Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Fateha

The House offered Fateha on the sad demise of Former Deputy Chairman Senate, Malik Muhammad Ali, father of Malik Muhammad Ahmad Khan, MPA (PP-179).

Question Hour

Questions relating to Communication & Works Department were asked and Mr. Tanveer Aslam Malik, Minister for Housing, Urban Development & Public Health Engineering Department (holding additional charge C&W Deptt.) answered the questions.

Adjournment Motions

Eight Adjournment Motions were taken up. Three Adjournment Motions moved by Sheikh Ala-ud-Din, one regarding economic murder of Punjab growers and agriculturists due to duty free import of vegetables and fruits from India, the second Motion regarding use of forbidden (haram) ingredients in packed food imported from western countries is being used by elite class as status symbol which brings billions dollars loss to the national exchequer, the third Motion regarding Lawrence Garden commonly known as Bagh-e-Jinnah, Lahore is deteriorating day by day and has become parking slot for vehicles and needs renovation on war footing, and the Motion moved by Mr. Amjad Ali Javed regarding obsolete system of age and marks limitation is playing havoc with those who had to face financial or other hurdles and could not continue their studies in the past and now they have quest to acquire more education but cannot get admission in universities due to above mentioned reasons, were disposed of. Two Motions moved by Mr. Amjad Ali Javed one regarding refusal by Vice-Chancellor GC University, Faisalabad to readmit students studying in its affiliated institution i.e. National College, Toba Tek Singh, consequently, effecting the educational future of students, the other Motion regarding illegal possession, demolition and later selling building material worth millions of rupees of PA house located at Mari Pachadh by Shahid Hussain Gorchani and Firdous Khan (Jamadar and Dafadar BMP) respectively, two Motions moved by Sheikh Ala-ud-Din one regarding suffering of the poor patients in public hospitals as well as at the hands of private practitioners (Merchant Doctors), who are minting money by enticing the poor patients in public hospitals to get private treatment from them by citing different instances. Hence, private hospitals are violating supreme court direction for allocating 30% free of charge service to poor, the second Motion regarding human trafficking and smuggling of innocent youth at the hands of brutal agents who under Sections 13 & 18 of Immigration Ordinance, 1979 are committing unforgivable offence and their crime should be publicized through print and electronic media to bring awareness among people, were kept pending.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Call Attention Notices

Two Call Attention Notices were taken up. The Notice moved by Al Haj Muhammad Ilyas Chinioti regarding dacoity of 42 tola gold and eight hundred thousand rupees from Mr. Farrukh Shahbaz, Advocate at his residence located at Chiniot Satellite Town and the second Notice moved by Sheikh Ijaz Ahmad regarding dacoity at the residence of Member National Assembly, where dacoits after looting millions of rupees and expensive gold ornaments escaped the crime spot, were disposed of.   

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

 

Government Business

General Discussion on Agriculture and Grievances of Sugarcane Growers

Dr. Farrukh Javed, Minister for ‏‏Agriculture initiated the debate on Agriculture and Grievances of Sugarcane Growers. The following members participated in the discussion: Mian Mehmood ur Rashid, Leader of Opposition, Ch. Muhammad Iqbal, Mr. Karam Elahi Bandial, Ms. Saadia Sohail Rana, Mian Muhammad Rafique, Mr. Ahmed Khan Bhachar, Al Haj Muhammad Ilyas Chinioti, Mr. Abdul Rauf Mughal, Rana Munawar Hussain alias Rana Munawar Ghous, Sardar Vickas Hassan Mokal, Mr. Zulfiqar Ali Khan, Mian Manazir Hussain Ranjha, Mr. Ahmad Shah Khagga, Mian Irfan Aqeel Daultana, Malik Muhammad Waris Kallu, Mian Muhammad Aslam Iqbal, Mr. Ahmed Khan Baloch, Rana Muhammad Arshad, Qazi Ahmad Saeed and Mr. Muhammad Kazim Ali Pirzada.

The time duration to continue the debate on Agriculture and Grievances of Sugarcane Growers was over and would continue on Wednesday February 10, 2016.

Suspension of Rules:-

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution:

Resolution:-

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the Resolution condemning attacks on all the media houses this year to curb freedom of expression. He praised the media community for its positive role in shaping public opinion against terrorism and generating a national consensus on the country’s security. The resolution demanded the provincial government to take proper and necessary security measures to protect journalists and media houses from terrorists attacks, was unanimously passed by the House.

The House was then adjourned till Tuesday, February 9, 2016 at 10:00 am.

یہ ایوان میڈیا سے متعلق تمام افراد اور صحافیوں کو ان کے اظہار رائے پر کسی بھی منفی انداز میں اثر انداز ہونے اور ان کو
پیشہ وارانہ ذمہ داریوں سے روکنے کی تمام کوششوں کی بھرپور مذمت کرتا ہے اور یہ قرار دیتا ہے کہ میڈیا کی آزادی ایک
جمہوری معاشرے کے لئے بنیادی ضرورت ہے۔ یہ ایوان صوبائی حکومت سے مطالبہ کرتا ہے کہ صحافیوں اور میڈیا ہاؤسز کی سکیورٹی کو یقینی بنانے کے لئے موثر اقدامات کئے جائیں۔"
