SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen:-

The Secretary Assembly announced the Panel of Chairmen for the session, as envisaged in Rule 13 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997. The names of the Panel, in order of precedence, were as under: -  

1.         Dr. Asad Ashraf, MPA (PP-138) 

2.         Mehr Ishtiaq Ahmad, MPA (PP-150)

3.         Mr Shahan Malik, MPA (PP-15)

 

4.         Mst. Amna Ulfat, MPA (W-356)

 

OATH: −

The member-elect Sirdar Hasam-ud-Din Khosa ‏(PP-243) made oath as member of the Punjab Assembly and signed the Roll of Members. Mr. Speaker administered the oath.

 

Quesation Hour:-

 

Questions relating to Higher Education Department were asked and answered by Mian Mujtaba Shuja ur Rehman, Minister for Excise & Taxation (holding additional charge of Education Department).

 

Privilege Motions:-

 

The Privilege Motion moved by Ms. Zobia Rubab Malik regarding misbehavior of Police officials with the member concerned was referred to the Privilege Committee.

 

Adjournment Motions:-

 

Thirteen Adjournment Motions were taken up. The Motion moved by Mrs.‏ Nighat Sheikh regarding delay in the commencement of renovation and maintenance work in the Mental Hospital despite the release of funds amounting to Rs.5.2 Million for the purpose and approval of P.C-I,  the Motion moved by Mehr Ishtiaq Ahmad regarding a seat of Professor lying vacant for years in the Department of Mass Communication Punjab University and lack of interest of the Selection Board to convene meeting for the selection of Professor as per advertisement, the Five Motions moved by Shaikh Allaud Din, one regarding collection of fines on challans and return of documents relating to vehicles has become very complicated and painful process due to which general public is facing number of problems and need to be made fool proof and payments should be collected in the same way as the utility bills are collected through Mobile phones, the second Motion regarding recently setting up Food Street on Fort Road/Red Light Area as a measure to destroy the food habits of citizens, which was established with huge cost but has nothing to do with the true culture of the traditional city which had been set up in the name of culture and had been adorned with traditional food, cuisines and musical instruments, however, its food was far from the reach of an ordinary citizen, the third Motion regarding illegal allotment of highly expensive government property worth billions of rupees, situated at Murree Road, Rawalpindi to fake claimants, by C&W Department,  the fourth Motion regarding loss of 130 very expensive and prestigiously historical cannons from Mal Khanna, District Jhang, the fifth Motion regarding sale of fake Stamp Papers worth billions of Rupees, thus bringing irreparable loss to the national exchequer, which could have been curtailed by the sale of stamp papers through bank pay orders, the Motion moved by Mst Amna Ulfat regarding sale of unhygienic food at Hotels, Restaurants, Bakeries and Sweet Shops at Sheikhupura city and its surroundings in connivance with the Health Department, Food Department and Labour Authorities, the Motion moved by Engineer Shahzad Elahi regarding Board of Intermediate & Secondary Education, Lahore charging additional Rs.100/- as processing fee besides Rs.700/- Registration Fee to held examination, the Motion moved by Mrs.‏ Samina Khawar Hayat regarding non-inspection of Boilers installed in 500 factories of Provincial capital for the last four years due to shortage of staff in violation of Boliers and Pressure Vessels Ordinance, 2002, the two Motions moved by Mrs.‏ Khadija Umar, one regarding non-availability of transport facility in 28 Government Colleges for Women, due to which 26 thousands students are facing problems and mental anguish and the other regarding retrieval of Government Vehicles being used by retired Police Officials and retired Judges for having close terms with the Punjab Government and the last motion moved by Mr. Tahir Iqbal Chaudhry regarding sale of local and foreign fertilizer in black Sadiqabad by some known traders/dealers in black were kept pending till next week.

The Motions were answered by Mr Tahir Khalil Sindhu (Parliamentary Secretary for Law and Parliamentary Affairs).

The House was then adjourned till 10:00 am on Wednesday, June, 6, 2012.
