(c) RECONSIDERATION AND PASSAGE OF BILL

 

      THE PUNJAB GOVERNMENT SERVANTS HOUSING FOUNDATION (SECOND AMENDMENT) BILL 2012 (Bill No. 11 of 2012)

 

            A MINISTER to move that the message of the Governor in respect of the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as passed by the Assembly on 18 July 2012, be taken into consideration at once.

 

            A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered in the light of the message of the Governor.

 

                A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as originally passed by the Assembly be passed again.

 

(d) MOTION UNDER RULE 244-A

 

      MOTION UNDER RULE 244-A OF THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

 

            A MINISTER to move that leave be granted to move the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

 

            A MINISTER to move that the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be taken into consideration at once.

 

            A MINISTER to move that the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be passed.

 

            Note:  The proposed amendment is given in the Annexure.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

OATH: −

The member-elect Ch. Khadim Hussain (PP-26), Mr. Muhammad Nawaz Chohan (PP-92), Ch. Mohsin Ashraf (PP-129), Mr. Muhammad Akram (PP-122), Ch. Umar Sharif Ahmed (PP-133) and Mr. Muhammad Hanif (PP-226), made oath as member of the Punjab Assembly and signed the Roll of Members. Mr. Speaker administered the oath.

Question Hour: −

Questions relating to Finance, Forestry, Wildlife and Fisheries Department were asked and Malik Ahmad Ali Aulakh, Minister for Agriculture (holding additional charge) and Mr. Abdul Waheed Chaudhry, Parliamentary Secretary for Finance answered the questions.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Mehr Ishtiaq Ahmad, the House granted extension upto 8th April, 2013 to the Standing Committee on Local Government and Rural Development for laying its report on “The Punjab Local Government Bill 2012 (Bill No. 23 of 2012)”.

On a Motion moved by Khawaja Muhammad Islam the House granted extension upto 8th April, 2013 to the Privilege Committee for laying its reports on “Privilege Motions No. 51 for the year 2008, 28,31,50,57 for the year 2009, 10 for the year 2010, 23,56,64,69,70,71,72 for the year 2011, 4,7,8,10,12,15,16,17,19 and 21 for the year 2012”.

Call Attention Notices:-

Three Call Attention Notices were taken up. The Notice of Dr. Muhammad Akhtar Malik regarding torture of Mr Muhammad Asif 25 years old bus conductor by Atta Mustafa, SHO and his two colleagues, Thana PhoolNagar, Kasur, the second Notice moved by Ms. Sajida Mir regarding murder of Muhammad Riaz, ASI, posted at main gate of Choung Training Center by two unknown motorcyclists and later fleeing from the scene and the last Notice moved by Mrs. Khadija Umar regarding murder of Superintendent Audit, Gujranwala by the dacoits during dacoity on resistance were disposed of. 

The Notices were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Five Adjournment Motions were taken up. The Four Motions moved by Shiekh Allud Din, one regarding theft of 27 important files from the office of Punjab Advocate General relating to Government land worth billions of rupees which involves malafide intention on the part of Government so that appeals cannot be filed against the suits which are already time barred, the second Motion regarding Public Parks and Sports grounds being used for ‘marriage ceremonies and functions in the Province of Punjab especially in Lahore, the third Motion regarding import of hazardous clinical waste which can be dangerous for human life, its recycling and sale in the open markets of Lahore in violation of the instructions of the Sindh Court, the fourth Motion regarding closure of 6200 schools in the Punjab which were catering children from poor families and living in the backward areas and 248000/- students were studying there, and the last Motion moved by Mrs. Khadija Umar regarding non-registration of class 9th students by the Board of Intermediate and Secondary Education Lahore due to non acceptance of their data by computer system for being underage i.e 13 years of age were disposed of.

The Motions were answered by Mr. Khalil Tahir Sindhu, Parliamentary Secretary for Law and Parliamentary Affairs.

The House was then adjourned till 10:00 am on Tuesday 18th December, 2012.
