Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Privilege Motions
Two Privilege Motions were taken up. The Motion moved by Mr. Imtiaz Ahmad Lali regarding misbehavior of DCO, Chiniot with the Member concerned and the second Motion moved by Mr. Ahmed Khan Baloch regarding misbehavior of Islam Bhatti, XEN, Irrigation Department, Lodhran with the Member concerned, were referred to the Committee on Privileges.
General Discussion on Annual Budget for the year 2016-17
General discussion on Annual Budget for the year 2016-17 continued for the fourth and the last day. The following Members participated in the discussion: Mian Muhammad Rafique, Sheikh Ijaz Ahmad, Malik Muhammad Ali Khokhar, Mian Irfan Aqeel Daultana, Sardar Shahab-ud-Din Khan, Dr. Najma Afzal Khan, Mian Muhammad Islam Aslam, Malik Muhammad Ahmad Khan, Mrs. Lubna Rehan, Sardar Vickas Hassan Mokal, Mr. Sardar Qaisar Abbas Khan Magsi, Mr. Muhammad Arif Abbasi, Ch Muhammad Akram, Ch. Tariq Mehmood Bajwa, Mrs. Raheela Anwar, Makhdoom Syed Murtaza Mehmood, Mr. Ahmed Khan Bhachar, Mian Muhammad Aslam Iqbal and Khawaja Muhammad Nizam-ul-Mehmood.
Dr. Aisha Ghaus Pasha, Minister for Finance concluded the general discussion on Annual Budget 2016-17. She clarified that the budget has been prepared after taking into consideration the recommendations floated by Members in the pre-budget discussion and no bureaucratic idea was envisioned. She assured the House that the funds would be utilized by the departments as per their allocations. She said that handsome amount has been earmarked for agriculture sector and farmers would be given loans and subsidies on the agri articles. She added that all standards for transparency and accountability will be maintained while providing relief to public and all projects will be free of corruption. Talking on energy projects she apprised the House that the Punjab government has sponsored three projects for generating 3600mw energy through public private partnership and electricity on cheaper rate will be available to the public. She assured the House that after improvement in energy sector, three special industrial zones would be set up next year. She said that Lahore Orange Line Train was part of the Lahore Rapid Mass Transit System which aims to provide cheap and quality transport service to the masses. She also laid the amendments for Annual Development Programmes for the year 2016-17.
