SUMMARY OF THE PROCEEDINGS

Sunday, June 17, 2007 

 

Ch. Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

Referring to the disturbance in the House during the Budget speech of the Finance Minister on 14-06-07, Mr. Speaker urged the members from Treasury and Opposition to keep in mind their oath of office, and to follow the Rules of procedure of the Provincial Assembly of the Punjab 1997, while participating in the proceedings of the House and hoped that such a scene would not be repeated in future.

 

PRIVILEGE MOTIONS:-

 

Five Privilege Motions were taken up. Privilege Motion moved by Chaudhry Tasneem Nasir regarding registration of fake FIR against him by SSP Jhelum, and the Privilege Motion moved by Mrs. Noor-un-Nisa Malik concerning misconduct of SHO Civil lines Faisalabad were kept pending till Monday, 18 June, 2007.

Two Privilege Motions, of Mr. Allah Wassaya Khan alias Chunnu Khan Leghari, Parliamentary Secretary for Tourism and Resort Development Department and of Mian Iftikhar Hussain Chhachhar, were disposed of due to absence of movers.

Privilege Motion of Miss Zaib-un-Nisa Qureshi moved on Thursday, June 13, 2007 was admitted and referred to Committee on Privileges.

 

GOVERNMENT BUSINESS:-

General Discussion on Annual Budget for the year 2007-2008:

The annual budget for the year 2007-08 was presented in the Punjab Assembly on 14-6-2007.

After 2 days break, discussion on the annual budget was started. Eight members each from the opposition and the Treasury benches participated in the budget debate.

As per parliamentary tradition, the discussion was initiated by Leader of the Opposition, Mr. Qasim Zia. The following members participated in the discussion.

Point of Order:-

On point of order Syed Ihsan Ullah Waqas denounced the British government for awarding the title of “Sir” (Knighthood) to Salman Rushdie. He also sought that a resolution to condemn this act of British Government may be moved in the House. Mr. Speaker said the House had denounced this act and a unanimous resolution may be moved.

 

The House was then adjourned till 10.00 a.m. on Monday, June 18, 2007.
