2.   LAYING OF SUPPLEMENTARY SCHEDULE OF AUTHORIZED EXPENDITURE FOR THE YEAR 2015-2016

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Mr. Shahzad Munshi regarding misbehavior of Dr. Hassan Raza, AMS, Children hospital with the member concerned and the other Motion moved by Mr. Abdul Majeed Khan Niazi regarding misbehavior of Gull Muhammad, Sub-Inspector along with four officials of Thana Karor Lal Esan, District Layyah with the Member concerned, who illegally raided and entered the house of Member concerned, were referred to the Committee on Privileges with the direction to submit its report within two months.

Adjournment Motions

Two Adjournment Motions were taken up. The Motion moved by Ch. Abdul Razzaq Dhillon regarding registration of false FIR against the businessmen in PP-33 Sargodha by the DPO Sargodha to harass them to increase the rent of shops owned by Police Department in violation of agreement and the second Motion moved by Malik Muhammad Ahmad Khan regarding dilapidated conditions of roads in District Kasur due to inability of Punjab and District Government to construct and renovate these roads despite the allocation of funds for the purpose, which have now been lapsed, were kept pending.

At this stage, Mr. Speaker announced that he will constitute Parliamentary Committee to propose amendments in Rules of Procedure of the Provincial Assembly of the Punjab, 1997.

Discussion and Voting on Supplementary Demands for Grants 2015-2016:-

Dr. Aisha Ghaus Pasha, Minister for Finance winded up the General Discussion on Supplementary Budget for the year 2015-16.

The Treasury presented 37 Supplementary Demands for Grants and Opposition submitted three cut motions against the budget allocated for Irrigation and Land Reclamation, General Administration and Forest for the fiscal year 2015-16.  Dr. Aisha Ghaus Pasha, Minister for Finance moved two Supplementary Demands for Grants before the House for discussion in respect of Irrigation and Land Reclamation and General Administration, which were opposed by the Opposition through Cut Motions. The House passed Supplementary Demands for Grants in respect of Irrigation and Land Reclamation and General Administration after discussion on the cut motions moved by the Opposition, which were rejected with majority votes.

The House passed remaining Supplementary Demands for Grants for the year 2015-16 under Rule 144 (4) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997.

At this stage, Mr. Speaker welcomed Sardar Ayaz Sadiq, Speaker of the National Assembly of Pakistan in the Speaker’s Box.

Minister for Finance laid the Supplementary Schedule of Authorized Expenditure for the year 2015-16.

The Speaker then adjourned the House sine die.
