Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool ﷺ.

Question Hour

Questions relating to Irrigation Department were on the agenda and were kept pending till next week due to the absence of the concerned Minister. However, questions relating to Auqaf and Religious Affairs Department were asked and Mr. Muhmmad Saqlain Anwar Sipra, Parliamentary Secretary for Irrigation answered the questions.

Leave of Absence

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Sardar Shahab-ud-Din Khan regarding misbehavior of Dr. Mehboob Qureshi, MS, THQ, Karor Lal Esan, District Layyah with the Member concerned, was kept pending till Friday. The Motion moved by Mr. Abu Hafs Muhammad Ghiyas-ud-Din against MS THQ Hospital Shakargarh Dr. Tariq on whose report, SHOs Shakargarh and Sadar Police Station entered the house of the Member concerned without warrants on the orders of DPO, was referred to the Committee on Privileges.

The Motions were replied by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Laying of Reports

Bao Akhtar Ali presented before the House the report of Standing Committee on Services & General Administration in respect of The Punjab Employees Efficiency, Discipline and Accountability (Amendment) Bill 2017 (Bill No. 26 of 2017).

Ch. Abdul Razzaq Dhillon presented before the House the report of Standing Committee on Local Government & Community Development in respect of The Punjab Local Government (Amendment) Bill 2017 (Bill No. 23 of 2017).

Syed Muhammad Sibtain Raza presented before the House the reports of Standing Committee on Housing, Urban Development & Public Health Engineering in respect of the following:-

1.         The Parks and Horticulture Authority (Amendment) Bill 2017 (Bill No. 19 of 2017); and

2.         The Dera Ghazi Khan Development Authority (Repeal) Bill 2017 (Bill No. 20 of 2017).

Mr. Asif Mehmood laid before the House the report of Standing Committee on Environment Protection in respect of The Punjab Environment Protection (Amendment) Bill 2017 (Bill No. 27 of 2017).

Adjournment Motions

Five Adjournment Motions were taken up. The Motion moved by Ms.‏ Saadia Sohail Rana regarding disclosure of irregularities occurred in the Department of Livestock while distributing animals to the deserving people, the Motion moved by Ms. Nabila Hakim Ali Khan regarding sale of forged/false copies of books printed by Punjab Text Book Board, the Motion moved by Dr. Murad Rass regarding more than ten thousand government/private high-rising buildings in Lahore and other districts of Punjab are deprived of fire-fighting safety which may result in any untoward incident, the Motion moved by Syed Muhammad Sibtain Raza regarding theft of water of a canal coming from Tehsil Alipur and Tehsil Jatoi in connivance with the XEN Kot Addu, SE Irrigation, Muzaffarabad and Chief Engineer, Dera Ghazi Khan and the Motion moved by Ms. Nighat Sheikh regarding closure of Mother Care centers in government offices of Punjab, were kept pending till next week by the Chair.

Resolutions in the Public Interest

Resolutions kept pending on 23 May 2017

The resolution of Ms Hina Pervaiz Butt demanding to initiate legislation against builders and developers who cheat general public through attractive advertisement of their projects on electronic and print media and collect lacs of rupees from them on the pretext of booking of under construction buildings and plazas, which had not been completed and handed over even after the lapse of ten years to the concerned, was kept pending as mover was absent.

The resolution of Mr. Muhammad Sibtain Khan demanding to increase minimum daily wages of labourers to Rs.1000 and Rs.25000 per month, moreover they should be provided privileges as per labour laws and rates of their pension, marriage grant and death grant be doubled, was kept pending as the mover was absent.

Current Resolutions

Mr. Ahmed Khan Bhachar moved a resolution demanding to take solid steps to clean drinking water from arsenic, was kept pending as mover was absent.

The resolution moved by Ms. Nighat Sheikh demanding to establish mother care centers phase-wise in all girls schools and colleges in Punjab was withdrawn by the mover.

Mian Tariq Mehmood moved a resolution demanding up-gradation of government employees working in BS-16 and 17 was passed by the House.

The resolution moved by Dr. Wasim Akhtar demanding maintaining subsidy on fertilizers, enabling farmers to play effective role in the betterment of country’s economy, was unanimously passed by the House.

The resolution moved by Ch. Muhammad Iqbal demanding the Federal Government to set targets for Commercial Attaches deputed in Pakistani embassies abroad to play effective role in the export of Pakistani agriculture produce especially rice and condition their promotions and perks on the achievement of these targets was passed by the House.

Zero Hour

The Motion moved by Mian Mehmood ur Rashid regarding consolidating rain water drainage with sewerage pipe line in Allama Iqbal Town Lahore by WASA which is creating inconvenience for the residents of the area, was kept pending till Thursday.

The House was then adjourned at 01:24 p.m. to meet on Wednesday, October 18, 2017 at 10:00 a.m.
