Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Ghulam Rasool followed by Naat-e-Rasool-e-Maqbool (PBUH) by Mian Marghoob Ahmad Hamdani.

Question Hour:-

Questions relating to Planning and Development Department were asked and Mr. Kamran Michael, Minister for Minorities Affairs, (holding additional charge) answered the questions.

 

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice of Ch. Zaheer-ud-Din regarding injuring of Mr Bilal by dacoits at Zafar Ali road, Gulberg, District Lahore and assassination of her wife was disposed of and other Call Attention Notice of Ch Shaukat Mahmood Basra regarding injury occurred to a cameraman of a private TV channel namely “Dunya TV” in the Assembly premises by the stray bullet was disposed of as the mover was absent.

The Notices were answered by Minister for Law and Parliamentary Affairs.

 

Privilege Motions:-

Five Privilege Motions were taken up. The motion of Mrs.‏ Samina Khawar Hayat regarding misbehavior of Mr, Zulfiqar Ghumman, DOR, Lahore, motion of Lt. Col (R) Muhammad Shabbir Awan regarding misbehavior of Mr. Shaukat Ali Collector Customs Appeal, Karachi, motion of Ms. Azma Zahid Bukhari against Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs accusing him of using derogatory Language against PPP and Pakistan Muslim League legislators while speaking in a TV talk show were referred to Standing Committee on Privileges. The motion moved by Mr. Ejaz Ahmad Kahlon regarding misbehavior of TMO, Tehsil Sargodha was kept pending till Monday and last motion of Ch. Muhammad Tariq Gujjar regarding misbehavior of Shaukat Abbas, SSP, Investigation, Gujranwala was kept pending till 21 March, 2011 on the request of the mover.

The Motions were answered by Minister for Law and Parliamentary Affairs.

     

Adjournment Motions:-

 

Sixteen Adjournment Motions were taken up. Two motions moved by Dr. Samia Amjad one regarding occurrence of dacoities at regular pace at Sattokatla, Lahore, and other regarding sudden failure in the sewerage  and water supply system in Sharakpur, motion moved by Syeda Majida Zaidi regarding corruption in PCSIR society phase-II by its administration, motion moved by Seemal Kamran regarding non payment of salary for the last three months to forty nine thousand seven hundred lady health workers of Punjab due to mismanagement by National Programme for Family planning and Primary Health Care, motion by Mrs.‏ Khadija Umar regarding moving of summary to the Chief Minister Punjab by S&GAD for the appointment of retired officials against 193 (gazzetted) vacant seats on contract basis instead of filling them through Public Service Commission, motion moved by Seemal Kamran, regarding embezzlement of funds provided for construction of bus-stand shelters by subordinate departments working under City District Government, two motions moved by Mrs.‏ Samina Khawar Hayat, one regarding spread of Measles in Multan and death of seven children due to this disease within two months and other regarding closure of Lahore Child Protection Bureau vocation center No.2 for the last two years, motion moved by Sardar Khalid Saleem Bhatti regarding use of low quality and substandard material by Public Health Engineering Department in the construction of Sewerage Pipelines at Lahore Road Burewala, District Vehari which resulted in over flow, motion moved by Ch. Zaheer-ud-Din regarding spread of Foot and Mouth Disease in animals in District Muzzafarabad, motion moved by Mrs.‏ Amna Ulfat regarding closure of “Project Management Units” programme started by the Punjab Government for cleanliness of Lahore even after expending three crores of rupees, were disposed of. The motion moved by Mian Tariq Mehmood regarding change of status from “Village Common-land” to “Village Grazing-land” of 2423 kanals land located at Dinga, Gujrat by the Revenue Department,  was kept pending till 18 March 2011. Two motions moved by Ms. Zobia Rubab Malik, one regarding delay in the completion of Sir Gangaram Hospital projects due to non-availability of funds, and other motion regarding non payment of salary to PWD employees, Sahiwal for the last four months,  were kept pending till next session. The motion moved by Ms Humaira Awais Shahid regarding increase in Agriculture loan up to 300 billion resulting in 45 billion annual service cost, was kept pending till 21 March, 2011. Shaikh Allaud Din through an adjournment motion alleged misappropriation of Rs.500 million in Forensic Science Agency. He pointed out that 30 Scientists were appointed against hefty Salary of Rs.80000 per month well before functioning of agency and even before the construction of building. The Deputy Speaker, announced to Constitute a five member committee to probe the matter of Punjab Forensic Science Agency and Laboratory.

The House observed one minute silence to show solidarity with the Japanese people who are suffering from agony of destruction and death at a large scale following a worst earthquake and tsunami.

Laying of Reports:-

Ms. Arifa Khalid Pervez, presented the reports of Standing Committee on Health before the House in respect of “Adjournment Motion No. 1038 of 2008 moved by Shaikh Allaud Din , MPA (PP-181) and Starred Question No. 2012* asked by Mian Muhammad Naveed Anjum, MPA (PP-145).”

Malik Muhammad Waris Kalo, presented the report of Standing Committee on Privileges before the House in respect of “Privileges Motions No. 23,28 and 32 for the year 2010.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Malik Muhammad Waris Kalo, the House granted extension up to 31st May, 2011 to Standing Committee on Privileges for laying its reports on “Privilege Motions No. 51 for the year 2008, 23,28,31,42,50,57and 60 for the year 2009, 1,5,10,11,20,21,24,25,36,37 and 38 for the year 2010, 2 and 3 for the year 2011.  

On a Motion moved by Mrs.  Shazadi Umerzadi Tiwana, the House granted extension up to one month to Special Committee for laying its report on “Present Lease amount of Khizrabad Livestock farm, Sargodha”.

The House was then adjourned till 9:00 am on Friday, March 18, 2011.
