Panel of Chairmen
In terms of Rule 13(1) of Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Mr. Inayat Ullah Lak, Director General (Parliamentary Affairs & Research) announced the Panel of Chairmen as nominated by Acting Speaker in the following order:-
1. Mian Shafi Muhammad (PP-258)
2. Mr. Muhammad Abdullah Warraich (PP-29)
3. Mr. Nawab Zada Waseem Khan Badozai (PP-213)
4. Ms. Zakia Khan (W-331)
The House offered Fateha on the sad demise of son of Mr. Muzaffer Ali Sheikh, Member Provincial Assembly of the Punjab and also for three martyrs of Pak Army from Khanewal.
Questions relating to Housing, Urban Development & Public Health Engineering Department were asked and Mian Mehmood-ur-Rasheed, the concerned Minister answered the questions.
Acting Speaker welcomed Honorable Mr. Gul Muhammad Khan Jakhrani (Ex-MNA/ Parliamentary Secretary for Education) to the House.
Suspension of Rules
On a motion, moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution:
Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved the resolution strongly condemning the Indian act of removing Article 370 and 35-A resulting in abolishing the autonomous status of Kashmir. The resolution expressed that this act of India had put the regional peace at stake. The resolution extended full support to the steps taken by the Federal Government like limiting the diplomatic relations with India, discontinuation of trade relations and observing 15 August as Black Day, setting up of Kashmir Cell Desks in Foreign Ministries as well as establishing of Kashmiri Desks in important Embassies. It was demanded to resolve Kashmir issue according to the aspirations of Kashmiris and the UN resolutions besides praying for the success of freedom struggle of Kashmiris. The resolution also termed the Security Council meeting held on August 6 as a great diplomatic success for Pakistan due to which Indian claim that Kashmir was its internal matter had also been exposed and that it was a disputed issue. The House demanded that the United Nations should send members of human rights commission in Kashmir to play its role to stop India from violence and human rights violations. The resolution also stated that UN Security Council should play its role for lifting of curfew in Kashmir. The Resolution was unanimously passed by the House.
General Discussion on Kashmir Issue and Law and Order
Sardar Awais Ahmad Khan Laghari, Mr. Fayaz-ul-Hasan Chohan, Minister for Colonies, Mr. Khalil Tahir Sindhu, Ms. Uzma Kardar, Rana Mashood Ahmad Khan, Mr. Wasiq Qayyum Abbasi, Chaudhary Muhammad Iqbal, Mr. Shahab-Ud-Din Khan and Mr. Tariq Masih Gill expressed their views on Kashmir issue.
The quorum was pointed out at 14:23 p.m. After ringing bells for five minutes, the Chair adjourned the House for fifteen minutes. On resumption the House was still inquorate and the Chair prorogued the House at 14:50 p.m.
