan Dogar, (PP-166).

 

      Two candidates namely Raja Riaz Ahmad and Raja Muhammad Shafqat Khan Abbasi had withdrawn their nomination papers. The election was held between the two contesting candidates namely Ch Muhammad Afzal Sahi and Rana Mashhood Ahmad Khan. Secretary Assembly (Dr Syed Abul Hassan Najmee) announced that for the purpose of election to the office of the Speaker two polling booths had been set up. Mr Saeed Ahmad, Additional Secretary was appointed Polling Officer No. 1 assisted by Mr Maqsood Ahmad Malik, Deputy Secretary, whereas Mr Qadeer Hussain, Additional Secretary was appointed as Polling Officer No. 2 assisted by Mr Inayat Ullah Lak, Librarian.

      The polling was held by secret ballot. On the conclusion of the polling, the counting of votes was conducted by the Secretary Assembly in the presence of the Polling Agents. The Presiding Officer announced the results as under:-

          (iv)   No. of votes secured by Rana Mashhood Ahmad Khan      108

           (v)   No. of votes secured by Ch Muhammad Afzal Sahi             243

 

      Ch Muhammad Afzal Sahi was declared elected to the office of the Speaker, Provincial Assembly of the Punjab. He made the prescribed oath of the office of the Speaker before the Assembly and assumed the Chair.

      The Members who spoke to congratulate the Speaker on his election included Rana Mashhood Ahmad Khan, Mr Arshad Mahmood Bhagu, Mr Qasim Zia, Rana Sana Ullah Khan, Ch Muhammad Farooq, Mrs Zeenat Khan, Syed Abdul Aleem Shah, Rana Muhammad Qasim Noon, Syed Nazim Hussain Shah, Mr Muhammad Arshad Khan Lodhi, Mian Imran Masood, Sardar Hassan Akhtar Moakal and Mr Sami Ullah Khan.

      The meeting was adjourned for 15 minutes for Asr prayer. After the break, Mr Speaker (Ch Muhammad Afzal Sahi) occupied the Chair at 3.55 p.m. and started proceedings for the election of Deputy Speaker. He announced that by 5.00 p.m. on 26 November 2002 fixed for receipt of nomination papers for the election of Deputy Speaker under the rules, only six nomination papers were filed with Secretary Assembly and all of them were declared valid after scrutiny. According to these nomination papers–

         (i)   Mr Muhammad Ashraf Khan (PP-190) was nominated by Raja Muhammad Tariq Kiyani (PP-3);

        (ii)   Ms Saghira Islam (W-336) was nominated by Mrs Memoona Nabeel (W-347);

       (iii)   Sardar Shaukat Hussain Mazari (PP-250) was nominated by Sardar Aman Ullah Khan Dreshak (PP-249);

       (iv)   Sardar Shaukat Hussain Mazari (PP-250) was also nominated by Sardar Hasnain Bahadur Dreshak (PP-248);

        (v)   Mr Mujtaba Shuja-ur-Rehman (PP-141) was nominated by Sheikh Amjad Aziz (PP-156);

       (vi)   Mr Jehanzeb Rao (PP-165) was nominated by Mr Kamran Michal (NM-371).

 

      However, Mr Jehanzeb Rao, Ms Saghira Islam and Mr Muhammad Ashraf Khan had withdrawn their nomination papers and the election was held between Sardar Shaukat Hussain Mazari and Mr Mujtaba Shuja-ur-Rehman. The Secretary Assembly informed the members about the method of election and that two polling booths had been set up with the same Polling Officers as for the election of the Speaker.

      After the conclusion of the polling, counting of votes was conducted by Secretary Assembly in the presence of the Polling Agents. The result was announced by Mr Speaker as under:-

      Sardar Shaukat Hussain Mazari was declared to have been elected as Deputy Speaker. He took oath of his office before the House. Besides Mr Speaker, the members who spoke to congratulate the Deputy Speaker on his election included Mr Mujtaba Shuja-ur-Rehman and Ch Bilal Asghar. The Deputy Speaker spoke to express his gratitude to the members who had reposed confidence in him. After the completion of the election of the Speaker and Deputy Speaker, the first session of the Assembly summoned by the President for this purpose stood prorogued.
