Mahr Fazal Hussain Soomra son of Mahr Qadir Bakhsh Soomra was born on December 23, 1946 at Layyah. He obtained the degree of LL.B. in 1969 from University Law College Lahore. An agriculturist and a practising lawyer, who served as Naib Zila Nazim Layyah during 200102. He remained Member Punjab Assembly during 1993-96 and also functioned as Parliamentary Secretary for Labour during 1993-94 and as Special Assistant to Chief Minister during 1994-96. He has returned to Punjab Assembly for the second term in Bye-Elections 2003 against the seat vacated by Ch Asghar Ali Gujjar who had won from two constituencies and took oath from PP-264. He has been appointed as Parliamentary Secretary for Prisons on August 5, 2003. His elder brother Mahr Manzoor Soomra served as Member National Assembly during 1972-77.
