            A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:

1.    The Punjab Maintenance of Public Order (Amendment) Ordinance 2017 (XII of 2017)

2.    The Punjab Local Government (Amendment) Ordinance 2017 (XIII of 2017)

3.    The Punjab Education Initiatives Management Authority Ordinance 2017 (XIV of 2017)

(ii) RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION

1.   RESOLUTION FOR EXTENSION OF THE PUNJAB MAINTENANCE OF PUBLIC ORDER (AMENDMENT) ORDINANCE 2017 (XII OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Maintenance of Public Order (Amendment) Ordinance 2017 (XII of 2017), promulgated on 17th July 2017, for a further period of ninety days with effect from 15th October 2017.

2.   RESOLUTION FOR EXTENSION OF THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) ORDINANCE 2017 (XIII OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Local Government (Amendment) Ordinance 2017 (XIII of 2017), promulgated on 19th July 2017, for a further period of ninety days with effect from 18th October 2017.

3.   RESOLUTION FOR EXTENSION OF THE PUNJAB EDUCATION INITIATIVES MANAGEMENT AUTHORITY ORDINANCE 2017 (XIV OF 2017)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Education Initiatives Management Authority Ordinance 2017 (XIV of 2017), promulgated on 18th August 2017, for a further period of ninety days with effect from 16th November 2017.

(B)  LAYING OF REPORTS

1.   LAYING OF AUDIT REPORT BY THE AUDITOR GENERAL OF PAKISTAN ON ACCOUNTS OF GOVERNMENT OF THE PUNJAB, AUDIT REPORT CIVIL (EXPENDITURE) FOR THE YEAR 2015-16

            A MINISTER to lay the Audit Report by the Auditor General of Pakistan on Accounts of Government of the Punjab, Audit Report Civil (Expenditure) for the year 2015-16.

2.   LAYING OF ANNUAL REPORT OF THE PUNJAB COMMISSION ON THE STATUS OF WOMEN FOR THE YEAR 2016

            A MINISTER to lay the Annual Report of the Punjab Commission on the Status of Women for the year 2016.

3.   LAYING OF ANNUAL REPORTS OF THE PUNJAB JUDICIAL ACADEMY FOR THE YEARS 2009-10, 2010-11, 2011-12, 2012-13, 2013-14 AND 2014-15

            A MINISTER to lay the Annual Reports of the Punjab Judicial Academy for the years 2009-10, 2010-11, 2011-12, 2012-13, 2013-14 and 2014-15.

4.   LAYING OF ANNUAL REPORT OF THE PUNJAB PENSION FUND FOR THE YEAR 2012-13

            A MINISTER to lay the Annual Report of the Punjab Pension Fund for the year 2012-13.

(C)  CONSIDERATION AND PASSAGE OF BILLS

1.         THE POLICE ORDER (AMENDMENT) BILL 2017 (BILL No. 15 of 2017)

            A MINISTER to move that the Police Order (Amendment) Bill 2017, as recommended by Standing Committee on Home, be taken into consideration at once.

         A MINISTER to move that the Police Order (Amendment) Bill 2017, be passed.

 

2.         THE PUNJAB DESTITUTE AND NEGLECTED CHILDREN (AMENDMENT) BILL 2017 (BILL No. 17 of 2017)

            A MINISTER to move that the Punjab Destitute and Neglected Children (Amendment) Bill 2017, as recommended by Standing Committee on Home, be taken into consideration at once.

         A MINISTER to move that the Punjab Destitute and Neglected Children (Amendment) Bill 2017, be passed.

3.         THE FAISALABAD MEDICAL UNIVERSITY BILL 2017 (BILL No. 13 of 2017)

            A MINISTER to move that the Faisalabad Medical University Bill 2017, as recommended by Standing Committee on Health, be taken into consideration at once.

         A MINISTER to move that the Faisalabad Medical University Bill 2017, be passed.

4.         THE RAWALPINDI MEDICAL UNIVERSITY BILL 2017 (BILL No. 12 of 2017)

            A MINISTER to move that the Rawalpindi Medical University Bill 2017, as recommended by Standing Committee on Health, be taken into consideration at once.

         A MINISTER to move that the Rawalpindi Medical University Bill 2017, be passed.

5.         THE NISHTAR MEDICAL UNIVERSITY BILL 2017 (BILL No. 14 of 2017)

            A MINISTER to move that the Nishtar Medical University Bill 2017, as recommended by Standing Committee on Health, be taken into consideration at once.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool .

Question Hour

Questions relating to Home Department were asked and Rana Muhammad Afzal, Parliamentary Secretary for Home answered the questions.

Adjournment Motions

Two Adjournment Motions were taken up. The Motion moved by Mr. Ahmed Khan Bhacher regarding record increase in motorcycles snatching in Lahore despite fool proof patrolling system of Dolphin squad and establishment of check posts in the premises of eighty four police stations and the other Motion moved by Mian Mehmood ur Rashid regarding provision of opportunity to the international black listed Chinese Company naming ZTE to participate in a bid of Safe City Project to be initiated by Punjab Safe City Authority in six major cities of the province worth 44 billion of rupees, were kept pending till next week.

Extension in Time Limit for Laying the Reports

On a Motion moved by Mr. Shoukat Ali Laleka, the House granted two months extension to the Standing Committee on Irrigation and Energy for laying its report on “Starred Question No.6669 asked by Dr. Syed Waseem Akhtar, MPA (PP-271)”.

On a Motion moved by Mr. Khurram Abbas Sial, the House granted two months extension to the Standing Committee on Colonies for laying its reports in respect of the following:

1.         Starred Questions No. 4, 2477, 3254, 6950, 6960, 7991, 7995; and

2.         Un-Starred Questions No. 407, 596, 718, 1245.

On a Motion moved by Mr. Ameer Muhammad Khan, the House granted two months extension to the Standing Committee on Housing, Urban Development & Public Health Engineering for laying its reports in respect of the following:

1.         Adjournment Motion No.237/2014 moved by Mr Ahmad Shah Khagga, MPA (PP-229);

2.         Adjournment Motion No.728/2015 moved by Dr. Syed Waseem Akhtar, MPA (PP-271);

Laying of Reports

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs laid the “Audit Report by the Auditor General of Pakistan on Accounts of Government of the Punjab, Audit Report Civil (Expenditure) for the year 2015-16”, which was referred to PAC-II for examination and report up to 31, May,2018.

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs laid the following reports before the House:

1.                     The Annual Report of the Punjab Commission on the Status of Women for the year 2016

2.         The Annual Reports of the Punjab Judicial Academy for the years 2009-10, 2010-11, 2011-12, 2012-13, 2013-14 and 2014-15

3.         The Annual Report of The Punjab Pension Fund for the year 2012-13

Extension of Ordinances

On the motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs, the House granted leave to move the Resolutions under Article 128 (2) (a) of the Constitution for extension of the following Ordinances:

Resolution under Article 128 (2) (a) of the Constitution

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved separately the following Resolutions which were passed by the House:

1.         The Provincial Assembly of the Punjab extends the period of validity of the Punjab Maintenance of Public Order (Amendment) Ordinance 2017 (XII of 2017), promulgated on 17th July 2017, for a further period of ninety days with effect from 15th October 2017.

2.         The Provincial Assembly of the Punjab extends the period of validity of the Punjab Local Government (Amendment) Ordinance 2017 (XIII of 2017), promulgated on 19th July 2017, for a further period of ninety days with effect from 18th October 2017.

3.         The Provincial Assembly of the Punjab extends the period of validity of the Punjab Education Initiatives Management Authority Ordinance 2017 (XIV of 2017), promulgated on 18th August 2017, for a further period of ninety days with effect from 16th November 2017.

Zero Hour

On a Motion by Dr. Farzana Nazir regarding issuance of notification by the Chairman Shaikh Zayed Graduate Institution directing MD&MS Part-I-II to appear in the examination held by University of Health Sciences, whereas they are registered with the University of the Punjab and have already appeared in the examination, was disposed of.

The Motion was replied by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

The House was then adjourned at 01:56 p.m. to meet on Thursday, September 21, 2017 at 10:00 a.m.
