Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Suspension of Rules:-
On a motion moved by Mr. Khalil Tahir Sindhu, Minister for Health, under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House unanimously granted leave to suspend Rules 42, 64, 71 and 84 and others of the rules ibid for General discussion on new Local Government System.
GOVERNMENT BUSINESS:-
“GENERAL DISCUSSION ON NEW LOCAL GOVERNMENT SYSTEM”
General discussion on new Local Government System took place in the House. Health Minister Mr Khalil Tahir Sindhu in his opening remarks apprised the House that the new Local Government Law envisages fool proof system to settle disputes at the local level in urban and rural areas through Panchayats and Masalehti Committees each comprising five members. He said on receiving serious charges of corruption or any violation of the rules and regulations, the Chief Minister, on the recommendation of the Local Municipal Commission, would be empowered to suspend a Mayor or a District Council Chairman. He said that a fair representation had been given to the opposition to ensure neutrality and impartiality of the commission. The following members participated in the discussion:- Dr. Murad Rass, Sardar Shahab-ud-Din Khan, Sardar Waqas Hassan Mokal, Mian Muhammad Aslam Iqbal, Malik Muhammad Ali Khokhar, Malik Mazhar Abbas Raan, Mr. Muhammad Siddique Khan, Al Haj Muhammad Ilyas Chinioti, Haji Khalid Saeed, Haji Muhammad Ilyas Ansari, Mr. Muhammad Arif Abbasi, Mrs. Saadia Sohail Rana, Mrs. Shabeena Zikria Butt and Mr. Zulfiqar Ghori.
The House was then adjourned to meet on Wednesday, July 31st, 2013 at 10:00 a.m.
