Fateha

The House offered Fateha on the sad demise of mother of Mr. Shahzad Qamar, Video Cameraman, Punjab Assembly.

Extension in Time Limit for Laying the Reports

On a Motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted two months extension to the Special Committee No. 2, Special Committee No. 4 and Special Committee No. 5 for laying its reports.

On a Motion moved by Mr. Muhammad Afzal, the House granted two months extension to the Standing Committee on Specialized Healthcare and Medical Education for laying its report on “The Punjab Medical Teaching Institutions Reforms Bill 2019 (Bill No.15 of 2019)”.

On a Motion moved by Mian Shafi Muhammad, the House granted two months extension to the Committee on Privileges for laying its reports on “Privilege Motions No. 1, 6, 8,9,10,11,12,14 and 15 of the year 2019.

On a Motion moved by Ms. Mussarat Jamshed, the House granted two months extension to the Standing Committee on Home for laying its report on “The Punjab Sentencing Bill 2019 (Bill No. 21 of 2019)”.

Question Hour

Questions relating to Home Department were asked and replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs in terms of Notification issued by S&GAD giving additional charge to him to look after the Assembly Business and to reply to the Assembly questions.

Laying of Reports

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs presented before the House, the report of Standing Committee on Revenue, Relief and Consolidation in respect of “The Punjab Land Revenue (Amendment) Bill 2019 (Bill No. 17 of 2019)” and reports of Standing Committee on Zakat & Ushr in respect of “The Punjab Zakat & Ushr (Amendment) Bills (Bill No. 9 & Bill No.18 of 2019)”.

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Ms. Hina Pervaiz Butt regarding misbehavior of police officials deployed at Accountability Court, during her visit to the Court, was disposed of and the second Motion moved by Mr. Ahmad Shah Khagga regarding misbehavior of Dr. Sheikh Majeeb, Incharge RHC, Nur Pur, Pakpattan with him was referred to the Committee on Privileges with the direction to submit its report within two months.   

Adjournment Motions

The Motion moved by Mr. Muhammad Arshad regarding incomplete rehabilitation work of Bakara Branch Canal, District Bahawalnagar, despite allocation of Seventy Seven crore (Rupees) budget for the purpose was accepted by the House for one hour discussion. The Second Motion of Ms Rabia Naseem Farooqi, moved by Mian Manazar Hussain Ranjha regarding Child Protection Bureaus of eight Districts of the Punjab have become torture cells for children residing there hence, compelling them to run away, was disposed of after decision by the Chair to constitute a Special Committee on this matter.

Private Members Day

Ms. Seemabia Tahir moved that leave be granted to introduce “The Punjab Prohibition of Sheesha Smoking, Use And Sale Of The Crystal Ice Bill 2019”, was opposed by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs with the suggestion to submit its amended draft was accepted by the mover.

Ms. Mussarat Jamshed  moved that leave be granted to introduce “The Punjab Criminal Law (Amendment) Bill 2019”, was kept pending on the request of Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Ms. Shamim Aftab  moved that leave be granted to introduce “The Punjab Restriction on Manufacture, Sale, Use And Import of Polythene Bags Bill 2019, was opposed by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and the Bill was withdrawn by the mover.

Ms. Sadia Sohail Rana moved that leave be granted to introduce “The Punjab Provincial Motor Vehicles (Amendment) Bill 2019”, was kept pending as the concerned Minister was not present.

Resolutions

Resolutions kept pending on 23 April 2019

1. Resolution of Ms. Shahida Ahmed to exempt senior citizens of sixty five years of age and above from the payment of fare in public transport including trains, buses, metro bus and speedo bus, was kept pending as the concerned Minister was not present.

2.Resolution of Mr. Muhammad Muneeb Sultan Cheema urging the Federal Government to immediately withdraw recent increase in the rates of fertilizers, was kept pending as the mover was not present.

3. Resolution of Mr. Muhammad Muneeb Sultan Cheema demanding the Government to restrict private educational institutions in the Punjab for choosing those uniforms, books and stationary which are identical and easily available in the market to decrease the financial burden on parents, was kept pending as the mover was not present.

Current Resolutions

1.         The Resolution moved by Ms. Mussarat Jamshed demanding the Federal Government to allow import of life saving medicated milk or (XMTVI Maxamaid) diet without urdu label, free of tax and duty for infants suffering from Methylmalonic Academia (MMA), a life threatening disease, was kept pending as the concerned Minister was not present.

2.         The Resolution of Ms. Hina Pervaiz Butt demanding the Government to legislate to direct public and private Hospitals not to receive outstanding payments from the dependents of the patients died there and also provide free ambulance for transporting dead bodies of the deceased, was kept pending on the request of the mover.

The quorum was pointed out at 02:24 p.m. After ringing bells for five minutes, the quorum was still inquorate and the Chair adjourned the House at 02:33 p.m. to meet on 19 September, 2019 at 3:00 p.m.
