یہ معزز ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ (Resident) اور (Non-Resident) پاکستانیوں کے لئے شرح منافع جو (Non-Resident) کے لئے 7% غیرملکی کرنسی پر اور ملکی کرنسی پر 11% تک دیا جا رہا ہے۔ جبکہ (Resident) پاکستانیوں کو غیرملکی کرنسی پر مشکل سے 1% اور پاکستانی کرنسی پر 3% سے 4% دیا جا رہا ہے اور (Resident) پاکستانیوں سے اس منافع پر بھی 35%
تک ٹیکس لیا جا رہا ہے جبکہ (Non-Resident) سے منافع کی حد کے قطع نظر صرف 10% لیا جا رہا ہے۔ اس ظلم اور زیادتی کو فوری طور پر ختم کیا جانا ضروری ہے اور یکساں شرح منافع کا ملنا انتہائی ضروری ہے۔

اس ایوان کی رائے ہے کہ صوبائی دارالحکومت میں تمام چھوٹی بڑی شاہراہوں پر ٹریفک کا بےہنگم رش دن بدن بڑھ رہا ہے، جس کے باعث حادثات کی شرح میں اضافہ ہو رہا ہے اور جس کی بنیادی وجہ شاہراہوں پر سروس روڈ کا نہ ہونا ہے۔ خاص طور پر سائیکل سوار کو بےہنگم ٹریفک کے باعث کافی دشواری کا سامنا کرنا پڑتا ہے۔ لہذا  صوبائی اسمبلی پنجاب کا یہ ایوان صوبائی حکومت سے اس امر کی سفارش کرتا ہے کہ صوبائی دارالحکومت میں واقع تمام چھوٹی بڑی سڑکوں کے ساتھ سروس روڈ بنایا جائے۔ نیز آئندہ سے تمام نئے منصوبہ جات میں اس امر کو یقینی بنایا جائے کہ ہر نئی سڑک کے ساتھ سروس روڈ بن سکے اور سائیکل سوار اور پیدل چلنے والوں کے لئے آسانی پیدا ہوسکے۔

اس ایوان کی رائے ہے کہ حلقہ PP-104 ضلع فیصل آباد کی ایک اہم سڑک جو ظفر چوک تحصیل سمندری سے حدودو ضلع فیصل آباد تک واقع ہے، انتہائی ٹوٹ پھوٹ کا شکار ہے اور اس پر آئے دن حادثات اور ڈکیتی کی وارداتیں ہوتی ہیں۔ لہذا علاقہ کے عوام کے مفاد کو مدنظر رکھتے ہوئے اس سڑک کی فوری مرمت کی جائے۔

Question Hour

Questions relating to Higher Education Department were kept pending as the concerned Minister was not present.

Adjournment Motions

Two Adjournment Motions were taken up. The Motion moved by Ms Khadija Umer that “The Punjab Institute of Quran and Seerat Studies Act 2014” was passed in 2014 but even after lapse of 8 years its rules had not been made by the respective department as mentioned in Sections 16 & 17 of the Act that relevant department would make rules within certain period and the second Motion moved by Mr Sajid Ahmad Khan that “The Punjab Compulsory Teaching of the Holy Quran Act 2018” was passed in 2018 but even after lapse of 4 years its rules had not been made by the respective department as mentioned in Section 4 of the Act that relevant department would make rules within certain period, were referred to Special Committee No.9 with the directions to submit its report with reference to the above mentioned Motions within two months.

Zero Hour

Seven Zero Hour Notices were taken up. The Notice moved by Mr Sami Ullah Khan that the approved project of Ring Road Rawalpindi was changed by the administration to favour many private housing schemes and politicians hence, bringing a loss of Rs.25 billion to the national exchequer, the Notice of Mr Agha Ali Haider moved on 28-05-2021 that Provincial Government owned 50 acres land in Syed Wala District Nankana Sahib was allotted to local landlords under Tha Khwah Scheme, which was not saleable and non-transferable but allottee were selling the land after constructing illegal Housing Colonies on it, the Notice moved by Ms Shawana Bashir that parking fee of Rs.30/- was being charged in Government Hospitals which was heavy on the pockets of poor people, as attendants come to Hospital several times to look after the patients, to bring medicines, food etc., which was a financial burden and demanded to bring relief to them either by reducing parking fee or cancel it altogether, the Notice moved by Ms Sajida Begum that in violation of monthly salary fixed @ Rs.17,500/- by the Government Pioneer Cement Factory Khushab was paying Rs.15,000/- to its workers, who also raised their voice and protested against this injustice. Consequently, Factory Administration started paying them salary fixed by the Government but lodged fake complaints in the Police Station against Mr Imran, one of its workers who was a cancer patient, the Notice moved by Ms Uzma Kardar that Ms Hina resident of Khanewal fell victim to Mr Shafi, SHO, Police Station City Khanewal who swindled Rs. 500,000/- from her on the pretext of giving her job and physically harassed her alongwith his friends which she complained to DPO, Khanewal but no action had so far been taken against the accused, were kept pending as the concerned Ministers were not present. The Notice of Ms Neelum Hayat Malik that out of 363 Patwar Khana in Lahore, 142 had been closed, while 221 Mouza Jat were active and residents intending to get ownership and transfer orders were facing extreme problems and the Notice of Ms Aneeza Fatima that RHC Akhtarabad District Okara had become a battlefield by the opponent parties to obtain Medico Legal Certificate which was complained to the Police by RHC Administration but Police did not come to the place in time, were disposed of as the movers were not present.

Private Members’ Day

On separate motions moved by Mr Sajid Ahmed Khan, Syed Usman Mehmood, Ms Khadija Umer (for bills mentioned at Sr. No.3 & 5), Mian Shafi Muhammad, and Nawabzada Waseem Khan Badozai, the House granted leave to introduce the following Bills before the House, which were later introduced by the Members respectively and were referred to Special Committee No.9 with the directions to submit their reports within two months:

2.   The Provincial Assembly of the Punjab Privileges (Amendment) Bill 2021

3.   The Qarshi University (Amendment) Bill 2021

Suspension of Rules

On separate motions moved by Mr Sajid Ahmed Khan and Mr Muhammad Afzal, the House granted leave to suspend Rule 115 and other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, in terms of Rule 234 of the Rules ibid, for taking up the following Resolutions, which were unanimously passed the House:-

Resolutions

Mr Sajid Ahmed Khan moved a Resolution that Physiotherapist was awarded 5-years Graduate Professional Level Degree, two years MS/M.Phil Degree and Ph.D Degree by Public or Private Universities in Pakistan but was not given importance as it was given importance globally because their governing body (Council) had independent status in the developed countries. The importance of physiotherapists in the health sector could not be denied and their services were not out of sight and demanded the Federal Government to establish separate and Independent Physiotherapy Council to look into the matters of physiotherapists and they should be given the status of a doctor.

Mr Muhammad Afzal moved a Resolution that a number of animals including dogs and jackals etc., come on Lahore-Multan Motorway unbridled due to broken fences along the road which resulted in accidents and slow traffic flow and demanded the Federal Government and the Motorway Authority to immediately repair bars/fences on both sides of Motorway to keep it safe from accidents and keep smooth flow of traffic.

Resolutions in the Public Interest

Resolutions kept pending on June 02, 2021

1.         The Resolution of Sheikh Alla-ud-Din that profit rate for Resident and Non-Resident Pakistanis was different. Non-Residents were receiving profit @ 7% on foreign currency and 11% on local currency; while Residents were receiving profit @ 1% on foreign currency and 3 to 4 % on Pakistani currency, which had also tax deduction @ 35% and demanded the Federal Government to immediately equalize the profit rate, was kept pending as the concerned Minister was not present.

2.         The resolution of Mr Muhammad Tahir Pervaiz that due to heavy traffic increasing day by day on all broad and narrow roads in the Provincial Capital, the rate of accidents was increasing and the major reason was non-construction of service roads along these roads. The mover recommended that the Provincial Government should construct service roads along with all narrow and broad roads and ensure that service roads would be constructed in all upcoming projects so that cyclists and pedestrians could  have easy movement, was kept pending as the concerned Minister was not present.

Current Resolutions

1.         Ms Shahida Ahmad moved a resolution that Rescue 1122 ambulance service should be allowed to use metro bus track in case of emergency in view of increase in population and traffic load, was disposed of.

2.         Ch Iftikhar Hussain Chhachhar moved a resolution that in Basirpur District Okara at the site of out fall Sutlej River, where thousands of people come, a Forest Recreation Park should be set up on government land to promote tourism, was kept pending as the concerned Minister was not present.

3.         Mr Muhammad Safdar Shakir moved a Resolution that a road of PP-104 from Zafar Chowk Tehsil Samundri to District Faisalabad was in dilapidated condition resulting in innumerable accidents and dacoity needed immediate repair, was unanimously passed by the House.

4.         Mr Muneeb-ul-Haq moved a resolution that DHQ Hospital Okara should be upgraded and Okara Medical College should be set up and affiliated with it to improve medical profession, was not passed by the House.

Suspension of Rules

On a motion moved by Mr Sohaib Ahmad Malik, the House did not grant leave to suspend Rule 115 and other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, in terms of Rule 234 of the Rules ibid, for taking up the Resolution.

The House was then adjourned at 04:50 p.m. to meet on Wednesday, June 23, 2021 at 2:00 p.m.

"اس ایوان کی رائے ہے کہ فزیو تھراپسٹس جن کو پاکستان کی پبلک اور پرائیویٹ یونیورسٹیز 5 سالہ گریجوایٹ پروفیشنل لیول کی ڈگری، دو سالہ ایم ایس / ایم فل کی ڈگری اور پی ایچ ڈی کی ڈگری ایوارڈ کرتی ہیں لیکن پاکستان میں فزیو تھراپی کے پروفیشن کو اہمیت نہیں دی گئی ہے جبکہ پوری دُنیا میں  شعبہ فزیوتھراپی آزاد شعبہ کے طور پر پریکٹس کیا جاتا ہے اور انکی انتظامی باڈی (کونسل) بھی ترقی یافتہ ممالک میں جداگانہ حیثیت رکھتی ہے۔ صحت کے نظام میں فزیو تھراپسٹس  کی افادیت سے انکار نہیں کیا جا سکتا اور انکی خدمات ڈھکی چھپی نہیں ہیں۔ لہذا یہ ایوان وفاقی حکومت سے پُرزور مطالبہ کرتا ہے کہ فزیو تھراپسٹس کے معاملات کو دیکھنے کیلئے ایک علیحدہ آزاد کونسل فار فزیو تھراپی کا قیام عمل میں لایا جائے اور اس کے ذریعے فزیو تھراپسٹس کو بھی ڈاکٹرز کا درجہ دیا جائے۔"

"لاہور تا ملتان موٹروے کے اطراف میں جنگلے ٹوٹنے کی وجہ سے کتے، گیدڑ اور دیگر بہت سے جانور بلا روک ٹوک سڑک پر آ جاتے ہیں۔ ان جانوروں کی وجہ سے حادثات رونما ہو رہے ہیں اور ٹریفک کی روانی بری طرح متاثر ہو رہی ہے۔ لاہور تا ملتان موٹروے کے اطراف کے جنگلوں کی مرمت نہ ہونے کی وجہ سے حادثات کا خطرہ لاحق رہتا ہے۔ لہذا صوبائی اسمبلی پنجاب کا ایوان وفاقی حکومت اور موٹروے اتھارٹی سے مطالبہ کرتا ہے کہ لاہور تا ملتان موٹروے کی ٹریفک کو روانی سے چلانے اور حادثات سے محفوظ رکھنے کے لئے فی الفور لاہور تا ملتان موٹروے کے اطراف کے جنگلوں کی مرمت کرائی جائے۔"
